Commissioner Maingct also wanted to rewgnize and send his

Mayor Anderson read the hirtory ofthe JOY Awards and then
troduced each recipient. Commissioner 6undy and
Commissioner Maingot presented each of the following srvdents

March 2003.
Commissioner Maingot nominated David Putz, Owner of A.A.
Alan Plumbing, Inc., bested at 280 West Warren Avenue as
Business Person of the Month for March 2003. Nomination was
artied by a unanimous voice vote with Commissioner Lovesirand
absent.

A. Pre n. McDiro t, Dnv s, Yockett & Co. will pres t the
annual audit for the fiscAl year ended September 30, 2002.
Ms. Kelly Leary and Mr. Aldine McDirmit, representing
McDirmit, Davie, Pnekett & Company, accompanied by Monica
Mitchell, Fioanoial Services Director, presented the annual audit.
Ms. Leary said the audit report ofthis year is a good reWS and this
is the second year of implementing GASDY 34, which the Ciry
veda Cesifca eof Achiev aril. She additionally reposed
that the City re ved an unqualified audit report. that being the
best audit report that can be received

]. CITY ADMINISIRAt'OR'S REPORT.
A. State Road 434 Road Closing. Mr. Drago Hated he placed a memo
n [ha City Commission boxes relative to the closing of State Road
434 for some cailroad repairs onaweekend. He said the memo
included the detour routes.
0. Commeroial Shoot in Front of the Community Building. Mr.
Drago said he has been approached by a motion picture company
requesting to do a wmmercial shoot in front of the Community
Building for en Antique Car Show. He stated that there isa
possibility [het West Warren mould be closed for a rhos period oP

aeback droprsMr. Drago said he doe icipate West
Warren to be closed for very long, but he willnprovide additional
details once known.
C. Request for a modification to the style of mailbox which has been
approved for use in the Historic Distrim. Mr_Drago showed the
City Commission both the mailbox that was approved for use in
the Historic District end the mailbox that the business next to the
Apple Basket would like to install. Mr. Drago said the mailbox
dim ra 20"x 24' x IZ'. He stated the mailbox would meet
the poa master requirements.

Com er Maingot said that the City Commission should stay
within the guidelines that the City Commission approved for the
Historic Dinrict. He Hated if the City Commission approves the
mailbox, than other requests would follow and then the Hisoric
District would have ten different types of mailboxes.
Commissioner Bundy said that the City Commission has spent a
lot of time and effort in establishing guidelines for the Hinono
Dirtrlct. He said that ifthe City Commission allows this mailbox
in the Historic Dinria, then the City Commission should eliminate
the guidelines for the mailbox iv the Historic DisMG Concept.
Commissioner Bundy said that the City Commissien can not allow
rte person to put up their mailbox and not allow others to put in
their own mailbox.
Mayor Anderson said that he agrees to a point. He said the Cily
Commission needs to go back ro the reasons why the mailboxes
e regulated within the Histode District He said the reasons

Deputy Mayor Miller said the Historic Dirtrlct Maser Plan is the
City Commission's wnceptiov ofthe way they would like to see
things in the furore. He stated that the reason why the mailbox was

Deputy Mayor Miller said the mailbox seems a little big, but he

8. MAYOR AND COMMISSIONERS' REPORT.
Dist ct#2. Mayor Anderson spoke in regards to the issue ofthe bus
benches that the City Commission has asked toberemoved. Mayor
Anderson said he spoke to the City Anorney and the correspondence the
City has been reviving threatens legal action if the City requires the
oval ofthe benches. He said in talking to Mr. Taylor. there is case law
that supports the Ciry end also there is case law that supports [he othu
side. Mayor Anders said he did so arch and there wo piece

request them to be removed and the bus bench will be removed. He stated

Deputy Mayor Miller said one ofthe ladies fiom Florida Power called him
this peat week and she was a little distraught because she received a letter
fiom the City Attorney regarding the issues that were holding uD Florida
Power's Agreement. He Aar 1 that there were two main issues the City
Commission had with the agrcement and [hose issues were the Favor d
Nati and the Material breach Clause. He stated that the Ihird m

Russell, who is an Oviedo Ciry Commissioner and stated that wish the
Stale Budget process underway, pan of the money goes to bosh Children
In Need of Services and Families In Need of Services Programs and these
funds go to the girls and boys town campus and to non-Droll
organi~alions to help families in neM. Commissioner Bundy said Mr.
Russell is requesting the Clty of Longwood to bring forth a resolution to
the Governor and to the Legislature to wntinue funding for this program.

Longwood Bebe Ruth Baseball had its regiettation in Candyland Park and

Com er Maingot said he had re ved about four telephone calls
from a'gentleman named Randy Poneruwho said he is concerned about the
rash build up in some of the homes around Candyland Park area.
Comm er Meiogot said he drove around that area ead did not see
anytningsofthat significance.
Commissioner Maingot said he reoeived telephone calls from the residents
on Southport Drive in Tiberon Cove in regards to improper orage of
rash and garbage by tenants on a renal property. He said he also checked
the property out and clean up action had already taken place.
