E.P.P. 036 LONGWOOD POLICE DEPARTMENT ENFORCEMENT POLICY & PROCEDURE NUMBER: EPP – 36 SUBJECT: SCHOOL REQUESTS EFFECTIVE: JANUARY 1, 2001 REVISED: NOVEMBER 15, 2022 ENFORCEMENT POLICY AND PROCEDURE SCHOOL REQUESTS EPP – 36 Page 1 of 2 I. PURPOSE: The purpose of this directive is to provide guidelines to be followed for submitting a request to attend a school and the subsequent submission of time cards for the time period covering attendance at a school during on and off duty time. II. SCHOOL REQUESTS: A. Submitting requests to attend schools Any member wishing to attend a school must submit a request in writing as far in advance of the start date of the requested school as possible. A minimum of a one week notice will be adhered to. B. Request Content A request to attend school will include the school’s title, a brief description of the course, the cost of the school, the dates of the school, and who will be covering the member’s shift or assignment during the member’s absence. C. Routing of School Requests Completed requests will be forwarded through the chain of command to the Division Supervisor for approval. If approved, the request will be forwarded to the chief for final approval. Upon approval, the reservation will be made and a copy of the approved request will be disseminated down the chain of command to the requesting officer. III. COMPENSATION FOR SCHOOL ATTENDANCE: A. School Attendance On-duty Time ENFORCEMENT POLICY AND PROCEDURE SCHOOL REQUESTS EPP – 36 Page 2 of 2 Approval via the chain of command must be sought in writing prior to an officer attending a school while on duty time. B. Overtime Overtime will be paid to a member attending a school only under the following conditions: 1. The department has ordered the member to attend the school. 2. The member spends enough time in school and on duty to exceed the member’s regularly scheduled duty hours during the pay period. 3. The department has determined the school will be a benefit to the member in their current assignment and to the department. This determination will be made by the Division Supervisor and noted on the member’s request to attend school, which will be reviewed and ultimately approved by the chief. ***THE MEMBER MUST MEET CONDITIONS 1 OR 2 AND 3.*** C. Travel Time Members required to travel outside of Seminole County or Orange County in order to attend a school will be compensated at their regular duty rate for travel time. Members may be compensated at their overtime rate providing they meet the criteria outlined in Section Ill-B. IV. RECALL FROM SCHOOL FOR DUTY: Any supervisor may recall a member from school for return to duty in the event of an emergency or a serious shortage of personnel. Upon receiving such a recall the member, unless otherwise instructed, will immediately depart and return to the City. Failure to do so will result in disciplinary action.
