Mayor Anderson called the meering to order at 1:02 pm.

Commissioner Bundy presen[~ Don and loan Manti, owners of
Sweet William Mtiques, located at 216 West Warrev Avenue, the
Business Person of the Month Award for November, 2003. Mr.
and Mrs. Mann opened Swcet William .Mtiques four years ago.
Mrs. Manti curtently is the owner ofP.A. Billing Service. They
are presently involved iv the community as members of Central
Florida Society f r Historic Preservation. The City of Longwood
s very pleased to have Don and loan Manti as pan of its business
wmmunity. Pictures were then taken.

]. CITY ADMDVISTRATOR'S REPORT.
Mr. Drago reponed he attended a ribbon cutting ceremony on November
3, 2003, for the Longwood Community Park. He reposed the Halloween
festivities were well attended. He announced the city raised 59,183 00 that
will go inward the holiday baskets for the Longwood families in need. He
thanked staff for doing a gootljob.
6. MAYOR AND COMMISSIONERS' REPORT.
Dislric[ q4. Commissioner Bundy repotted that he and Mayor Mderson
participated in [he homecoming parade for Lyman High School last Friday
aRemoon. He stated that fow ofthe Commissioners anended the
ham ming game Friday ev sing where they an uviced tliedonation of
59,000.00 to the band for theh trip to the Sugar Bowl, He announced that
Lyman High School was playing for the disvitt championship that night,
which they w n. He also aRtrmed the Halloween festivities were very
busy Friday evening.

band. He reported that this afternoon, at approximately 3:45 p. m., he was
in the Highland Hilis subdivision and Waste Pro was making their pickup.
He stated that the two young men on the back of the truck did not have
any Waste Pro uniforms. He also s~eted that Waste Pro had reported m the

10. PUBLIC BEARBVGS.
A. Ciry Administrator recommends the City Commission read by
title only and ndop[ Ordinantt OY16"/] which establishes a
temporary moretorium on [he review and issuance of permits
for game rooms, arcades, dance halls, and similar intloor
entrrteinment and amusemev[ activities pending [he
investigation ofthe Permitting criteria.
Mr. Taylor said he had proofofpublication £or this end all public
hearings listed on the agenda. He read Ordinance No. 03-ib]]by
title only.
Mayor Mderson opened the public hearing. No one spoke in
favor or in opposition of the ordinance,
Commissioner Meingot moved to close public hearing.

Commissioner Maingot asked Mr. Taylor what progress had been
made with the other cities with which he was working.
Mr. Taylor reported he had met with uveral city attorneys this past
week in the Community Building. He stated he had sent out a
letter to the county anorney and each city attorney suggesting they
rice this was fairly new in [he state. He Hated they shared
inform and derided to work mgmher on the issue. He reported

understood, but has not confirmed, that Brevard County has
pursued a moratorium and plans to take this isms to Tallahassee

Mayor Anderson reposed that this was a modifcation of the
