tiie City Codes provided for a Oepartnent of Public Safety, It was his re mmentla ti on
that the need for the position/department be tletermi ned and if it w notcneeded then
the codes should be amended to delete. Ne further stated that if itswas detenni ned
that the need existed, then the duties of the department/position should be defined
and put into operation.
