2. BCSINESS.
A. Diseusston regartling Neighborhood COtle Compliance Districts.

oriel frmse work of the Code Compliance Distom and how it all fG
together. He reviewed pictures of various neighborhoods in Longwood
and sated the City of Longwood was not a bomogonona commuNty, but a

city. He stated the process by which optional code standards are

the neighborhood would require a 60% participation to ogee to the

previous code issues as well as additional issues. He reviewed optional
standards and stated these were standazds the individual neighborhoods
would be vble to select as an option f r their district. He stated one lido cf
the matrix would have the Ihiny-six (36) districts and the other side of [ha
matrix would list the options allowing the codes officials to be able to
discern which code applied to that particular neighborhood.
Mr. Taylor stated the Florida Legislature passed a provision for
voting Homeownu Associations. He stated that more restriuive
Homeownu Association rules would ovenide the city ordinance.
Commissioner HOlt inquired if fairing would refuenoef ae or hedge.
Mr. Curfnran responded in the af&rmative.
Commissioner Holt requested an explanation of the 51%vote and 60%
participation.
Mr. Curfnran explained the Disvict would require a minimum of60%
paztioipvtion of We total households in the district, than ofihat 60% at
least 51 % of limo votos would be requireA fnr it to pass.
Mayor l3nndy stated he would like to sap an affirmative voteof fio% he
required. Hesaid it would ahvo need to ba detamrinod who votes, the
pmpercy owner or tenant.
Mr Taylor advised it would require thepropercy owner voting
Commissioner Holt inquhed who would be responsible to pay a Codes
Ettforcemevt lieu.
Mr. Taylor advised that when both the property owner and tenant were
cited, both mould be fined.
Discussion was held regarding the process for each disNCt.
Mr Curfnra stated there would be a process for the disvict to coins
before the Commission wiW a petition with the options. He said they
would [aetity to having 60% ofthe properly owners' participation.
Deputy Mayor Maingoi stated consideration would need to be give
individuals' livelihood whey implema ling restrictions regarding parking
ofcommeroial vehicles.
Mayor Handy said the current code regarding commercial vehicles was so
convoluted it was diffiwlt to tmderstand or enforoe in a timely manner He

suggested resmoting eommeaial vehicles according to size He stated a

Mr. Drago stated the Commission may choose to altar it iv some way. He
slated they would not ba allowed to go in the interior of a residence.
Commissioner Anderson staled he did not think there had been a lot of
progress beyond the initial covwpt. He said there noeded to be flexibility.
He slated he mould not grasp the concept of thirty-six (36) districts.

vehicles and truilcr violations.

Discussion ensued regarding fie code.
Mr. Drago stated the intent was to only sneamline the code for areas that
dealt with quality of lif iasves for codes evforwment. Ho stated this
would put all oPtheee issues together rathas than being ttvoughout the
code book.

Mr. Curfmav said they would show the current languago in the codo along
side of Ine proposed streamlined language for each issue. Fle reiterated
they would only be dealing with quality of life iesuos.
Commissioner Avderson suggested taking a few sample issues and
coming back with the Language.
Mayor Bandy suggested meeting with the Commissioners on a one-on-ono
basis.
Mr. pufman stated they would provide a report listing dw finite sections

Mr. Drago stated the Mayor had previously suggested a higher
maintenance code for wmmercial as an optional code.
Mayor Bandy suggested they look at a baseline for residential and a
separate one for commercial.
Mr. Drago said ifthey work on simplifying the quality of life issues for

Discussion ensued regarding commercial vehicles.
Mayor Hundy stated Mr. Curfinan would be providing a breakdown of the
code in report form. He said once this information is received (heycan
