1. Mayor Miller called a Special Meeting regarding Ravgeline Road Improvements to
order at 7:00 P.M.
Mayor Miller reportul that City stet[ has recently been directW to begin work on a change
o the Comprehensive Plan. Said he nnderstoodthat the proposed ohanges went before the
LPA last night end will go though the proper legal process.
2. OPENING STATEMENT- FERNAND TIHLIER, PUBLIC W ORKS DIRECTOR.
Mr. Tiblier introduced Mr.Odjovo, Transportation Engineering, Inc; Mr. Hutl, Mr. DeWitt,
Mr. Dean and Mr. Percko of Professional Engineering Consultants; and Mr. Frank Van
Pe1S Seminole County Engineering. Mr. Tiblier said their goal was to Lave a product that
we can all live with and enjoy.
Mr. Tibliu said he had rewivul a wuple Dells and asked that the comments of Frank end
Irene Shelton be placed in the record. He said their main wncern was drainage around
Raogeline Road.
Mr Tiblier advised [lint Chief Manning was not in favor of any signalization at Clmrch
Avenue and lba[ he is wmfortable witl~ the 32 stop.
Mr. Tiblier referenced the plans and said whit was being viewed was still a very preliminary
design.

Mr. flvll reviewed what the citizens had requested: No widening or additional turn lanes;
stall sidewalks on bout sides; improve drainage, particularly some specific areas where
there were some drainage problemy expand north bound taro lane at Church Avenue; no
signalizanon at Church Avemta.
4. OVERVIEW OF RECOMMENDATIONS.
Mr. Hull then referred to the preliminary plans and explained that it would ba the City's

In mary, Mr. Hull said it is Hteir raeemmendatiov that the Commission adopt Typical
Sactien 1, from SR 434 W Chuch, and Typical Section 2, from Church Avenue north to
Longwood Hlls Road and in so doing adopt the Road Impro ement m w ceps including
the signalizatiov of Clrurolt.
A recoss was taken from ]:23 to'/:3] to allow citizens to sign up in order to participat to
the me ring.
5. QUESTIONS AND COMMENTS F[tOM THE PUBLIC.
The following individuals spoke regarding the proposed plan avd the general consensus was
tlrae the design as proposed was nut favorable. The primary objection seemed to be that
the design did not diswurege umEGe but would encoange increased traffic to which most

Chief Manving suggested perhxps a top sign be rtalled at the Dev nshir ranee but
said he was not to favor of speed humps if they were not to residentixl meas.
Mr. Wvll said a median with curb and gutters requires 15 1/2 feet and the center lane now
is 12'. He said additional [ootxge would have to be taken from either side of the right of
way if the cei oept of a raised curb with grassed median was wnsidered.

infiltration system (same as the systwn at the comer of the Woodgate Subdivision) could
be designed but said it was his opinion that it probably would not work for very long.

Commissioner Lovestrand explained that the City is beginning to ohange the Comp Plan to
nodatc what Il~ey believe the oitizevs aunt but cautioned that it is possible the State
will say the City cnnnotcltnnge the plan He advised that currently the Plan says Rangeline
will be 3 Innes in 1996, 4lanes in 2005.
Mr. Milan snid perhaps the residents would be willing to forego the drainage improvements
in order to reduce the wffc wblch would reclassify the toad.
Mr. Van Pelt explained ho. oad is classified and said the City nt st be able to take that
traffic as noted io the Comp plan and provide for It to another area-
