1. Mayor Nepp called the meeting to order. Invocation followed by Pledge o{ Allegiance
2. Approval o£ minutes, 8/24/81 Regular Meeting and 9/4/81 Workshop on water rates.
Motion by Conmi ssi ~~er Grant. s onded by Commissioner Us kert that m notes of 8/24/81 and
9/4/81 be approved as submi ttedeC Motion carried by unanimous roll call vote.
3. Continuation of Public Hearing on Ortli nance No. 534 - - ing water rates and
meter connectf on tees. Mr. CM1acey discussed the need for wa tere rate in and stated
that with the adoption pf the proposed water rates and meter fees, $20,DDOawould still be
required from surplus to fund one half of water serve ce improvements for next year.
4. Mr, Robert Oaves objected to the rate structure saying that low water us
paying more than their share and proposed that the rates be increased at 15,000 gallons.
5. Mr. D. D. Simpson objected to Section 5 saying it wa illegal for the City to enter
anyone's hwne. Commissioner Us kert said that he agreed with Mr. Simpson. Mr. Rooks
stated that Section 5 was sufficiently clear. that tt dfd not qi ve the Li ty the rl9ht to
enter anyone's home. Mr. Simpson said that the way the section was worded was improper
and suggested that it be rewritten. Commissioner Lormann questioned the use of the word
"desirable" In Section 5. Coimni ssioner Grant said that section was added to permit
ss by a meter reader and agreed that wording wasn't co rect. Mr. Simpson asked
that Section 5 be rewritten. Mr. Rooks suggested that the section be co rected duri n9

be amended by changing the wordf ng of Section 5 as rend by Mr, Rooks. Motion carried
by unanimous roll call vote.
8. Motion by Commissioner Grant, s onded by Lommi ssi ~~er O'Leary that Ordinance No. 534
be adopted as a ended. Motion carried by unanimous roll call vote.
9. Public Hearing, Ortli nance No. 53] - determining the a unt of and fi xinq the rate of
taxation and making the annual tax levy for the Fiscal year 1981/1982.
~Mr. Rooks explained the procedures required to set mil lage and publicly announce mil lage
and the percentage i rolled back rate. Mr. Rooks then read Ordinance No.

required and said that a mil lage rate of 3.16 was required to obtain that ampunte

13. Public Hearing, Ordinance No. 536 -adopting a budget for fiscal year 1981-1982.
Dir. Rooks read Ordinance by title only. Mr. Chacey then presented a bri eft no of the
proposed budget and gave explanations far the in us departments. cam- ,

bud9etn and Mr. Chacey said no.
14. Mr. Jim Ross congratulated Mr. LM1a cey on the budget presentation and said that it
looked like a good bu tlget but that M1e had on wmiendati on - that Longwood have an
experienced LT with at least 10 years expert encecon each shift and that the budget
provide adequate salaries to retain experienced personnel in Longwood Police Department.
15. Mr, Robert Doves questioned the $50,000 for paving and asked if that was the total
ost o the portion that the City was paying. Dlr. CM1acey said that the City was required
to putrthe money up f'i rst and then collect by as si ny property ow Mayor Hepp
said actual c o the City was $25,000 for paving IJayman Street. nMrs Doves also
objected to thet$54,000 for the Recreation Department budget saying it was ex
objected to improvements for City Hall saying they were not needed and statetlcthatvthe
budget did not reflect any interest rec ived from investments, Mayor.Nepp stated '\j
Chat money in the Recrea [ion Departmentebudget was well spent and that money was
needed to improve the appearance of City Hall, Mr. Chacey added that the Parks and
Recreation budget also provided funds to clean and mow around all City Lakes and that
the budget revenues indicate §20,000 to be received from interest on investments.
16. Mr. Jim Ross asked who set fees far the re read on department and Mr. Chacey said
that the Director of the Recreation Department r ended the fees apd that he
approved them and that Longwood w s presently charging m e than other cities. Mr.
Robert Oa ves objected to franchise taxes saying they hurtrthe person living on

1982. Mr. Rooks read ordinance by title only. Mr. Lhacey bri efetl the Commission and
stated that citizens had been qi ven a opportunity to participate in the Fede rat
Revenue Shari n9 Budget dart nq proposed use hearings. Commissioner Uskert asked about
drat na9e projects for Rangel ine Road and Mr. Cha<ey said a total of $50.000 would be
spent - $25,000 frmn Federal Revenue Sha ri n9 Budget and 525,000 from the general fund.

system to equalize water levels between Plutl Lake and Ss land Lake and that an verft ow

23. Petition fran Mr. Raymond J. Thi bodeau to annex the West 190 feet of lot 3,
Longwood Hills Subdi vi s'i on, Plat Book 6, Pages 15 and 16. Mr. Chacey said that
Mr. Thi bodeau had acquired property and had not incl udetl it in the annexation of his
other property.

annexation be aDDroved. Motion carried by unanimous roll call vote.

2). Resolution No. 458 - Revised Statement and Assessments for Longwood Industrial
Park. Mr. Rooks read by title only. Mr. Chacey stated that resolution was ne sary
to reflect final costs of improvements to Longwood Industrial Park and hilt property

No. 458 be adopted. Motion carried by unanimous roll call vote.
29. Resolution No. 459 - sing sales price of cemetery tats in Longwood Memorial
Gardens to 5200.00. Mr. Rookseread by title only. Lommi ssioner Lorma nn said that ai

32. City Attorney's Report:
r. Rooks stated that Ordinance No. 106 passed in 1949 and providing For control
of n v longer enforceable. He said the City would requi
ordi non ce ccontroll ing a public n Mayor Nepp discussed the problemnwWth CB
radio operators and Mayor Ilepp sat da that the City could not enforce C0 radios o
transmission but could control n Mr. Aooks said that a problem would have to
be wi tlespread and have enough people to justify city action; that it should be more
than inmedi ate neighbors. Mr. gi 11 IAi tchell asked what w s the difference between
a C8 radio bet n9 operated loudly and a wild party and he said Lhat he a9 reed with
the need for law to co er this problem. Mayor HepV asked Mr. Rooks to investigate
the matter. Mr. Cha<ey also asked about the problem with chickens right across the
Bet from City Nall. Mr. Rooks said he would i esti gate the problem. Rooks
also said that he should formally an ce the mil cage ra e of 3.1fi and that this
represented a 35.9 percent i r the rolled back rate. Mayor Nepp asked

33. Mayor and Lonmissi vners Reports:
Commissioner O'Leary questioned the vegetable market on SR 434 and said he was
ned about a traffic hazard. Mrs. Virginia Warner spoke and said she was
oVPOSed to fruit and vegetable stands when they obstructed traffic. Mr, tli it Mitchell
said this particular one did not obstruct traffic. The City Clerk advised Chat the
r of the property had requested re wal of his occupational license which would
ben$3o0.OO per year and that Mr. dacobsehad permission to use property from Mr.
St. Laurent. The Commission asked Mr. Rooks to determine the City's alternatives
before October 1, 1981.

bills be paid. Motion carried by unanimous vote.
Commissioner Lormann questioned whe ther,the city could a ect nv parking signs

players park in front of homes. Hr. Lhacey said he would investigate and report back.

Commissioner Grant asked that the City res wn spraying for mosquitos.
Mayor Hepp said he had re ved a letter from Mr. Raymond Scott, a architect,
vot vnteeri ng to assist the Ci tyea nd Mayor Nepp said he planned to no note him as
Mr. Narvey Sme ri ison's replacement on the Codes Enforcement Board when he is a
resident of the City.

stating that the election would be held on Tuesday, December 1, 1981 and that three
