2. Mr. Rooks briefed the Comm~issi on on the legal requirements for preparation of a
Canpre hensi ve Plan end the Land Use Plan. Mr. Rooks said that the Li ty must adopt
a Land Use Plan and that it must be consistent with the Zoning Map and he cited an
Attorney General opinion that the zoning ortli nonce must be amended to conform with
Land Use Plan. Mr. Rooks said the City M1ad three alternatives:
To adopt a La ntl Use Plan and then administratively rezone the present zoning map.
Adopt present zoning map as Land Use Map.
Pass Ortli nonce with proposed Land Use Plan and give c three years to apply
for necessary rezoni ny to come in cwmpli once with La ndzUSe P1 an.
Mr. Rooks said he had vl si Led Ms. Ni cky Clayton and Woody Price of Seminole Lounty
and they agreed with his v w of the three alternatives. Mr. Rooks. said the changes
for Longwood w e too substantial to select Alternative 3 and he r ended that
the City proceed to adopt land Use Plan and then administratively re e the E my
map. 11r. Rooks said the City must build a solid record - that all elements of the
plan have to be co si stmt and that it was desirable to have good public input. Mr.
Rooks suggested that a detail list of the ch anyes be kept for the record.
3, Mr. Rob Goll addressed the Lonmi ss ion and said the proposed Land Use Plan wa
basically the sa map that had been under discussion for the past two years. He

4. Lommi ssi oner'Grant ar toed at 3:40 P.11. Mr. Goll said that SR 434 East of LR 42J
nmentlea C-2 zoning and SR 434 (Jest of L. Rd. 42J re mended C-3 Zoning. He said
that (Jest 439 had la rger tracts of land and could hand lemthe traffic hetter than the

en tled that the R-2 property off Orange Avenue be changed to R-3 Garden Apart-
entSmand r ended that Ptr. Grant's property whi cM1 is now R-3/lndustri al be
changed to R~3mas a better use.

the proposed change to [-3 for SR 434 west of CR 42 ]. Mr. Goll said that there hadr

Grant said that almost all of the Li ty was zoned 6-1 (gffi ce) at one time and Mr. Lnacey
aid o r present L-2 c tego ry permitted practically any business and read the list of
pernii tted a Commissioner Grant obj e<ted to changing the z ing of his property o
LR 42I, saying that he had already signed contracts for the c nstrvcti on of w rehouses.
Mr. Cha cey said that he could not be prevented from doing s but if the Commission
approved the Lantl Use Plan and administratively re tined, thenn he would not be permitted
to do so Mr, Rooks stated that the City must wait for comnen Cs from the County before
proceeding.

s a~d that he had one client, Mrn Al Stol to who had property presently planned for show-
and distributor warehouses and toot ne would be hurt by the present zoning cnanges.
Mr~mSi mps on said that the plan should snow the public need and the plan should be
tailored to meet Cne desires and wishes of the people.
I. Mr. Tom Bf nford asked about the re n'ing for the fio0 foot depth of zoos n9 and asked
if ii would be exactly 600 feet and cutsac s tots or follow lot lines. Mr. Goll
said that ne had attempted to follow si nqular plaited lots. Mayor Hepp said that he
didn't think the cnanges would affecx Hr. Bi nford's property.
8. Mr. Ruehl said that LR 42] was not made For industrial z. ni ng and said Conmissi on
had made mistake ve s aqo. Mr. Ruehl asked for a copy of the map and Mr. Lhacey
asked the Lomni ssi onrto autnori ze preparation o{ an additional 25 maps at $2.00 each
and the Commission agreed.
9. Idr. Goll stated that ft loos noT his intention to separate property by zoning and
toot if necessary the depth could vary sl igM1 tly to take in lot lines.
10. Mr. Goll departed at 4:2U P.t1. and the Comm ss ion re umed its discussion of sign
regulations. Comni ssi ~~er Grant said he o e bel ievetl that people had a right to have
signs but that he has changed his mind. 1layor Hepp said the City Attorney was looking
into what action would be done to stop billboards.
11. Lonmi ssi oner O'Leary asked wnat a sign company must do to make a sign pen ent
and Mr. Cha cey said they would have to comply wi to the building code. Comm ssi oner
Lormann asked if the small signs meet our requirements and Mr. Cna cey said yes.
12. Comm ssioner Us kert said he was opposed to pe nni tti ng ow making a temporary
sign permanent saying that it, would only crea to clutter. MayorrHepp said it would
be difficult to prevent them from maki n9 them pe nnanent, saying that it would require
very detailed description of what w s permitted and what was not, and what would be
required.
13. John Lr'ystal said that the City needed a better definition of permanent/temporary
si9 nsMr Mr. Rooks said the only way to c rol would be by a detailed descri pt'ion of
the si qn. Mayor Nepp said the City must be careful not to take the constitutional
ri9nts of businessmen away due to our likes/dislikes.
