Mayor Winston celled the work session to ordu at ]:N p m
Motion by Commissioner Sergeat suspend the rules, svoonded by Commisstonu
Carrico. Mori n passed by a unanimous voice vote.
Mayor Winston greeted the eudimtu and axsured that they would have every opPOnunity to
address the Commission with their wncerns The Mayor reminded the gue is that if they chose to
speak to complete a public participation form.
__ REVIEW OF LONGIVOOD SEWER.
Mayor W inston requested drat the City Adininistrawr give en overview oftlte cuaent policy for
the audience. Mr.Smith gavea brief history of the sewer and paving policies. Mayor Winston
aced that both wucindependent plans. and this Commission needed to review for economic
achievement, such as hiaralling sewer lines prior to any new pavin6 wnsYruGion.
At the request of Mr. Smith, Mr. Tblier informed the Communion that he had spoken with mos[

businesses. such e9 wr washes, may be recalculated because of their use, and encouraged
business owners to contact him on an individual basis for similar scenarios.
Mayor Winston Invited the public to speak. The following owners end/or renters of LOngdale
Industrial Park spoke in opposition to the project'. William R. [dmunds, Emily Grant. Mr.
Winkler, Gerzld Willman, Richard Giesbrandt and Ms. Chris Middleton. They ated the lack of
prior notification oFthe project and the finanaal burden of the property owners which will be
passed on to their renters. They also fah that the gravity pull system was too new a technology
and too expenswe.
Mr_Tiblier addresred the audien 's quest end explained tha[AirVao has installed more then
25o types of these gravity pull systrans, including one for the city of SanPOrd.
M~ Kathryn L. Rittlinger spoke in favor of residential conneuiou to the sewer and turned in a
petition of CouneGt signatures Gom CNY[CII Avenue who wish be connected to the sewer sysrem_
Mr. Smith was instructed to place thn petition on the next City Commission agenda for
wnsiduahon.
Ms. Grant inquired if the Commission would consider postponement of the pryeu and klt it
would be more platnble if the owners had additional time due io the tinnncial burden. Deputy
Mayor Vacca responded that a contract had already been signed with AirVac and could not be
postponed Eunher this stallati apart ofa fve-year plan to connect
industrial/commercial sites w the sewer.
Motion by Commissioner Sargent to take a seven minute break, Commissioner
Carnco seconded. but wished to make a statent nt prior to the break.
Con er Carr inquired if it as possibly to lower any of the connection fen Mayor
Winsm replied that the commercial fees were in place and this Commission has repeatedly stated
that the goal wan to connect industrial and commercal sires to the sewn.
Motion passed by a unanimous voice vote.

Motion by Depury Mayor Vacw to continue the discussion on the sewer and
paving policies and schedule a work session for May 39, 1996 at'1:00 pm. and
adjourn the meeain¢. Sewnded by Commissioner Sargent. Motion carried by a
unanimous roll call vote.
