1. CALL TOORDER. Mayor AOdereon called the meeting to order

2. EMERGENCY ORDINANCE.

Mr. Taylor stated this afollow up from the Com ring held

Ueputy Mayor Miller moved to adopt Emergency
(Ndinance NO.03-16]4. Sewnded by Commissioner
Maingot.
Deputy Mayor Miller stated under Section 6. Penalties; the fine not to
xceed 8500 00 or be imprisoned for a period of not exceeding 60 days.

$5,000.00.
Commissioner Bundy stated there appears to be a tremendous amount of
conflict of information on this subject He stated he Celt comfortable in
passing n moratorium, but before making a decision on this matter. even if
is just to regulate, more information is neeAed. He stated he agreed that a
$500,00 fine is low_ He stated the moratorium can bepessed and these
details can be determineel leler.
Commissioner Maingot stated that this gives some breathing space and

decision.
Mr. Taylor advised there should be a public hearing since this is an
Emetgeney oramanoe.
Com er l..ov rand stated the County passed an anti-gambling

Mayor Anderson sated he supported the adoption of the Emergmroy

stated that the gift cards given out as.vinnings are not redeemable for

cash. She s ated she opened an stablishment in Dehona and it is doing
very well and there has been no troublr_ She stated they give food and
free drinks away.
Mr_ Taylor asked iPalooholic beverages were given away.
Ms. Hall stated no alcoholic beverages re given away.
Commissioner Lovestrand asked what the address was for the
asrablishment in Deltone.
Ma,.~L41 stated it was IocatM at 5]] Dehona IIoulevard. Suite 14 at the
Interstate Plaza. She advised she sold this establishment.
Ch~A Walkers Esquirq represented Ms. Hall end stated when she applied
for ccupati nal license. she was under the impression this was legal.

amount of time for the moraorium to lessen the burden on Ms. Hall.
Garv Hurkson 686 Kirkwood Terrace, stated he came because he is very
erred about this r. He stated he did not understand what the
difference was betwee nae Children's Arcade and an Adult Arcade. He
stated bah operate the same, you input tokens receive tickets to receive
prizes He stated as a businessman he did not underhand why one could
not practice this type of business, as it is a legal business in the State of
Florida He stated he did not know how many arcades, bingo parlors or
dance hal Is were in Longwood. He stated that 48 states out of 50 in this
umry have legalized gambling He hated that putting seventy-fve cents
e ofthese machines was not compulsive gambling. He stated Nis

Deputy Mayor Mil lu moved to dose the public heerine

Commissioner Hundy stated he had a concern that this moratorium was
declared on game rooms, arcades, dance halls and similar indoor
and am s. He hated that if someone came
nting to open a like facility they would also fall under this
m. He stated he only brings this up to question whether it is
necessary w this extent.

Mayor Anderson stated this is only for 60 days and he waz comfortable
with this amount oftime in that it is not an undue hardship.
