CITY ADMHYISTRATOR'S REPORT. Mr. Drago said, presently, the City was doing a wastewater project on Evergreen, off of Grant and approximately 300-000 feet was not included in this project to be wend. He requested[he Commission allow achange order for approximately $3],500 in orderto service the rest of the street. Following wmpletion of the project, he intends to add sidewalks. Mr. Drago wntinued saying there are funds ~n die Public Utilities Repair line within the Public Utilities program to rover this requested amount. Deputy Mayor Maingot moved to approve Mr. Drago's request. Seconded by Commissioner Anderson. In response to inquiry, Mr Kornbluh said this line would serve all the properties on 4l4 Rom Grant to the White Rose Nursery. Motion carried by a unanimous roll tali vote. CC II/20100\t091 8. He believed if Commission nembers were w follow that same line ofreasoning, it would be a violation and, therefore, believed it was important to get the opinion. Mr. McLatchey said it appeared to him to be a violation. ' Mr. Taylor arrived at ehis point in the meeting ("1:20 p.m.) Mr. Taylor then assumed his sea[ on the dais at which time Mr. McLetchey left the dais (]:23 p.m) Deputy Mayor Bundy said before the Commission proceeded, he would like a n[ to confer with the City Anomey. The Commission recessed from'/:2S X0'/:30 p m, Commissioner bandy explained the reason for his discussion with the City A~tomey, was to ascertain whether he had a possible wnflict with voting on this as his wife was tl~e recipiei t of [he voice mail message. He continued to say that Mr. Taylor s opini as that sine there would be no f nancial gain, he would not heveto resuse himself, Commissioner Anderson said from what he I>as heard it appeared someone technically violated the sunshine law but we do not know if there was any indent to do anything and suggested the a rney clarify the issue with those involved to ascercmn if it something more serous. Deputy Mayor Maingot congraWlated the Parks & Recreation Advisory Board members who were present in the audience for their consistent good work end espceially with regard to the tree lighting festivities. Deputy Mayor Maingot challenged the members ofthe Parks and Recreation Advisory Board, acknowledging that there was short time to pull off another activity, to hold, on a test basis, a Tree Lighting Festival on the east side oftown a~ the Candyland Park area, similar to the one held a[ the City HaII location, whereby the people in that area ran be invited to come forth and participate in a light-up- the season type ceremony. Deputy Mayor Maingot said he has asked the City Administrator ~o see if he ran locate a trce [hat <an be illuminated and possibly corporate either Lake Mary or Lyman High School choral, band, or ROTC, in additio to gan a. He said he would lea o the Board to think over, end to commence some action with the appropriate city authorities. Deputy Mayor Maingot asked that special invitations go out [o the City employees asking those who sing or play inswments to voWnteer to put together a choral group, to include members ofthc City Commission, to visit the Eive nt homes in the City on one Friday or Saturday evening before tlse hol'days. Deputy Mayor Maingot suggested sending a Dost card to all City residents with Sea 's Oraetinga and with photos ofthe City Com rs, to includes list ofthe City's plans for next year, i.e., wnswct Community Center, implementation of the Perks and Recreation Master Plan, continue paving projects, etc. Mr. Sargent put an example of what the post card would Zook like on the projection sawn. Deputy Mayor Maingot moved to consider the development oF[he Seasmi s Greetings post card as briefly described. Mayor Lovestrand seconded for discussion. Commissioner Anderson did no[ want his image on the card, but did like the idea of reaching out and noting any acwmplishmenls and what would be upcoming. Mr. Taylor read Resolu[imt No. 00.1019 by title only. Commissioner Miller moved to approve Resolution NO.00.I019. Sewnded by Commissioner Anderson. Mr. Drago said the state provides updates to the Plan and we are adopting the updates In response to inquiry, Mr. Taylor said there were some changes but they were not substantive. On page 2 of 4 in the Plan, it was noted the vulnerability assessment submitted box was not checked as having been received for Longwood. Mr. Sargent said to his knowledge, all of(he required information Irad been submitted. Commissioner Miller questioned how much each local government paid. It was noted that the pie chart indicated Longwood had paid more than Oviedo. There was uncertainty es to what the chart actually meant.
