Present: All Council Members, Mayor &Ci ty Attorney. Meeting called to order
by the chaff noon, notice of public hearing was read by the City Attorney.
Mr. Connell, resident of pe vonshi re S! D, spoke against the change in zoning. Ne
stated that SR 434 was deli gned for ]E00 cars per day, 2],000 per day now. The Traffic
will be doubled, the road is not designed to take ca a of the increased traffic.

Mr. St Laurent, requesting the zoning change, explained the entrances to take ca a of
the Traffic. An emergency road for fire trucks would be provided. Mr. St. Laurent
stated that he would work with DOT on getting a traffic light at the entrance of SR 434
& Range Line Road.
Mr. Tom quinn- "It is a fine proposal, excellent proposal for some other part of

Mark Looper- A meeting was held by the Residents of Devonshire, the vote was close

Jim Fisher- A fine tleve lopment, but not far this a Ne preferred a School, Church
a buffer zone. not encroach on Range Line Road. reLOw income houses would be better
as a buffer zone-
Thomas Stokes- opposed to another development on Range Line Road.
Mr. St. Laurent- Various tpyes of Proftes si onal el dgs, would take se eral years to
camel ete. Mr. St. Laurent stated that he wou td be willing to share in the cost of
the stoplight.
Robert Cavana property ow on South side of SR 434- Ne is for the project, thinks
it good planning, sound 8nposi ti ve.
Mr. Bill Piol tan sopke in favor of the project. Tom Albers, principal Dev. of Shadow
Hilt S/0 spoke in favor of the project. It is a well planned Dev. asset to the area.
Motion by Mr; Ferrell s conded by Mr. Crenshaw to approve the change fran R-2 to 8-1

Mr. St. Laurent stated that he did not require a special exception to B-1 zoning.
Motion by Mr. Helms seconded by Mr. Ferrell that no action be taken on the special

Meeting opened with prayer by Mayor Jaques, followed by Salute Co the Flag.
1. Bids on Oump Truck discussed. Motion by Mr. Crenshaw seconded by Mr. Wi 7l iamson
to call for bids on a dump truck, bids to be returned by October 29th. 1973

& final reading, by title only.

a period of 6 Months. Motion carried.
8. Mr. Clyde Sheffield, speaking for his Father, who res i tles at 601 Georgia Ave.
complained about the drainage on Georgia Ave. Ne stated that the ditch needed to
be cleaned pet.
Mr. Oav id Van Ness also compl ai netl about the water standing. Council will investigate
the matter, the ditch will be cleaned out.
9. Mr. McNenney requested that when the engineering of the tlrai na9e pn the Moorings
3/0 is presented, he wants to state his objections. No percul anon test was made
on the property, a problem of pollution & flooding will be created.
10. Mr. Piol ion wanted to know when Longwood-Markham road would be started. Mayor
gave a report on the road. The Developers of S/O using the road have agreed to
pay $ ]2,000. Future developers of property adjacent to this road should pay the
cost on a contract participation basis. Mayor Jaques re ntled o ncil instruct the
Attorney to draft an agreement requiring the developers to help defray the cast of
paving Longwood-Markham Road.

prepare a contract with developers of property adjacent to the Longwood-Markham
Road on a partf cipati on based on a pro rata share. Motf on carried.
11. Mr. Tom Radloff requested councfl draft a letter to send to hfs partners for
the development of the Mobile Home Park, stating that it is located in the corporate

Motion by Mr, Crenshaw seconded by Mr. Helms authorizing a letter to be drafted
by Mayor Jaques approving the above. Motion carried.
12. Dr. Grf ssom 8 Mr. Lewis wanted to lease a portion of the green belt
ounding his property from the City. Dr, Grissom would maintain the belt, plant
&ucut grass, beauty sa Lease to last as long as Council desires. Council desires
to look the area over before a decision is made.
13. Motion by Mr. Nelms seconded by Mr.. Crenshaw to Day the Volunteer Firemen for
worki n9 on drainage ditch, a si sti ng with the Dumping, to be paid from the .Street

18. A report on the Police Planning Survey that was conducted by Semf note County
through the Sheriff's dept. was given by the Mayor.
19. Mayor announced that $ 2,000.00 had been donated by the developer to help defray
the cost of drainage pipe for Land Ave.
20. Mayor reported o the trip to Tallahassee. It was a most informative Lit p~ some
literature is available in his office.
21. Chai nnan requested speed limit on Nwy 1]-92 through Longwood be reduced to 45 MPH.
The Attorney stated that the matter would have to go through D 0 T. No action taken.
22. Motion by Mr. Helms secondetl by Mr. Crenshaw to approve the minutes of previous
meetings. Carried.
23. Fire Chief, Ray LaBOSSie re, stated that a boat, motor & trailer is needed for
work in the city. Motion by Mr. Crenshaw seconded by Mr, Williamson to purchase
ae boat, motor 8 trailer for fire department to use in the amount of 5 750.00. Larri etl.
24. Mayor Jaques re omnended that a telephone be installed in City Nall for the
Chamber of Conmerce to take ca e of their calls, The Chamber will pay the installation
cost & pay the monthiy bit 1. Mr. B.L. Helms wanted to know if Council could legal lye
spend money in th is way. Attorney will give a ruling on the question.
25. Police Chief, Wesley Dowell, stated that Citizens had approached him requesting '
that the speed limit on SR 42] be reduced to 35 MPH. No action taken on the matter.
