bargaining power if he w ing a a City Manager and said she thought

DepMayoz Goldberg aid he would like the option of giving a $1,000 or
$2,000 increase rather than agree to a 55,000 increase.
Mayor Smerilson s ted that the personnel policy w adopted by ordin
