1. OepMayor 11i tchell called the meeting to order at ]:30 p. m. invocation followed
by Pledge of Allegiance to the Oni ted States Flag.
2. Approval of Minutes, ip/22/64 Regular Meeting. Motion by Lonanissioner Smeri lson,
conded by Commissioner Lormann that minutes of 10/22/84 be approved as submitted.
Notion carried by a voice vote.
3. Deputy Mayor Mitchell stated that Mayor Grant was iii and unable to attend the
meeting but would be back for next week. DepMayor Mitchell stated that agenda items
8, 9 and 13 were deleted and would be res chetluletl at a later date.
4. Public Nearing, Ordinance No. 667 - ame ding the comprehensive z ning ordinance by
ing Lot 52, Town of Longwood from R-2 (Residential, Single Family-Duplex) Lo H
(H ~tori cat Oi stri ct). Mr. Kruppenbacher read by title only and Mr. Lhacey described

5. Public Hearing, Ordinance No. 662 - mending se on G. ]5 of theaPersonnel Policy 1 '
and Procedures Ila nual to authorize City employees t ttransport alcoholic beverages and
drugs in city vehicles when regvi red to do so n the execution of their duties. M1!r.
Kruppenbacher read by title only. Mr. Michael Loc Fran asked Fort far police officers
would be authorized to transport the drugs/alcohol and Conmissioner Myers stated that
it would depend upon how far it was to the police station. Corteni ssi ~~er Flyers stated
that the proposed change was ne sary to permit city employees to transport drugs/
al chol is beverages in their vehicles when required to do so. There wax no further

6. Public Hearing, Ordinance No. 663 - mending section 5.50 of the Personnel Policy
and Procedures Manual to include membersapf the city Comni ssion in the City's Group
Insurance Pian. Mr. Kruppenbacher read by title only. Mr. Kruppenbacher stated that
the recently enacted conflict of interest legislation ra sad questions co ning
whether members of the City Lommf ssi on would have a conflict of interest inevotf ng
for an c benefits. He said the ne conflict of interest law pro-
M1ibits individuals with a onfli ct of interest from voting on the i and he r -
mended that the City Commission delay action until he could obtain an uopi ni on from m

stating that members of the City Lommi ssion were not covered by the manual would ~

Florida Central Cgnmerce Park. Mr. Chacey described location of property and he
said the Land Planning Agency haU re amended approval of the .site plan and that
the corrections involving se uri ty tights had been made on the plans. Commissioner
Myers as ketl if the fire hydrant near the entrance was protected by a wall and Mr. Martin
said the fire hyd rantHad curbing around it and was located in a green belt. Cmmri ssiwner

G and H, 0.'il dmere. IAr. Chacey described location of property and stated that the LPA
had re mended approval of the site p1 an. Mr. B. D. Simpson was present and stated
that heorepresented the Sutheri and Construction Co. Commissioner Lonna nn asked what
type of wall would be erected on Lyns Ori ve and Mr. Simpson said a 6 foot co Crete wall.
Commissioner Smeril son asked about sewage and Mr. Simpson said the site would have
septic tanks. Motf on by Commissioner Lormann, s tootled by Commissioner Smeri ison that
site plan be approved. Motion carried by a unan r moos roll call vote.
10. Resolution No. 525 - authorizing end of year adjustments for budget far fiscal
year 1983/84. Mr. Kruppenbacher read the resolution in full. Comni ssi ~~er Smerf ison
said he had some questions regartli ng the amendments. He questioned the addition of
$1,009.41 for employee development far the City Commission and Mr. Chacey said this
as For trips and conferences attended by the City Commission. Commissioner Smeril son
questioned the expenditure of $]0.94 for line item 5420 (Subscriptions and memberships)
~, for the Comni ssi on and Mr. Chacey said he had requested the books for re ew by [he
members of the City Commission. Commissioner Smeril son questioned the City Clerk's
seeding the budget for legal advertising, the expendf tore of funds for 1,000 maps
and the expenditure of $89fi.02 by the Recreation Department for T shirts using develop-
ment as sf stance fees. Mr. Chacey said the City was required to expend funds on legal
ddvertisements when required and said that most of the legal advertising expen SeS w
e imbursed by applicants. He said the funds re ved were placed in the general fvnde
not transferred to the legal adverts si n9 line item and thus while the line item was
eeded, matching funds w e being deposited in the general fund. Mr. Chacey said
the maps were purchased forrresale by the City at $1.25 per map and these funds we
being deposited directly in the general fund. Mr. Chacey said the expenditure by the
Recreation OeparGnent for T shirts was far the su er Fun program and he said the
ost of the shirts was paid by membership fees for~the su er fvn program. Mr. Chacey
aid that all departments except the police department hadmre ned under'budget but
had exceeded certain line items. Mr. Chacey said the City Administrator is avthori zed
to approve changes in line items sq long as the budget is not exceeded. Commissioner
Smeril son objected to wasteful expenditures in the budget and said the money used by
the Lommi ssion for employee development could better be used for cleaning lakes,
repairing roads and buf ldi ng sidewalks and he asked fora better expi anatf on than provided
Lommi ssion er Sme ril son noted that the City Clerk had obtained a cord processor but it
not being utilized. The City Clerk advised that the se re to ry had been hgspi~tali zed
for se eral weeks and absent due to illness and he stated that the word processor would
be utilized. Commissioner Myers stated that he had re ewed the budget and had no
problems except for the T shirts and maps and was satisfied with the explanations given
by Mr. Chacey. Motion by Commissioner Myers, s cgnded by Lomnissi ~~er Lonna nn that
Resolution No. 525 be adopted. Motion arried by a vote of 3 to 1 with UepMayor Mitchell,
~' Cormnissioner Lonnann and Commissioner Myers voting Aye and Commissioner Smeril son voting
Nay.
11. Mr. Jack Stuckey spoke to the City Lommi ssion regartli n9 the poor condition of
Reiter Park and objected to the long delay in its completion. He asked for a completion
date and the. costs of improvements. Mr. Chacey said the City was completing a master
drai na9e canal through the park and it was approximately 50 percent complete.
Mr. Chacey said a major problem was the difficulty hiring public works personnel
and said many would not work for the b4.75 hourly wayes. Mr. Stuckey said the
land was being wasted by not being used and he suggested in si nq the salaries 1
of the personnel to obtain ne sary help. Mr. Chacey sai tlcthat most of the
materials were paid for and heewas using City labor to a compl ish. Mr. Chacey
aid the City had se eral other major projects that had slowed the completion of
Reiter Park. Mr. Stuckey said it did not appear that the Li ty had sufficient long
range plans a d he asked if the City had a Five Year Plan and Flr. Chacey said
he did, and also a Comprehensive Lantl Hse Plan, s er plans and water plans.
Commissioner Lonnann asked when West Warren Avenuewwould be paved and Mr. Chacey
said the Li ty Engineer was working on the plans. Lodissioner Lo rmann asked that
Mr. Chacey have the dirt leveled on the park before the Arts and Craft Festival.

12. Mr, gave Lewis said that Mr. Peter Hoffman wa n the hospital and was unable
to attend. Ne was given permission to read a letter from Mr. Hoffman criticizing
the delay in vi ng the lights from Reiter Park. Comni ssioner Lonnann said she
thought it hadebeen agreed upon to leave the tights up until they were sold and she
asked bill Goebel, the Recreation Director if he had arty buyers. Mr. Goebel said
there were 2 or 3 persons interested in buyi n9 the lights. Cortmi ssi ~~er Myers
said he was not in favor of taking the li 9hts down until a decision was made whether
they would be used someplace else or sold. Mr. Lhacey swgges ted that a decision
be delayed until the Parks Advisory Commission had an opportunity to meet and
make re mnendations. Commissioner Smeril son asked why the lights had not been
taken down. Mr. Lewis said he had no problem leaving the lights up until Chey were
sold so long as they were taken down in a reasonable time.
13. Li ty Administrator's Reoort: '~
I~.r. Chacey reques tetl the Commission to designate November 23 and December
24 as the two fl oatinq holidays authorized for City employees by the Personnel
Policy and Procedures Manual. Iloti on by Commissioner Smeril son, seconded by
Commissioner Lormann that November 23. 1984 and December 24, 1984 be designated
as floating holidays {or city employees. Floti on carried by a unanimous roll call
vote.

Nr. Chacey said plans for the new Police Station were posted on the wall
n the Co~mni ssion Chamber and he said if the vo e approved the referendum, n

of Georgia Avenue requesti ny that the street be paved and he said he would prefer to pave
both the 600 and J00 blocks s it would be cheaper and then Georyia Avenue would be
completely paved. Mr. Cnacey~suggesied that the Commission consider revising payment
ents to 1/3, 1/3 and 1/3 for those two blocks and other a ents within the

for the outstanding Halloween program they conducted and she said she had recel ved

Commissioner Nye rs said it would be helpful to have profes sionai help in maintaining

Director obtain information co ni ng a lake maintenance program and costs of such
a program. Motion carried by a unanimous roll call vote.

The Li ty Clerk read a proclamation issued. by Mayor J. Russell Grant on November
1, 19E4 proclaiming the month of November 1984 as Family Month in the City of Longwood.
The City Clerk read a letter from Chief Manning stating that he had not and would not
any support for any candidate for the City Commission and requesting that he be
advised if anyone stated that he bad Chief 14ann tog's supPOrt.
