Mayor Maingot called the meeting to order at 7:00 p.m. 2. REGULAR BUSINESS. A. ~ The ]fecreation Division Hof the Community, Services Department recommends that the City Commission award ]Bid #10-07 for the , Smallworld Park Site Development and Improvement Project to Atlantic Civil Constructors Corporation in the amount of $2,01,960.2'7 and authorize the Mayor to sign the contract. Ms. Meli affirmed the sealf~d bids were opened on March 20th and six companies submitted bids. She. s;~id.they looked at four of the bids very closely and decided to select Atlantic Civil Constructors. They were the low bid. She stated they oven sortie of their vehicles and will be able to do some of the work themselves rather than contracting. it out. She advised they checked references on all four companies and made the decision to choose Atlantic Civil Constructors Corporation: Deputy Mayor Holt inquired to tYie scope of work. Ms. Meli explained they tivc~uld be doing all of the site work and gave specific details. She said the. City would be purchasing trees and plants with the hurricane tree grant. The contractor will be placing Bahia sod, installing irrigation, and fencing axotmd the entire area. She said the `._. playground installation would be done by the company from which they ° purchased the equipment. , CC 03-26-07/61 , Deputy Mayor Holt inquired what would be placed beneath the playground equipment. ~ J Ms. Meli advised they have a synthetic wood fiber that looks like mulch at all the playgrounds. This would be installed by City staff. Deputy Mayor Holt inquired to the length of the sidewalk. Ms. Meli said the sidewalk would .come off of the street. straight into the playground. with one part heading straight to the children's play area. There will be a sidewallc that goes to the pavilion and a sidewalk going to the basketball courts. She advised all three sidewalks are A.D.A. accessible. Commissioner Anderson inquired about the timeline. Ms. Meli said they would be starting work next week. They have less than 90 days to complete the work due to CDBG funding. Commissioner Bundy inquired if the project was not completed on time, what would be the recourse against the contractor. IVIs. Roper said there was a $200 fine per day and there were provisions to hold back some of the payment. Ms. Meli explained the total project did not have to'be completed upon the deadline for CDBG funds, but it did have to be substantially done. She explained a lot of the rnoney for the site amenities was the City's matching funds. Mayor Maingot said.he would strongly suggest part of the installation of the irrigation be done before the landscaping. Commissioner :Sackett moved to accept. the award of Bid #10-07 for Smallworld Park Site Development and. authorize Atlantic Civil Construction Corporation to take part for $201.,960.27.
