2. Approval of Minutes, 1/25/R2 Regular !leeti ng and 1/26/82 Plq rkshop. Motion by
Com r Us kart, s ontletl by Lomni ssi ~~er Pappas that m notes of 1/25/82 Regular
Meeting and 1/26/02 4lo rks hop be approved as svbmi tied. Carried by vor ce vote.
3. Public Nearing - Land Use Ma D• !ir. Rooks stated the purpose of the Land Use Map and
said that it would become part of the Comprehensive Plan upon adopii on. Mr. Rooks said
that the Land Use !lap must <onfo nn to the zoning ordinance and after adoption of the
Land Use Map, no building permi is could be issued which were not in co rdan ce with the
Land Use Map. Mr. Rooks stated that the City had originally planneda to conduct c -
rent heartens for administrative re Doing of the City after adoption of the Land Us
Map but he had heard that those areas be in9 con si dared for administrative re ni ng might
be less than 5 percent of the City. Nr. Rooks said the City had adverti sad the hearings
n the a umpt ion that m e than 5 n ant of land w vol ved, but that if it w
date nnf ned that less thanr5 per ant w vol ved, tFesCi ty would he required to gave
i ndi viduai notice to each property ow nvol ved. Mr. Rooks suggested that the Public
Hearing on the Land Use Map be held because the entire City of Longwood was be inq
considered and proper notice had been made as required by State Statutes.
4. Cormissi peer Grant questioned Nr. Rooks on who made initial detenni nation that more

5. Mr. B. D. simpson said that if the Land Use Plan involved less than 5 ne cent,
individual notificati nn must be made. Mr. Rooks said the City w adopting the map
for Lhe first time, therefore, it affects the entire City and wass thus more than 5
percent. !1r. B. D. Simpson sugge steel that the Comni ssi on adopt the present zoni n9
ordinance as the Land Use Plan which he said would resolve the problem.
6. Mr. Claude Duncan spoke against the Land Use Plan and asked why it had to conform to
loot nq Ordinance. Mr. Rooks explained that State law required they be the s Mr.

]. Mr. Robert Da vas objected to proposed Lo nd Use Plan saying that c ant z inq

12. Intr. John Kuhn, President of WINTEL/NINCO Lompa nies spoke c ing Parcel E. Mr,
Kuhn said the company did not object to ping the l'lINLO property rto L-3 or the
front portion of the WINTEL property to Ce3, but he said that re ni nq the re r of
the 'r1IfITEL property to L-3 would prevent their future e and would adversely
affect their business. Mr. Kuhn said he thought he hadxa nagreement with the City
that the property could be used in that manner.

15. 11r. Jim Goldman spoke in favor of the proposed change to Parcel H (Kennel
Prope rig) and said that the co ci al property in ea had reduced the value of
si den tial property. commissioner Us kert suggestedrthat the Kennel' Property now
Would not be suitable £or residential property.
16. Mr. Bill Mayse of Lemon Lane spoke in opposi tf on to change of zoni n9 of
t1orri son property to L-3. Mr. L. Rosenberg o{ Columbus Harbor asked what the logic
s behind the plan and said too much residenti at property was being co vetted to

~. 21. Mrs. Ruth Grant spoke in opposition to the change from P.-3 to R-2 (Parcel T).
22. Mr. Ron Davis said he was the owner of 9 ac s o£f 14th Avenue rahi ch wa oned
R-1. He requested that the property be rezoned to R-2 which would make it economy cal ly
feasible for a developer to develop.
23. Hrs. Linda Zi ke said she had no objection to the plan at this time.
24. Mr. Bob Da ves suggested that a handout be prepared for next hearing which would

Hilton Hotel in Tallahassee had installed the res tri ctors i all r comnissi oner
Uskert and Commissioner O'Leary spoke in favor of the ordinance saying it was a step
rn the right direction.
