CCMtg10-15-73z~~ Regular Session, October 15, 19]3 The Longwood City Council met fn regular session October 15, 1973, at 7:00 p. m. Present: Wm. J. KIOS KY, E.E. Williamson, Oick Crenshaw, B.L. Helms, Mayor Jaques, S. Joseph Oavf s, Jr. City Attorney. Absent: B.H. Ferrell Meetf ng opened with prayer by Mayor Jaques, followed by Salute to the Flag. 1. Petition for annexation of property into City of Longwood, was presented to cil by Li ty Clerk. Motion by Mr. Helms seconded by Mr. Crenshaw authorizing the Attorney to draft a Resolution of intent to annex the property in Hig hl dnd Hills S/O. Carried. 2. Request of Thomas Reilly to be placed on the agenda apposing the e-z ning of Land on Range Line Road, owned by Mr. Georges St. Laurent, wa read by the City Clerk. Mr. Lanni ne M. Bravo, Br. read the petition signed by 121 perspns, opposing the change of zoos nq from R-2 to B-t. Seven (7) reasons were given for opposing the Council Lhai noon, Wm. Klos ky, asked the Attorney for the proper procedure in the matter. The Attorney gave the procedure as follows: The property is not yet oned, first an Ordinance must be passed, an Ordinance has been prepared on the nstructi ons of council, to be consf dered to-night. The Ortlf nonce must be placed on two (2) readings, the second reading will require a public M1eari ng. The Dublfc hearing will be held two (2) weeks fran to-night at which time the persons opposed will be heard. The Mooney Bill is opt applicable to this property, however, Nome Rule must be followed. 3. Motion by Mr. Crenshaw seconded by Mr. Williamson to place Ordinance # 348 on ff rst reading. Roll Lall Vote: Unami nous, motion carried. Motion by Mr. Crenshaw seconded by Mr. Helms to seta public hearing November 12th. at 8:00 p. m. Motion carried. 4. Letter From Or. Gerald Grissom -Re: Leasing the green belt adjacent to his property was read by the Clerk. The Attorney will make a ruling on the matter. 5. Motion by Mr. Nelms seconded by Mr. Crenshaw to approve the minutes of previpus council meets n9s. Motion carried. 6. Bids on the New Police Cars we a opened and read. Mr. Crenshaw called attention to the street numbering, requested spmethin9 be done to correct the condition. B. Mr. Lee Barrett, from First National Bank of Maitland-Re: Bonds. A Bank must be n m d to receive the money. The Law regvi res certain refer ccoun must be established. Most banks normally make a charge for paying they coupons tsThe First 1 National Bank of Maitland will w ve the charges along this line, provided the City of Longwood naming this bank to be "paying 8 re ving agent" for bond issue. No charge for redemption of Certificates, no se rvs ce rcharge. 2ss Mr. Williamson equested permission to discuss the matter with the South Seminole Bank, (LOm Bank/ Cass el berry) before choosing a bank. 9. Mayor: Contract between City of Longwood & Logan Browni nq for professional se rvr ces rendered.- Matter wi it be studied. 10. Contract between A.W.K. In tlus tri es of Orlando, o metering control of Chlorination cost to be $ 28.15 per Yr. (4 times) Contract delayed for study. II. Proclamation declaring November 11th. as "Vetrans Oay" was read by the Mayor. 12. Letter from South Seminole Jaycees inviting participation in a special omen Cal pro9 ram to be held at Lyman High School on October 20, 19]3, from 8:30 a. m. until 3:00 p. m. Mayor rewnmended attending this program. 13. hbtion by Mr. Crenshaw seconded by Mr. Williamson to sign the Contract with Art Brown Pest Control, for maf ntenance of City Buildings for 5 16.00 per Mo. Carried. 14. Motion by Mr. Crenshaw seconded by Mr. Nelms authorizing the Mayor to sign the contract with Couimbus Harbor for public water supply system. Motion carri etl. 15. Motion by Mr. Helms seconded by Mr. Crenshaw to place Ordinance N 349 on first eadi ng. Roll Lali Vote: Uanmi nous, motion carried, the Attorney read the Ordinance in full. Motion by Mr. Crenshaw seconded by Mr. Helms to approve Ordinance q 349 on first reading. Roll Call Yote: Unarm nous, motion ca ried. Motion by Mr. Crenshaw seconded by Mrr Williamson to set a public hearing November 12th. at 8:00 p.m. on the Ordinance. Motion carried. 16.
