I. PURPOSE:
It is the policy of the Longwood Police Department to utilize volunteers in law
enforcement-related support services. Volunteers serve as a valuable resource in
emergencies and in supplementing the day-to-day operations of the Longwood Police
Department.
II. SCOPE:
Certified Part Time, Auxiliary Officers or Explorers do not receive monetary compensation
for their service with the Longwood Police Department.
III. DEFINITIONS:
A. Certified Part Time Officer:
Is a person employed or appointed by the Chief of Police, less than full time, as
defined by The City of Longwood, with or without compensation, who is vested
with authority to bear arms and make arrests and whose primary responsibility is
the prevention and detection of crime or the enforcement of the penal, criminal,
traffic, or highway laws of the state.
B. Auxiliary Officer:
Is a person appointed by the Chief of Police as an Auxiliary Officer who has met
the training requirements prescribed by the Florida Criminal Justice Standards
and Training Commission for individuals who aid, assist, and function as police
officers while under the direct supervision, and control of a certified, full time
police officer.
C. Explorer:

Is a civilian affiliated with the law enforcement agency in a part-time, non-sworn
capacity, with or without compensation, because of his or her interest in
contributing to the agency's role in a support capacity (e.g. law enforcement
explorer scouts sponsored by the Boy Scouts of America). Explorers will not be
assigned to duties requiring sworn officer status.
IV. GENERAL:
A. Certified Part Time Police Officer is a person appointed by the Chief of Police as a
Part Time Police Officer who has met the training requirements prescribed by the
Florida Criminal Justice Standards and Training Commission for individuals who
aid, assist, and function as a Police Officer.
B. Certified Part Time and Auxiliary Police Officers are under the direction of the
Patrol Division, and augment the strength of the Police Department by allowing
Part Time and Auxiliary Police Officers to perform law enforcement duties in
which he / she has been trained. Certified Part Time and Auxiliary Police Officers
will conduct operational police functions as authorized by the Chief of Police.
C. Auxiliary Officers will support the Police Department by riding with Full Time
Certified Police Officers and assisting with the execution of the police function
only in duties for which they have received training. Auxiliary Officers will always
be under the direct supervision and control of the Full Time Certified Police
Officer he / she is riding with.
D. Law Enforcement Explorer Scouts support the Police Department by riding as
civilian observers with Full Time Certified Police Officers, and performing other
community oriented functions. The Explorer program is an educational program.
Explorers will not engage in law enforcement activities or in law enforcement
support activities but rather will assist the department in public relations
assignments and duties.
V. SELECTION AND TRAINING:
A. Certified Part Time Police Officers will be commissioned only after completion of
a training program, which meets or exceeds the minimum standards of the Police
Department requirements for Part Time Police Officers. The training will be equal
to that required of full-time police officers performing the same duties and
responsibilities. The initial selection of Certified Part Time Police Officers will be
the same as the selection process utilized for Full Time Certified Police Officers
and will meet the minimum requirements of FS. 943.13 and will be screened in
accordance with general order 12 section IV.
B. Certified Part Time Police Officers will successfully complete the Longwood Police
Department Field Training Program.

C. Auxiliary Officers must complete an Auxiliary Training Program and be awarded
an Auxiliary Certificate by the Florida Criminal Justice Standards and Training
Commission. Auxiliary Officers are selected and appointed by the Chief of Police
and serve at the Chief’s discretion. Auxiliary officers will meet the minimum
requirements of FS. 943.13 and will be screened in accordance with general order
12 section IV.
D. Certified Part Time and Auxiliary Police Officers will receive in-service training
equivalent to that of full-time police officers performing like functions.
Attendance at the training is required. The hours and schedules are varied to
accommodate Part Time and Auxiliary Police Officer’s schedules. This training will
include:
1. Mandatory retraining as required by C.J.S.T.C.;
2. Weapons proficiency training and testing;
3. Use of force training.
E. Explorers will receive classroom training in those duties identified in the
Longwood Police Department Explorer Directives. Anyone meeting the
membership requirements of the Longwood Police Department Explorer Post will
be accepted if a proper application is submitted.
VI. AVAILABILITY:
A. Certified Part Time Police Officers may be requested in emergencies through the
Communications Center by a Sergeant or high authority. Non-emergency
situations requiring the use of Part Time officers can be scheduled through the
Patrol Division.
B. Certified Part Time Officers are assigned to provide day-to-day law enforcement
services and for emergencies. The two primary functions of a Part Time officer
are patrol operations and special events.
VII. AUTHORITY OF CERTIFIED PART TIME & AUXILIARY OFFICERS:
A. The general authority and regulations governing the Certified Part Time and
Auxiliary Officers are as follows:
1. Certified Part Time Police Officers will work two twelve-hour shifts or
twenty-four hours per month in the Patrol Division.

2. Certified Part Time Police Officers will have the same authority and
responsibility as Full Time Certified Police Officers. Auxiliary Officers will
have the same authority and responsibility as Full Time Certified Police
Officers only in areas where they have received training, and while under
the direct supervision of a certified full or part-time officer.
3. Certified Part Time and Auxiliary Police Officers are responsible for
maintaining the Criminal Justice Standards and Training mandatory
retraining, and attending scheduled in-service training scheduled.
B. The firearms authority and regulations governing Certified Part Time and Auxiliary
Police Officers are as follows:
1. Certified Part Time and Auxiliary Police Officers are authorized to carry
and use firearms, and will comply with any and all written directives of
the Police Department relating to the use and display of firearms.
2. Certified Part Time Police Officers are authorized to carry approved
firearms, on duty, provided they have completed the prescribed firearms
training as directed by the Police Department. They must also be current
in all re-qualification standards established by the Police Department.
3. Certified Part Time Police Officers are authorized to carry approved
firearms while not engaged in an actual Police Department operation and
when off-duty provided that:
a. A firearm carried must be concealed in such a manner as to be
not noticeable to any other person. Part Time officers carrying
such firearms while not in uniform shall comply with the Police
Department directive relating to carrying a firearm by certified
full-time police officers not in uniform.
b. Certified Part Time Police Officers are not authorized to carry
such firearms while frequenting or visiting a commercial
establishment where alcoholic beverages are sold, served, or
available for consumption on the premises.
c. Certified Part Time Police Officers are authorized to carry a
concealed firearm under Chapter 790 Florida State Statutes.
4. Auxiliary Police Officers are authorized to carry and use firearms only
while on duty and under the direction of the Supervising Full Time Officer
In Charge provided they have completed the prescribe firearms training
as directed by the Police Department. They must also be current in all re-
qualification standards established by the Police Department.

C. The arrest authority and regulations governing Certified Part Time and Auxiliary
Officers are as follows:
1. A Certified Part Time and Auxiliary Police Officers shall have the same
authority to make arrests and otherwise enforce the law and preserve
the peace, as does the Full Time Certified Police Officer.
2. Certified Part Time and Auxiliary Police Officers shall conform to all
written directives of the Police Department, and Florida State Statutes
relating to arrest.
3. Auxiliary Officers will not make an arrest unless directed to do so by the
Supervising Full Time Officer in Charge.
VIII. RULES AND REGULATIONS:
A. Sworn police officers of other jurisdictions or correctional officers shall not be
part time officers with the Longwood Police Department.
B. Certified Part Time and Auxiliary Police Officers are subject to the administrative
control of the Patrol Division, and report to the Certified Part Time Police Officer
Program supervisor.
C. All Certified Part Time and Auxiliary Police Officers will adhere to all applicable
rules and regulations established by the Chief of Police.
D. Certified Part Time Police and Auxiliary Officers shall wear the same uniform and
be equipped the same as a Full Time Certified Police Officer.
E. Certified Part Time Police and Auxiliary Officers shall wear issued body armor
while in uniform and on duty.
F. Certified Part Time Police Officers shall adhere to all rules and regulations relating
to the operation of Police Department vehicles. Auxiliary Officers will not operate
department vehicles.
G. Certified Part Time Police Officers must complete a daily log for any and all duty
performed, to include but not limited to:
1. Patrol Duty;
2. In-Service Training;
3. Department Meetings;

4. Special Events.
H. Certified Part Time Police Officers who fail to perform twenty-four hours of duty
during each thirty-day period will be subject to disciplinary action.
I. Auxiliary Officers may ride with a Full Time Officer any time if approved by the
Shift Supervisor. No minimum number of hours is required. Auxiliary Officers will
not ride with Part Time Police Officers.
IX. BONDED STATUS AND INSURANCE:
A. Certified Part Time and Auxiliary Police Officers shall be bonded in the same
manner as a full-time Certified Police Officer.
B. While on duty, Certified Part Time and Auxiliary Police Officers shall be afforded
the public liability protection of law defined in Part VI, Chapter 125, of the Florida
State Statutes (1988).
