1. CALL TO ORDER. Mayor Maingot called the meeting to order at 4:15 p.m.

~ 2. DISCUSS THE SEMINOLE COUNTY /CITY OF LONG'WOOD
COLLABORATIVE PROJECTS LIST.
Deputy Mayor Bundy moved to ~h~aive the rules. Seconded by
Commissioner Sackett and carried by a unaiunious voice vote.
. Mayor Maingot said they had a document that was put together by Jerry
McCollum relative to information Mr. Drago sent to him. He stated he spent some
time with Mr. Drago this morning reviev~~ing the document. He met with Vice
Chairn~an McLean earlier and went through this information. Vice Chairman
McLean made some reconunendations onhow they should proceed and he
Suggested they define three separate categories: 1.) What Longwood is willing to
do, 2) Longwood's understanding of what the County is willing to do, and 3)
. Opportunities for partnership.
Mayor Maingot suggested they review the items and restructure this into the three
categories to present to the. Count3~. He s.3id the County has already agreed to no
grass strips between the curb and sidewalk. He stated the City would Tike to have
decorative street lights installed in the median. I=Iowever, Mr. McCollum has said
it was not the policy of the Florida. Depa~.rtment of Transportation (FDOT) to place
lights there. He said Mr. Drago has suggested having the lights placed behind the
sidewalks.

Discussion Item #1 - Designn Standards 434 Widening Pro'lect `J
Item A. No grass strips between the curb and sidewalk was determuied to go
under the County category.
Item B. Install decorative streetlights was determined to go under the Partnership
category.
Discussion was held regarding installation of a traffic light at Tarrytown Trail.
It was the consensus of the Commission. that the traffic light at Tarrytown Trail be
brought up for discussion at the Joint Meeting.
Item C, Install decorative traffr.c signals at Rangeline, Sheridan, Tollgate, and
Raynsond was determined to go under the Partnership category.
NIr. Drago said the County has indicated they are «illing to pay for the decorative
traffic signals at Ra~lgeline, Sheridan, a~1d Tollgate. I-Ie said Raymond ~~~as up for
discussion. He stated Tarrytown had been requested by the residents and was up
for discussion.
Deputy Mayor Bundy said Mr. McCollum's comment was not specific to the
areas, but stated, "The County has agreed to pay for upgraded traffic signals and
is coordinating with the .City's Planning Director to include the City's new mast
ann standards iri the design plans."
Mayor Maingot said they should add a note to get confirmation of locations. He
stated the County has agreed to the installation of conduit between medians fora
sprinkler system.
Item D. Installation of conda~it betlveen medians for sprinkler system was
detetmined to go under the County category.
Item E. Upgrade landscaping in medians was determined to go under the
Partnership category.
Commissioner Anderson said if they were going to be tearing. everything out
between I-4 and Rangeline Road, why not plan ahead and put the large pipe in.
He said they should discuss planning ahead for the reclaimed water. .
Mayor Maingot said they should add. a comment to pre-plan for grey .
water/reclaimed water lines to be installed at the time of constniction.
Mayor Maingot said Mr. McCollum had a cost of approximately $150,00.0 from
Progress Energy to underground certain lateral utility fines.

Commissioner Anderson suggested focusing on the area from Tollgate. He said
,this would greatly improve aesthetics, but where would the money come from.
Deputy Mayor Bundy suggested holding; a discussion with Progress Energy. He
said this may be an opportunity dt.tring the construction to put in chase pipes for
the future.
Mr. Drago said it was best to do ii; while under construction. Otherwise, it would
be more expensive.
Commissioner Sackett said if this was a cheaper price, he would rather hold them
to that price.
:Deputy Mayor Bundy said they need to keep in mind this will not be paid for wrtil
the next few years and the price may be :more. He stated they need to know if this
~is a f rm price.
Mr: Sizemore said he would need to review the e-mail to see if they made
reference to this as being a true firture cost or at today's cost.

Item G. Additional landscaping behind car around side~•valks tit~here practical was
determined to go under the Longwood c~itegory.
Item H. Upgrade all intersections aid crossivallcs on the north and south side of
the road to meet current ADA Standards and provide a direct pedestrian pathti>>ay
across the roadway was determined to go under the County category.
Item I. Resanfcrce the north cazd south sides of the rocrdla~ay was detemined to ~;o
under the County category.
Discussion was held regarding the widening of the sidewalk.
• Commissioner Anderson declared he would rather use the money in areas that do
not have sidewalks rather than to widen a current sidewalk.
Deputy Mayor Bundy said another alternative would be to put this on the. list, a.nd
as the time approaches for it to be constructed; perhaps the County would have
funds in their sidewalk fund. This could 'be used as connectivity to the Trail.

Item K. Retention pond was determined to go under the Partnership category.
Mr. Drago said it was his understanding the property owners. had been put on
noticethat the property would be taken for the retention pond. He said SunTrust
was in the process of looking for property to relocate along the 434 corridor. It is
unknown whether Arby's was going to relocate.
Deputy Mayor Bundy said this would be a partnership. He stated they were going
to build the retention pond the way the City wants it and then the .City will take
over the maintenance.
Discussion Ttem #2 -Other 43.4 Improvements
Deputy Mayor Bundy said.Mr. McCollum addressed improvements at Florida
Central Parkway under Item H. He inquired if the City could partner alld be
involved with this project in addition to the FDOT. I-Ie stated they would be
remiss if they didn't at least discuss this issue.
Mr. Drago said they needed to hear how much was uitended to be spent each
fiscal year prior to making any commitment. I
Ie stated they wanted to create a
separate right turn lane for Florida Central Parkway and. County Road 427.
Deputy Mayor Bundy said they wotild need additional left turn lanes and more
ability to transition the buses coming dawn. State Road 434 to the Commuter Rail.
It was determined to place this matter under the Partnership category for
discussion.
Conunissioner Anderson said Item I has Veen handled. and we should thank them
for looking into this matter.
Discussion Item #3 -Partial Right-of--Way Acquisitions
Mayor Maingot said the City had stated tliere were properties undergoing partial
takings and may face non-conformities as it relates to the City Development
Standards. Ike said Mr. McCollum.stated that eminent domain law does not allow
a total taking of a site unless there is justification for the entire parcel.
Mr. Drago said that Mr. Roper would ask the right-of--way attorney if the property
could be taken for a fuhire public use, such as a bus turnout. He will also verify if
the property is left as non-confoiining, if there would be justification to take it all
since this would be in violation of the. Longwood Development Code. He said the
. County was putting up the money and the State was using its. power for eminent
domain.
Commissioner Anderson said the Cotulty should be reimbursed by the Statetn the
future. He stated with the eminent domain, it was not just the property you were ~

taking, but there was a value for what you are taking away. IIe said tliis was worth

.Commissioner Anderson suggested bringing up a couple of the properties that
would be affected on the GIS. Print these and mark off twenty feet (20') to show
what would happen.
Colnlrussioner Sackett suggested printing the entire strip to have a visual for those
businesses that would be affected as well as those lzot affected.
Discussion Item #4 - Intermodal Transp~~rtation Facilities
Mayor Maingot said he raised the question with Vice Chairman McLean whether
Lynx has done any studies on the .route during this two year period to determine
any potential rider-ship. He confirmed hf: has been pushing for the possibility of
those fitnds to be used diu•ing the start of Commuter Rail. I-Ie said this was
brought up before with the former Chairman of the County who is also the
Chairman of Lynx. He stated he discussed the bus turnouts on State Road 434 and
the addition of some bus chicanes.
Deputy Mayor Bundy said for the purpose of discussion at the Joint Meeting they
need to have the County commit, and then they can contact Lynx to say where
they want them to stop.
Commissioner Sackett said this was an area of dialogue.
Conunissioner Anderson said they need to plan ahead on this so it needs to be
discussed.
Deputy Mayor Bundy said with the Commuter Rail coming, they need to promote
Lynx and the public transportation. Otherwise, there will be an influx of traffic
iirto the City. He stated that these were nc~t Intelrnodal Facilities, they were
basically bus turnouts.
Mayor Maingot said they would re-identify it as bus turnouts/chicanes.
Deputy Mayor Bundy said Publix ~irould support having something similar to
what vvas previously discussed of a turnout space with an island separating the
roadway from the bus turnout. He stated there needed to be one on the opposite
side of the roadway. -
Mayor Maingot said there was one other item, the "Longwood Commuter Rail
Shuttle." He said Vice Chairman McLean suggested; indicating the City's
willingness to partner with the County, to chalige "Longwood" to "County
Convntlter Rail" and add '`Longwood Stai'ion" underneath.
' Commissioner Sackett inquired if the .purpose of this bus was to bring Oviedo and
.Longwood to the Station.

Mayor Maingot said it would bring people all the way from Forest City.
Commissioner Sackett said it was ultimately coming to Longwood Station.
Commissioner Anderson indui~ed why we needed to paint the buses.
Mayor Maingot said the ultimate achievement was the success of the Longwood
Commuter Rail Station. He stated this would have people recognize that there is a
Longwood Station. He said if we can show there is a total plan for success, and
this identifies it by promoting the Station, while at the same time promotes the
operation.
Commissioner Anderson asked why the taxpayers of Longwood should pay for
the advertisement: on the buses.
Deputy Mayor Bundy said this was branding. He stated it was bringing people to
the City and with the anticipated development around it and the cross connection
to the Historic District, then it will enhance the opportumity for the business
people. He said they may be able to bring in some pai•tnersliips of some of the
businesses to participate.
Commmissioner Anderson slid he concurs with what has been stated.. He .said they _
need to explain why they are stepping outside of their traditional role of City
Comrnissioners, and why they are spending the City's money to promote a bigger
vision. He declared that Deputy Mayor Bundy touched on the opportunity for
businesses. I-Ie reiterated that they need to articulate this.
Deputy Mayor Bundy said they should list this under the Longwood category.
They need to say this is something Longwood is willing to take on and at the
appropriate time they may need tlae County's support.and cooperation.
Discussion Item #5 -Transit Village and the historic District Coru~ectivity
Mayor Maingot said they would restate the first tlu•ee lines listed under this Item
and list "discussion" underneath.
