Ledford explained that both the collection o red materials i addressed in the ordinance so aid the ordinance prohibits the c ingling of e red m ials and solid w She said the franchise f shallV be 20& of the gross ith guarantee and the ordinance was reviewed by Ms. Vose and she does not have as problem with it. McFellin said no franchise fee will be charged t anyone w picks up c eea materials and does not charge far the pick-up. He said if the hauler charges, then the 20$ fee will be applicable.
