G.O. 13 LONGWOOD POLICE DEPARTMENT GENERAL ORDER NUMBER: GO - 13 SUBJECT: CONDITIONS OF EMPLOYMENT EFFECTIVE: OCTOBER 1, 1995 REVISED: OCTOBER 1, 2021 GENERAL ORDER CONDITIONS OF EMPLOYMENT GO – 13 PAGE 1 OF 3 I. PURPOSE: The purpose of this directive is to define certain occupational qualifications and other requirements or conditions of employment that affect Longwood Police Department personnel. II. SCOPE: This directive, while defining certain qualifications and requirements of employment, is not limiting said qualifications and requirements of employment to those described herein. Additional qualifications or requirements may be issued by the chief of police or his designee at any time. III. MEDICAL EXAMINATIONS: A. The Longwood Police Department requires medical and psychological examinations to determine fitness and ability to adequately and safely perform the duties and responsibilities of the position for which an application has been submitted and conditional offer of employment has been made. 1. The Longwood Police Department shall assume all costs of said examinations. 2. A selected candidate who is determined by the chief of police’s designated physician not to be fit to perform the essential functions of the position, and for whom no reasonable accommodation can be made, shall not be appointed to that position. 3. Conditional offer medical examinations shall include alcohol and drug screening tests. GENERAL ORDER CONDITIONS OF EMPLOYMENT GO – 13 PAGE 2 OF 3 B. A periodic medical and/or psychological (re)examination of an employee may be requested by the chief of police in order to determine an employee’s ability to continue to adequately and safely perform the essential functions of his/her position. C. As necessary, an employee shall be required to undergo (re)examination by a physician designated by the Longwood Police Department. The Longwood Police Department shall assume all costs of such examinations. 1. If the employee wishes to be (re)examined by a private physician of his/her choice, it may be done at the employee’s expense. Should an employee desire to have the examination performed by his/her own physician, the department must be notified in advance in order to provide the employee with a list of any special tests or procedures that are to be conducted in the examination. 2. Results of the examination and/or (re)examination shall be reviewed by a chief of police designated physician for determination regarding the employment status of the employee. 3. If the chief of police determines that the employee is unable to meet the essential job functions of a specific position or poses a significant risk to the health and/or safety of the individual or other employees, the employee may be reassigned to any available classification for which he/she meets the minimum qualifications and can perform the essential job functions of the position, if such exists. Said reassignment is at the discretion of the chief of police. 4. If a position is unavailable or a transfer is not approved, the employee shall be placed on leave. D. Physical Wellness: 1. The functions of a law enforcement agency require a level of physical fitness not demanded by many other occupations. 2. The Longwood Police Department requires that all sworn police officers maintain their physical fitness, which may be evaluated in conjunction with periodic medical (re)examinations. Any such evaluation, if conducted, will be directly related to the work and duties performed by the employee. 3. Non-sworn personnel should maintain a satisfactory level of health and physical fitness so that work can be performed efficiently and without personnel shortages caused by excessive, unscheduled leave. If an GENERAL ORDER CONDITIONS OF EMPLOYMENT GO – 13 PAGE 3 OF 3 employee displays on-duty behavior which jeopardizes his/her employment or mission of the Longwood Police Department, a fitness- for-duty examination may be required. 4. The Employee Assistance Program is made available for employees who desire confidential counseling at no cost to the employee. IV. ALCOHOL AND DRUG SCREENING: A. The chief of police requires conditional drug and alcohol screening tests for all applicants selected for employment. 1. Drug and alcohol screening tests for applicants shall be administered in accordance with procedures established by the department consistent with the rules and regulations set forth by the Florida Department of Law Enforcement. 2. Positive results/confirmation of drug use by an applicant shall be cause for disqualification from employment consideration. Positive results/confirmation shall place the applicant in an ineligible status for a period of three years. V. DRIVER’S LICENSE: When a valid Florida driver’s license is required according to the job description, it shall be the policy of the Longwood Police Department that an employee must possess the valid license at the time of appointment and maintain such license during their employment. VI. FLORIDA BASIC RECRUIT TRAINING PROGRAM A. All sworn members are required to successfully complete the Florida Basic Recruit Training Program, or its equivalent, prior to assignment in any capacity in which a sworn member is allowed to carry a firearm or is in any position to make an arrest. B. Sworn members participating in a formal field training program under a Temporary Employment Authorization (TEA) are exempt from this requirement provided they are in compliance with CJSTC Rule 11B-27.00213.
