1. Mayor Lonnann called the meeting to order, Invocation followed by Pledge of
Allegiance to the United States F1 ag.
2. Approval of Minutes, 3/8/82 Reyul ar Meeting and 3/9/02 4lorks hop on Land Use
Plan. Motion by Cwnmi ssi oner Grant, seconded by Commissioner Uskert that Minutes
of 3/8/82 and 3/9/82 be approved as submitted. Motion carried by voice vote.
3. Resolution No. 468 - Oecl art ng special a men is for paving and drainage for
Orange Avenue from its intersection with Grante5 treat to Loun ty Road 42]. Mr.
Rooks read resolution by title and said that this was the first of a se s of
three r solutions required for Ora nye Avenue and the s cond resolution would pro-
vide for an equalization board and assessment rolls, e
4. Mr. Bob Nicks said that he understood when Orange Avenue was paved from Grant
Street to Hi 9hway 1J-92 that the pavi nG had been paid for by the Seminole County
School Board and was to have included pavi nq of Ora nye Avenue from 1I-92 to CR 42]
but that by som r, Palmetto was paved fran Grant Street instead of Orange.
Mayor Lonnann sat tlathatethe school board had paid for only the portion of Orange
Avenue fn front of Longwood F.lementa ry School. Cortmi ssi oner Grant said he was a
psi dent of Palmetto and had paid for 1,200 feet of pavi nn and wa re that the
i nfonnati on Mr. Hicks had re ved wa rect. Commissioner Pappas asked Mr.

have that info.mati on readily avai lable.s

No. 468 be adopted. Motion carried by a unanimous roll call vote.
fi. City Administrator's Report: Mr. Chacey said that he had re ved a letter
fran Seminole County stating that the cost of the traffic signal cfor Church Avenue
and LR 42] would be $2],000.00 and Longwood's estimated share was 513,500.00. The
letter had requested that Longwood pay their share immediately but Mr. Chacey said
he had called Mr. Jack Schuler of Seminole Covn [y and re ved a delay in payment
until the traffic signal w ns tal led. Mr. Chacey sat dcthat Longwood's estimated
share would be $1,000.00 mores than previously estimated and he requested the
Camnf ssi on to authorize payment. Mr. LM1acey said the light should be installed in
September/October and Lonmi ssi oner Uskert said that w o long i of the
dangerous congesti on and he suggested that Longwood reduce the no parking require-

left turn permitted. Mr. Chacey said the postmistress w opposed to the o
entrance off CR 42] s it would reduce the number of a ail able spaces. Haygr
Lonnann said there wa much illegal parki n9 on ChurchvAVenue and she asked Mr.

Commissioner D'Leary said the traffic signs had been in tall ed tD make the

8. Mr. Lhacey briefed Che Lcmmi ssi ono the Orai nage problem at Sleepy Hollow. Mr.
CM1acey said that Mr. Al Land had conducted a rvey of entire a and found that
ri gi nal desf gn w only 60 per ant adequate and that it would take approximately
$40,000 to repai ras 11r. Lhacey safd he thouyht the problem mf ght first be co ratted
by building a catcM1 basin with a 24 inch line to bri nq water down to ther
retention pondneWMr. Lhacey said this could be accomplished with Li ty's cr ws for
about 510,000. [f this did not prove su essFUl, the pavement would have to be
torn up and other repairs made for a tc of $8,000 to 59,000 by using City manpower.
Mayor Lormann asked if all trees w ecbeing r ved and Mr. Lhacey said yes and the
roots had also been re oved from the drai nagee l ine. Lomni ssi Dner Pappas asked if
Mr. Land agreed with Che proposal of Mr. Lhacey and Mre Lhacey said Mr. Land thought
it worth a try. Commissioner O'Leary said there had been a problem with the trees
before and the drainage still barked up and Mr, fhacey said since re ving the roots
it wa stilt a problem. Mr. Lhacey said that each driveway was supPP~ed to act as
a dams for up to 4 inches of w and slow the water flan, bus during the last 8 to
9 years the swa to had ff 11 ed upaand no longer slowed the water. Mr. Rooks said

the first phase should be tried first and he thought it would work. Mr. Jim Ross
asked if the person responsible could not be identified and that the City seek
Flr. Lhacey said he would look up who did the work and investigate who's
responsibility the problem was, but he asked for permission to commence work now.
Mr. Rooks said if we are going to ask For help from builder, we should wait.

said when City approves site plan, it is difficult to hold someone responsible.
10. Dedication of Reiter Park. Mr. Lhacey stated that ttr, Reiter was out of the

on Wednesday, March 1), 1982. Mr. Cha cey said that the City would invite as many
people as possible for the ceremony,
ll. Mr. LM1acey said that he and Mr. Thanas Jackson would be attending a confe ren<e
with the St. John's River IJater tta nagement Di s[ri ct on March 18, 1982. Mr. Lhacey
also said tM1 ai he had r ved a letter from Senator Toni ,)eons ngs c ending the
City for their support ofe the Gray Hater system says nq it was one of the most
important acts of legislation in tho lest decade.

thought the act was bad and would en urage thefts ofi cars and people would carry more
firearms. Lareni ssi ~~er Pappas said he agreed and Commissioner Grant disagreed saying
that a s like his have and he should be penni tted to have a gun if he
deli redma nXr.eROOks said a person could keep a pistol in the glove canpartment.
Cawni ssi oner O'Leary said the legislation was an ordinary si 9ht law and the legislature
had decided that the ca extension of a man's house. Mayor Lormann said she wa

telegram be sent. Mr. Rooks said the Lmmi ssi on had taken a previous position that
unless there was a unanr moos vrew, requests sucM1 as this should be made on an intli vi dual
basis.
Mr. Robert Uaves said there was nothing wrong with the l aw. Mayor Lormann
suggested that those oDPOSed to the legislation send a tel e9 ram.
Cann is si oner Uskert asked about status of petition frwn Columbus Harbour residents
not to open park opposite Nursi n9 Home to general public. Mr. Lhacey said haneowners
had asked fora revrew of plan, but there was no plan to build a boat ramp.

Mayor Lonnann said she had re ved a latter fran Sheriff Polk comnendi ng the
Longwood SHAT team for their fi nets upport on February 10, 1982. Longwood personnel
Lt. Terry Baker, 59t. Mark Smock, Sgt..lack 8i sla nd and Officers Steve Reed and Bret
Poe were cited fora job "welt done"
