1. CALL TO ORDER.
Mayor Lovestrand called the meeting to order at 7,00 p.m.
2. REVIEW HISTORIC DISTRICT MASTER PLAN.
The Mayor welcomed everyone to the meeting. He indicated that he would allow
public participation twice blood the meeting. There —Id be a brief introduction
followed by public Input The Commission would discuss the subject matters antl
then there would be additional lime allowed for pubile partcipation, followed by
any final action the Commission may want to take.
Commissioner Maingot moved to suspe,d the rules, seconded by
Deputy Mayor Anderson. Motion carried by a unanimous voice vote.
Mr. Drago Introduced Ms. Chris Nance of Dix Nance and said she was going to
obee. the Master Pian, page by page, to get feedback tram the Commission and
the public lithe Commission agrees, they can make changes orschedule
additional Work Sessions.
MS. Nance gave a brief overview of the Master Plan with lha main goal being to
come up with a working plan that addressed street networklny, Iransportatlon

system, oignageand provide a sense of community and place- She believes the
Plan is very easily i hplema-d
The Mayor added that the Plan nestled to be one that would continue to be
Implemented Ih,ough future Commissions.
The Maya, opened the meeting up for public input.
Ju1�. 280 W. Warren Avenue, thanked the Commission for allowing the
public to know what he Master Plan is about. She felt that the people sh,hM
I— the opportunity to have their say since they will be the ones required to
abide by the rules once passed. She asked the Commission to give the people
un opportunity to see, imah—tand and comment on them. She —led to see
nlmoted public participation permitted on this matter.
Terry Holam properly owner, pwch—d his property back when the hospital
in the development stage because of the Historic attributes of the area. He
ended the Commission (or the leaps they have taken in the redevelopment.
He, liked the investment the Cl y has made into the community with the
onslrucfirm of the new Community Building. As Mayor of Win., Park, he went
through the redevelopmenDowntown Di of the City s DownDistrict. He shared one thing
Winter Park did, Winter Park formed a committee composed of people who were
opposed to certain aspects of the Plan and by the lime the Commission took the
that vote. there was really no one that opposed the Plan. They also assessed
the bo mess owners on Park Avenue. Each owner paitl twenty percent of the
res ost to redevelop. The ult was, a in business, as well as property
'alne for their Investment. He supports the efforts of the Commssion and thinks
Longwood is fortunate that it has a Downtown to develop.
The Mayor commented that this was the thirtl opportunity for the public to give
their input. The Plan has been discussed in the pastbefore the Historic
Preservation Board at length as well as before the Commission.
Ms. Nance began reviewing the Plan using visual bitlsmentioning different
min t typographical adjustments and meddled bountlary lines that woultl be
admae.
The Mayor asked if the boundary lines Included the Searcy House on W. Church
Avenue. He had seen eltl documents for the Historic District which intended the
Searcy House.
Ms- Nance responded that she believed it was considered a part of the Historic
District She showed the Commission and the audience the correct boundary for
the Historic Dprel,

Corm er Maingot referred to page threeand said he does not agree with
Florida Avenue being retained as some form of as alley way and would like it to
be treated as every other street
The Commission briefly discuasetl Florida Avenue,
Ms Nance continued reviewing the Master Plan discussing lacce,hpieg and
plant selections.
Com er Maingot made some suggestions on the selection of oak trees
antl —ted to make sure that there was consideration of the roots when
selection is made.
The Mayor.'ad the Commission if Ihey wanted to entertain public participation
as Me, Nance went along. There was a majority consensus of the Commission
Ip allow participation during the presentation.

shrubs have sharp leaves and are compared, to child en. and asked that
something else be considemd

safe and will add chaecter to the Dishct. He menliened other varieties that
could be uked he well.
Ms. Nance agreed with the Historic Preservation Boartl's recommendation that
wood fences are -high maintenance' and that vinyl should be acceptable with the
appropriate style.
The Commission concurred with Ms. Nance.
Using visual aitls. Ms. Nance showed a typical Intersection done wllh bricks.
An audience member thought the brick dead, In the Intersection of Pine Avenue
and Wilma Street was confusing and could cause an accident.
Mr. Drago explai"ad that the brick design they are using causes traffic calming"
and makes people $low down_ He believes when the project is finished it wlli
alleviate some of the problems.
Ms. Nance then presented a visual of what differenl Intersections will look like.
The Historic Preservation Board suggested that there be people friendly parks
with a mantaln and benches. The members of the Commission agreed. The
tlesign of the open lawn area along CR 427 was intended to provitle a nice front

yard to the District and to the Longwootl Hotel, and to serve as overflow parking.

Joan Sicilia, Apple Basket. said she liked the suggestion of adding a fountain
antl thought the benches could be used for lunching in a park. She would also
like to sae public restrooms in this area.
Ms. Nance saitl publlc restrooms were available in Reiter Park which Is within
walking d stance.
Discussion ensued concerning adding public restrooms in the proposed park_
Commissioner Bundy thought two benches together ,,to look better. He
discussed placement of the fountain in the park and gave several suggestions.
Ms. Nance continued her presentation discussing stabilized parking versus grass
parking in the park closest to Mona Lisa Rlstordu e,
There was tliscussion by the Commission and Mr. Drago which offered different
suggestions for the design and material to be used In the parking area to avoid a
drainage problem.
Ms. Nance spoke about the proposed CR 427 landscape improvements and

showing Its existing charade, and the proposed character elevation.
Commissioner Buntly inguiretl as to who would maintain this corridor. the City or
the railroad. because to was concernetl about using City funds for something the
City woultl not be able to maintain.
Deputy Mayor Anderson commented that the railroad corritlor and be viewed
from every direction and thought it woultl change the image of the corridor from
n eye sore to something that would benefit the entire community. He suggested
ustalling a sign that people from the train coultl sae welcoming them to
Longwootl.
Commissioner Mani wanted to recommend Southern Rod Code, be used
clang the railroatl corritlor. He saitl it was a good choice and will give a it
affect.

Ms. Nance cantinuetl reviewing the Master Plan covering pedestrian and street
light ing, street furnishings. site signage and gateway plan_ character of SR 434
and Wlima Strset. and Hlstonc Distract Idontificallon signs.
In response to Commissioner Bundy, Mr. Orago said local merchants woultl be
able to purchase the same benches that the City uses in the District.
The Historic Preservation B,artl suggested that the gateway signs be a,gl,d for
better visibility. The Commission discussed which way the sign should face.
Pasts Kho Christ Episcopal Church, discussed the directtonaI eigns the
Church already has ahbrhd the District antl his desire for new signs to concedewith what the City is doing In the Dlstricr.
A member of the audience asked if the Commission would consitler eliminating
the lelt turn onto SR 434 at Milwee Street due to the number of accidents there.
The Mayor said that was not an issue for the Master Plan. However. he would
turn this matter over to Director Baker, who is the City's Traffic Engineer.
There was general discussion tram the audience concerning brick road,.
sidewalks and drainage.
Mr_ Drag, showed the Commission where a proposed wastewater line woultl g,
and showed how no wee going to preserve the existing old back road on
Freeman Street and erarebit with a border. He also showed where the City
plans to install solewalks on Magnolia Avenue As far as drainage on Magnolia
Avenue and Freeman Street. an enginoer was currently working on that matter.
Ms. Nance continued her presentation of the Master Plan, showing street type,.

Avenue that she had taken before eeting. the mthey showed the current
material. crushed shell, being used for the parallel parking. She e,p,,,ed her
grain, for the crushed shell and sale It always looks messy, is hard for people to
gel off their shoes, and ruins hard woad floors. She said it will be a conslont

Pastor KnoxChrist Episcopal Church, was concernetl about one of the proposed
walkways antl that it would cross over the Church'a retention area.
Members of the Commission liked the recommendation of pedestrian walkways.
Ms. Nance concluded her presentation and asked for any questions or

Charles Wintrev, 241 West Warren Avenue, discuss.d the crosswalks on the

lake away the contusion on whether to stop or not. Also on the plant selections,
he said that people are always trying to get ud of Palmetto shrubs antl asked that
something else be conseered,
Mary Volkeninp, 241 West Bay Avenuewas con—ned about the parallel
parking on the streets and wanted to make surethe mail boxes would still be
asl bla by the postal service. She also wanted someone to walk tlown West
Bay Avenue to see where they took tlown a Camphor tree. There was still a
,,,no of dlrt that needed to be removed before a sidewalk can be installed,

Julie Beryl,— 231 West Bay Avenue, questioned the pop ... d oak trees and
the maintenance required for oak trees and wanted to know who was going to
aintain the trees if they were fleeter in front of her house. She does not want
one in front of her house.
Mr. Draga saitl he is sensitive to the Issue of the trees getting too big relative to
the of, and the problem she mentioned.

Mr. Drag. suggested scYteduling of future meetings be tlone at a regular
Commission meeting so all the Commissioners could look at their schedule.
