A. At the request of Mr.Drago, Director Baker introduced newly hired
puvonnel from the lire Division- Daniel Aubuchon and John Panzella

Director Baker recognized the following employees from the Fire
Divisior. Tim AyEe1d, Vromoted to Engineer-EMT, Rick Usher, promoted

Mayor Miles indicated disappointment, as it could M1ave been taken care ofby the
Commission. in Char Cmmmissioner Lovestrand took action on his own_
Commissioner Lovestrand said he took action on his own because the Mayor end
the wmntission would not allow him to bring it up. Mayor Miles said there were
eral discussions but was ,surprised Commissioner Lovostrend had fled an
ethics complaint.

Mayor Miles said he was more concerned with the way Commissioner Lovestrand

informntion he wanted to bring torah.

disclosed it tonight except that Mnyor Miles brought it up_

Servicev Departntem rewmmends approval of the Monthly Financial report for
March, 1999.

March, 1999. Seconded by Commissioner Vacs and carried by a
four/zero roll call vote, with one commission vac ncy.

in opposition.

A. Utility Billing Division of the hinancial Services Depattment recommends
the City Comm wthew er leak and ex credit policy

date and approve the first reading of Ordinance No. 99-t45t.

Deputy Mayor Miller ntc~ved to accept Ordiuanus No. 99-I45I on

Deputy Mayor Millis initiated discussion, saying ho was alittle wavy

Discussion continued with taspou to amending the proposed policy to
atcl, what the other cities have. Allowing acredit to include some oC

Mr. Taylor said the orainanra that is passed needs to be reasonable and
on~discriminatory and though[ a line could be drawn, however. but it

is given to one and not all.

Ms-Phyllis Tnmer quenioned why any money had to be epent and asked
why people couldn't just walk from one lot to the next.

Ms. Lomax reminded it was not in this year's budget and conceded that
perhaps if it was planned....
