Said he had looked at every plan design with Blue Cross/81ue Shield (BCBS) and thin was the only plan design that he could cup with in order to hold one plan almost flat and provide a rata inuease for theothu. Blae Crose/Blue Shield wanted to blend the rates and it'they hal them would have beana20%inerease in both plans.
