10. Mr. Rick Coleman of Poyle En9i neeri n9 made a report on the study for the test
well and water plant expansion. 11r. Coleman said the ne well could be located on
the site of well number 2 on Rangeli ne Road and. E. E. kli l ti amson Road. Ilr. Coleman
aid tFe welt site provided a cellent s of water and could e si ly a rnmotlate
the adtli ti onal well. Mr. Coleman said thererwa ne potential problem wi thctFe site
since DER requ'i red that the well be located a n of 100 feet frm a potential
on tami na ti on s and s e the well would ben less than loo feet from the
property to the north, Mr,r Col eman said the City mi 9ht want to consider purchase of
the property to ensure that there would always be a m of 100 feet. Hr. Chacey
said the City could en re that the ow r of the grope rtyn tlitl not have a on tami matt on
closer than 1005feet through zo Hr. Coleman re annended thatcthe city
del aye purchase of aerator for two yearsr szyi n9 that there was- only a minimum period
when the aerator wouitl be required to provide sufficient capacity and the City could
ual ly adjust pumps to r vide this caDaci ty. Mr. Coleman said aerator would
cost between 530,000 and $40,000. Mr. Coleman said the estimated cost of all
improvements trouid be $162,659.00. Nr. Coleman said after re and approval of
.the plans by the Commission, the plans would be submitted to DERwfor review and then
put out for bids.

wells would be needed to se ve that number of people. Lommi ssioner Grant said M1e

make a decision on water plant expansion on March d, 1982.

whether buffer line would include 100 foot Florida Power Easement and whether
developer pull prepare buffer. tir. Tati ch said individual buffer would be pre-

Mr. Chacey said he had written each Commissioner a o stating that co

would be ;2,500 instead of the 81,500 he had previously given the Caa<nl ssi on es
estimate. He said he had checked with Al Land, City Engineer, and t1r. Land
thought the estimate to be re on abl e. Conmi ssi oner Grant objected to the in

that ftoyle had not yi ven a estimate but that he had explained to Mr. Chacey that
the engineering design costs w approximately 12/15% of the c ns traction costs

Mr. Owen said that he had re awed the Agreement with Kelton 8 Associates

Motion by Conmi ssi oner Usk art, s contled by Commissioner O'Leary that Mayor Lormann
be authorized to sign Contract with Kelton a Associates on behalf of the City of
Longwood. Motion carried by unanr moos roll call vote.
Mr. Owen said that he had re awed the docu:~e nts submi tteA by Mr, Howard
Lefkowi tz in cordance with Article 613.2D of Ordinance No. 495 for 41est lake
Han or and thatcthey inet the requirements of the City's 2oni n9 Ordinance. Mr. Owen

Comni ssi oner Pappas asked if Peterson Outdoor Adverti si nq Corp. had been
granted a sign permit prior to the expiration of the sign moratorium. Mr. Lhacey
said they had not.
Hayor Lomann sat dShe had r ved a letter fran a Skylark r sident thanking
the Loomis si on, Mr. Lhacey and Mrcadackson for their fine work i improving the
appearance of Pelican Lake. Mayor Lonnann said she bad also re ved a letter
complimen [i nq the City on the improved appearance of the Li ty'scsoftball fields.
