Motion by Commissioner Carrico, seconded by Commissioner Sargen[ to
suspend the rules. Carrie4 by a voice vote.

Mr. Taylor noted that 10.1.G would require so e atlditlonal language in that another
n of the Charter speaks to ordinance being required to place items on the ballot.
Re tsugges[ed language such as~end thereafter, a ordinance shall be adopted:' Mr.
Bullington explnined that some of the pmpgsed changes came directly from staff; some from
the Charter Advisory Committee.
Mayor Winston asked Mr. Bulling[on [o relay the rationale for the changes as each
reeontmendation was presented.
Mr. Hulling[on, with [he assismnce of Ms. Pryor, presented the recommendations:
Section 3.03 (a). Explained Nat the discussion regarding the selection of ilia mayor

elected mayor was discussedn and a rotadng mayor wax the compromise, adding Nat
this seemed the most logical way of doing it. Discussion ensuetl and Commissioner
Benson and Commissioner Carzico said [hey would be in favor of an elected mayor.
Deputy Mayor Vacca was in favor of trying a rotating mayor and if it does not work,
mould be brought back. Mayor Winston asked that discussion be limited in order
to allow the wmmit[ee w complete its presentation.
Sect n 3.06. Explained that allowing the commission m eppoin o RIl a v nay if
there are less than si nonths re ning, or if there are less than si on[hs before
the next election, would keep from having to have a special election atop a regular
elecnan.
Section 3.08. Extends [he period of time in which to select the auditor.
Section 3.09. In atldi[ion to keeping the journals, would also require the[ all types
of recordings be retained. Explained [hat Nere appedred to be xome misinformation
from staff members with respec to retaining r ordings mid this would assure
thin all recordings were kept.
Sec n 4.06. Said this es brought to the c mit[ee and would replace the
section 4.06. Sub section (1) will allow the city administrator to designate
who shall act ax temporary ndministre[or during temporary absences, such as, short
illness, on[ of town visits. Sub-smdon (2) e tends the period of time the[ an acting
city adminis[ta[or can be retained daring a search to hire a new city avlminis[rator.
