Lhatey, aty ndmi nistramr n Rooks, City Attorney Donald L. Terry, City L1 erk 1. Mayor Hepp called the meeting to order. Invocation Followed by Pledge of All eqi ance 2. Approval of Minutes, 9/14/81 Regular Meeting. Comm ssi oner Lormann asked that paragraph 12 be co re<ted to read that, she would vote to pass Ordinance No. 53] on first reading on lyrfor the purpose oT discussing the budget itself. Motion by Lonmi ssioner O'Leary, s ontled by Conant ssi oner Lormann to approve minutes of 9/14/81 as corrected. Motion carried by una nl moos roll call vote. 3. Ptayor Hepp stated that he had heard frwn a number of co rued citizens about the no parking signs erected on County Road 42] and he asked theta pproval of the Larcni ssi on to permit those citizens present to speak concerning the signs. The Comm ssi on agreed. 4, Mr. C. E. Britt, ow r of Bee Line Supply spoke against the installation of the o parking" signs and said that he represented 11r. Boynton and Mr. Bab Bodiford a well. Mr. Britt objected to placement of signs, saying that o advised that they would be erected. He said that the signs had directly affectedntheir businesses and that in his ca it would be dangerous for saneone to park in the City Lot across the street and attempt to walk across the street. 5. Chief Manning drew a diagram and explained where the signs had been a ected and asked that signs re n up until after the traffic signal w ns tal led on cR 42] and Church Street and amstudy could be made of the effects the light made. Chief Manning stated that ii w s possible that s signs could be r ved but there would be a problem with thea8ee Line SuPP1Y pa rki nq. Chi of Manni nq said that the City parking lot was be inq refurbished and would provide parking for approximately 15 cars and he suggested that parking be limited to two hours. 6. Mr. Ed Cundiff spoke sayi nq he understood the problem but that the "no parking" signs had eliminated ac ss to his shop and if he we required to load from the re of his shop, he would have to restructure the shop, rChi of Manning said he understood the problem and would be as lenient as possible. The Comm ssion agreed to defer decision on the "no parking" signs until Monday, September 28, 1901. 9. Contliti on al Use Request fran Mr. E. M, Birdsong for used car business on SR 434. Mr. Rooks re ad from Ordinance Noe 495 and suggested that comni ssion cite a specific re if they s hquld deny the request. Mr. Birdsong w present and said M1e w only leasing property and that they could not affornto pave the parking lot. as Mr. Ed Cundiff stated that his house was located beM1i nd property and he asked if junk ca would be on back of lot and Mr. Birdsong said no. Mr. Aooks said that Conditional Use Requests must first be re ewed by the Land Planning Agency before action by City Comm ssi on. Mayor HeppVadvi sed Mr. Birdsong to check with the City Clerk to have his request re ewed by the Land Planning Agency and then the Lomni ssi on would continue his request. 10. Final approval of Meadow Ridge Site Plan. Mr. Chacey said that ow rs had rectetl all items requested by the City Engineer and that Meadow Ri dgeewas in full canplian ce. Commissioner O'Leary asked if Meadow Ridge would have a wall and shrubbery as first shown and Mr. Philip Hollis of Boyle Engineering said yes, that a wall and shrubbery would be provi detl. The re were no further questions. 11. Motion by Comnissi oner Grant, seconded by Comni ssi oner Us kert to aDProve final site plan for Meadow Ridge Project. Motion carried by una nt moos roll ca 11 vote. 12. Resolution No. 4fi2 - apProvi ng Personnel Policy Manual for City. Commissioner Uske rt said that he objected to wording on back of first page where City agreed to actively re ruit m on ty members and females and he said he objected to the requi rementcto advertise in qri ty newspapers. Mr. Chacey said that the City only advertises i the SanfordnHe ra ld for job openings but we do write v ri ty groups advising them o£ openings i ordance with the City's Affirmative Rcti on Plan. Mr. Rooks read Resolution 462nbycti tle only. Commissioner Us kert questi onetl the wordf ng of section ]:40 concerning leave of absence and suggested that the worth nq "without pay" be added. Mr. Chacey said that all leave of absences without pay according to se on 13.50. Motion by Commissioner O'Leary, seconded by Cmmissi oner Lormann that Resolution No. 462 be adapted. Motion w ied by a vote of 4 to 1 with Commissioners Grant, LoYmann and O'Leary annMayor Hepp voting Aye and Lomniis si oner Us ke rt vp inq Nay. 14. City A Mr. Chacey asked that Lhe Comm ssi on scFetlule a Budget Workshop to critique 1980-1981 budget on Friday. October 9, 1961 at 3:00 p.m. Mr. Chacey asked the Comrni ss ion to c si der joining other Seminole Loun [y cities ink s against Seminole County r~g ardi n9 double taxation. Mr. Rooks suggested that he cM1ec kvto determine what t tal c mi ghi be and report back to Comni ss ion. Commf ssi ~~er Grant said that the citizens of Longwood had been doubled taxed for 20 years. Itr. Lhncey atlvi sed that a ra ct had been let to install a railroad c si n9 signal on Palmetto Avenue and should be installed in approximately three months. Mr. Chacey briefed the Lonani ssi on on the status of the CompreM1ensi ve Plan and the Land Use Map. Mr. Chacey said we we waiting comments from the County on tFe Canprehensi ve Plan and after those ar eceived the City could proceed in atlopti nq tFe Plan and a Proposed Land Use Mnp.r Nr. Robert Gall, planning co sal tank, w present and briefed the City on the proposed Land Use Plan and the changes required from present zoning map• Mr. Goll said that two public hearings would be required in adopting e revised Comprehensive P1 en end adopting a Land Use Plan. 15. Mr, B. D. Simpson objected to the Land Use Map saying that the plan contained atltli ti onal changes than those agreed to by the Lommi ssi on during work se Mr. B. D. Simpson asked that cortmen is from the State co ni ng our Comprehen si ves Pl an be made public and Mr. Chacey said they w Mr. Rooks es tated that he wanted to discuss the Comprehensive Plan and Map with MreYGoll. Mr. Simpson also questioned the proof of publication for LFe required public hearing far the Conditional Use Hearing. l6.
