Mayor Lovestrand recognized Ms. Cathy Lodding Longwood resident, far her
unity service over the past IS years' especially ft maintaining and
beautifying the Cathy Lodding Park; for serving as a Dividend Volunteer in the
Longwood Elementary School, crocheting hats for newborns at the South
Seminole Community Hospital and providing olarioal assistance to the
Longwood Police Departmeatt_ Phomgrephs were then taken.

Country Club Kennels regarding Mr. Oobemiets intent to build an air conditioned
sound proof kennel and outdoor run.

In response to an inquiry from Commissioner Maingot, Mr Drago said Ihat a

Mayor Lovestrand said as he would not ba present at the next meeting end
tharafotewishad to have some discussion. He said one thing he did not like
as the City paying 50%oPOne plan end 55 %oCthe other and he underslwJ
that the intent was to encourage aeleuion of the cheaper plan. Farther, the
City Ites been payinS 55% and did not like to sce it go back and believe the
ost diffaromial bstwean the two plans was anwgh incentive. tie wntinued
saying the City is giving raises, yex the employees are tekmg cuts in pay
because of increased health insurance costs.

Mr. Drago explained that Plan 1 was designed for those who warned the lowest
co-pays possible. Said he had looked at every plan design with Blue
Cross/81ue Shield (BCBS) and thin was the only plan design that he could
cup with in order to hold one plan almost flat and provide a rata inuease
for theothu. Blae Crose/Blue Shield wanted to blend the rates and it'they hal
them would have beana20%inerease in both plans. He asked them which of
the co-paYa was hit the most. and last year it was presuiption dtugt and wa
curbed the behav .This yea es doff and, so, he was giving the
employees an opportunity to curb their behavior relative to a $I S co-pay and to

Commissioner Miller wanted to know what the amount would be if the City
put every employee on Plan I5, anJ that's it, and paid 100°/ of the coverage,
like the County does.
