I. Mayor Benson called the Equalization Board Hearing to order at 6:30 p.m
2. Mayor Benson explained that the City Commission sits as a Board of Equalization
order to hear the comments and/or appeals by property or with respell to thepaving
is being w sidnred to be levied against die aLn«iing property owners of Bistline
Aven meand GeorgianAvenue.
A. EQUALIZATION BOARD HEARING - B15TLINE AVENUE
Mayor Benson opened tl~e public hearing.
William Young, COI Oxford, spoke in opposition to the paving o[ Bistline saying he did not
believe Bistline needed to be paved but believed Oxford should be paved. Further, said he
hasa very long lot the side of which abut/ Bistline Mr. Taylor explained fhe statute allows

lira Daly, G25 Oxford Street, said he was speaking on behalf of Charles Russell whose '
address is 6~9 Oxford Street Ho said Mr. Russell is petitioning for relief from this
assessment as he has previously been assessed for the Oxford Street paving.

Lucy Young said when they paved the upper portion of Oxford Street, the owners south of
Bistline were never apprwchul. Mr. Tiblier explained that based on a petitien received
signedby Sl%of the property owners, paving projects were planned. Ma Zantbri explained
that the owners of Oxford Street from SR 434 to Birtlina petitioned for the paving of that
sunon of the street.
Betty Wright, 759 Bistline, said she has resided on Bistline sinea 19]5 when there were only
three houses. Said the street is now full of houses and the rain does a Iot of damage to the
road and believes there is a need m have it paved.
A gentleman s,~oke on beltelf of his daughter whq he said, bad jurt purchased the house
at J54 Bistline Avanuc and said she was iv favor of the paving.
Conanissioner Benson said that Mr. Seibert, the owner of JS4 Oxford Stree4 wq~ unable
end the meeting but asked the Commission be advised that he was in favor of the
paving of Bistline.
Rosanne Burkett, ]92 Bistline, said the previous time this came np, her husband made the
decision that tho street should be paved but he is now glvhlg her the right to make that
decision, alchongit he is still the legal owner. Ms. 6urkett then spoke in apposition to the
paving due to the wst, and becmise she believes the sveet will turn mto a thoroughfare
from pwple using it as a wt through from SR 434.
Motion by Commission Vacca, seeondod by Deputy Mayor Carrico to close the
public bearing.
Con er Sargen said he ould likes go back to the Atto nay's -that rhos

the p~operry owners that they were listed on the Tien sheets but We liens could be amended

Commissioner Winston asked if Mr. Young .vas assessed on OxfoM- Mr Young said he
sled as the paving did not go in front of his property. Mr. Young also advised

The Commission disuissed waiving the assessment on those property owners whose property

Mr. Taylor suggested the Commission firs[ take a vote on whether to approve or disapprove
the assessmet is prior [o equalizing any assessments.

Michael liayh E. 620 Georgia Avenue said he was not in [avor of Georgia Avenue being
paved due to people Driving fast mtU running the stop sign. Said his home does Eront on
Georgia but also has a vacant corner lot, whicAi he said xis rinbuildable and believes he will
receive no benefit trom the paving.
