Nadine Tolos, Highland Hills, referred to es being increased at ova time to offset

hookup, but asked when the water rates would be rolled back.

having programs in the oily, but was opposed to children in dre city being pushed aside in

Mr. Taylor advised of proof of publication for this and all other public hearings on the
agenda. Mr. Taylor then read Ordinance No. 96-1309 by title only.
Mayor Winston opened the public hearing- Susan Speadley, of Grey, Harris and Robinson,

city's role to get involved with its location, who would maintain the property if it was put
where Mr. Bam, proposed, Code Enforcemwtt's role in enforcement of maintenance o[
property.
Nadine Toros, Highland Hills, asked how much the city was being paid for the property.
Further, said as nothing is writing and (or the proteuion of the citizens, believed these
things should be resolved and also that the city should be paid for vacating the road.
Vicki Handley, 113 Lake Gein Urive said she did no[ believe the city should just give them

Mr. Taylor explained the law on vacating, szying adjacent properties usually receive the land
and in this case it is the same owner on both sides. Ms. Toros asked if the city could get

to the questions raised.
Discussion continued with regards to maintenance standards and enforcement.

Mr. Smith advised that Longwood Health Cara wants [o expend their fadlity to provide for
physical therapy. Mr. Taylor said he has reviewed the lease and the city commission has
the ability to allow it if they so Gtoose.
Deputy Mayor Vacre asked if they have settleA [he problem with the law suit. Mr. Taylor
replied that [he condemnation action is still pending.
Deputy Mayor Vacca moved to not authorize the application for the variance
for the expansion, based on the fact that the city has been n mad a
untupart m a lawsuit, until it is settled. Seconded by Commissioners
Carrco.
In response to Commissioner Carrico as to the status of the sale, Mr. Taylor advised that

Deltuly Mayor Vacca noved (or adoption of Resolution No. 96-853.
Seconded by Commissioner Benson.
Commissioner Sargent said he had gone extensively into his reasons for opposing and still
stood by those reasons. Further, there were people still different from the original request.
Mayor Winston said M1e wished to differentiate, a a pay plan w of being adopted, av0
(Iris w salary tr that should have been done a yean ago and that it was
reasonablea to assume thatnl4% is the top limit.
Ueputy Mayor Vacca offered an amendment to a that the increases would
be retroactive to October I, 1995- Seconded by Commissioner Benson.
Deputy Mayor Vacca said she was eoncemed about the exclusion of the two posihons in
question but thought, in all fairness, that we need to ve forward with this. She said there
r the n xt budget or pay plan [o e those posi r change those titles.
Although 'she believed they w re deserving of what w n the first pay plan, thought [o
delay further was wrong. Deputy Mayor Vacca con[inueds that the other position she talked
o Mr. SmiN eboo s the finance director and felt the increase should be given at the one
yea anniversary mark-

Commissioner Berton said site did not know of any rule that we do not give increases
before one year, but agreed on the six monN basis. Mayor Winston said there w much
rhetoric and review and [hen suggested Mr. Smith bring back, when appropriare, if tae wants
