Regular Session, November 12, 1973
The re9ol ar session of the Longwood City Council was called to order at 8:45 P.I.
following the Public Hearings. -
11-11: Wm. J. Mlrsky, Dick Crenshaw, B.L. Helms, B.H. Ferrell, Mayor Jaques & City
Attorney.
Absent: E. E. Wil ti arson.
Meeting opened with prayer by Mayor Jaques, followed by Salute to the Flag.
Notice of public hearing on the Ordinance chan9i n9 the zoning classification of the
St Laurent property was read by the Attorney.
Mr. Georges St Laurent presented detailed drawl ng of the proposed Droj ect. He stated
that Professional Offices would bee constructed on the property.
Mr. Robert Cavana spoke in favor of the change in zoning and approved the overall plan.
Mr. Dick Ti ckai spoke in favor of the project.
Mr. Bob Anderson, resident of Devonshire spoke in favor of the project.
Mr. Tam Riley presented Council with a petition signed by 121 residents of the area
opposing the zoning change, stating the reasons for the objections. Chairman, .. J.
I Jbtky accepted the petition.
Mr. Jim Fisher, resident of Devonshire, stated that this i a flood prone area, and had
a U.S. Geolo9 ical Survey stating that this i a flood prone ar
Mr. Tom Persinger, resident of Devonshire, opposed the project unless the Developer
signed a restrictive co nent to professional bu i i dings only.
Mr. St Laurent stated that that the City Engineer had made a survey of the entire area -&
n off water could be taken c re of.
Motion by Mr. Crenshaw secondedby Mr. Ferrell to continue Ordinance p 348 until the
next council meeting in order for the Engineer to make a report on the matter. Carried.

Mr. Helms to Set a public hearing on Ordinance tl 355 far December lOth. at 8:00. p.m.

4. The bill for the lights to the entrance to Sleepy Hallow S/D was referred to Mayor.
5. Slurry Seal- Mayor Jaques recommended the bill for Slurry Seal be paid, subject
to the Engineers approval.
Motion by Mr. Ferrell s conded by Mr. Crenshaw to pay the bill to the Slurry Seal
Company subject to the Engineers approval. Carried.
6. Motion by Mr. Ferrell seconded by Mr. Helms to approve last Months bills. Carried.
7. on Motiby Mr. Ferrell s econded by Mr. Helms to transfer $ 1,996,98 from the General
Fund into the Paving Fund. Motion carried.
8. Motian by Mr. Helms seconded by Mr. Ferrell to approve the previous council meetings.

9. Mr. Larry McFarland from Hammock -General Environmental Equipment, Inc.
explained the proposed contract between his company 8 the City of Longwood to
operate, se ce 8 maintain the package se er plants in the City. Motion by
Mr. Ferrell rsi conded by Mr. Crenshaw to table the matter far study et the work

10. Mayor Jaquesa ended Council nsi der changing the zoning classification
of Ordinance 8 111,cadoptel in 1111, from M-1 Light Industrial to some other
classification, environmental reaeons were given.
11. Progress report fr. Sun -Par Foode, Inc. was given by Mayor Jaques.
12. Motion by Mr. Crenshaw seconded by Mr. Helms to place Ordinance 9 356 on first
reading (Site Ordinance)
Roll Call Vote: Mr. Crenshaw, Helms, Kloeky, yes- Mr. Ferrell No. Motion carried.
The Attorney read the Ordinance in full.
The Ordinance was referred to the work session for furtherestoov.
