SPECIAL SESSION, JUNE 7. 1973
The Longwood City Council met in special ses sf on, June ], 1973, at ]:3D p. m.
Present: All Council members, Mayor & City Attorney.
Meeting opened with prayer by Mayor Jaques, foil owed by Salute to Lhe Flag.

Motion ca ried, the Attorney read the Resolution in full.
Motion byrMr. Ferrell seconded by Mr. Williamson to adODt Resolution X 211.
Roil Call Vote: Unami noun, motion carried, Resolution K 211 was passed & adopted.
2. A petition an xi ng a portion of the Dog Track property, was presented to
ncii, certifi edeby the Seminole County Tax Assessor.
Motion by Mr. Crenshaw seconded by Hr. Helms t0 place Ordinance % 329 on first
re di ng. (An Ordinance annexing portion of the Dog Track property)

Motion ca ried, the Attorney read the Ordinance in full.
Motion by Mr. Crenshaw seconded by Mr. Helms to adapt Ordinance H 329 on first
reading.
Roil Call Vote: Mr. Crenshaw, Helms, Klos ky-yes, Mr. Williamson, Ferrell No.
Motion carried, Ordinance X 329 passed the first reading.
3. Members of the Fi remans Auxil Lary presented the Mayor wf th a Bible for his
office.
4. Mr. Wm. Palm, Engineer, stated that he had not heard from the developers Re:
The c erage facilities. Ne stated that meets nqs should be scheduled
to re zol ven thewma tier. Mayor Jaques agreed to notify the developers mentioned in
Mr. Palm's letter dated May 23, 19]3, in order to detern~i ne the agent to act for
the project.
5. letter from Mayor Jaques to Mr. C. A. Benedict, requesting funds to be taken
from the secondary road funds to the the ditch from S.R. 42] to Marvin Ave.
Mr. Benedict sent a letter to the Mayor stati n9 that Seminole County is respon sf ble
for the maintenance of all s condary roads in Seminole County. he suggested that
Mr. William Bush, Jr. be contacted regarding the matter.
6. Petitions requesting property to be an exed into the city were presented to
the co ncii by the City Clerk. The petitions were duly certified by Seminole
Countyutax assessor.

draft an Ordinance an xi nge the property of George St. Laurent, containing 301
acres. Motion carriede
6. Letter from Sid Vi hlen, Jr., Chai nnan of County Comni ss inners, reminding City
Officials of a work se n Friday at 10:00 A. M. to establish county road programz
and municipal/ county joint participations. Mr. K7 soky 8 Mr. Williamson plan
to attene the eels, on.

10. Motion by Mr. Ferrell seconded by Mr. Williamson to draft a Resolution to be

the proposed bill extendi n9 to re idents of Florida 65 8 alder, who
hgve resided in the State 5 yrs. the exemption of $ 10,000, homestead exemption,

13. Mr. Jerry Schmidt from Devonshire S/0 complained about flies in the are The j
street Supt. has sprayed the area 1 time. Mayor Jaques will call the County t
Health Officer regarding the matter.
12. Residents of Oevonshi re S/O also camel ained about the dust from Range Line Road.
The Residents toted that the road needs oiling again. Mayor Jaques stated [hat
hopefully the developer will pave the road soon.
13. Mr. Harold Radcliffe gave a report on the trip to Atlanta Ga. to E.P.A.
Mr. Radcliffe stated that Longwood is certified by E.P.A. fora $ 60fi,000 grant
for inteceptors. The rules have changed again. The engineers will 9i ve a time
schedule on the work.
14. Logan Browi ng, Fiscal Ageni, gave a report on the Bond Ordinance. The Bontl
Council Attorney's are working on the Ordinance, it should be ready by next council
meeting.
15. Mr. Al Stol to requested property he owns located on S.R. 42] to be annexed into
tM1e cf ty, Industrial 2oni nq classification is requested. Matter referred to the
work ses soon, following the Special Session.
16. Mr, Williamson called attention to the condition of the sidewalk on West Church
Ave. An unsafe condition has resulted resulted from moving the houses into the
Historical District. Ma [ter referred to the Street Supt. ~
1I. Mr. Ferrell stated that the $ 15,000 transferred fn the minutes of May 24th. i
should be transferred from the water tax account, and then transferred into the
paving fund, repaying $ 15,000 on the loan from the General fund. as referred to
fn the minutes of the Regular Session, February 8th. 197_'.
19. Motion by Mr. Crenshaw seconded by Mr. Wilif ams on to ho id a public hearing July
5th. at ]:00 p. m. for the purpose of amending the zoning classification in the R-2
8 R-3 zones, eliminating the construction of OuDlexes. Motion carried.
Mr. Ferrell requested all Customer deposits re ived be placed in the water fund
until July 1. 19]3, for bookkeepi n9 Purposes. c
19. Motion by Mr. Ferreil s tootled by Mr. Helms to pay the salary of the employee
working in the Cemetery, from the Cemetery fund. Motion carried.
20. Motion by Mr. Ferrell seconded by Mr, Nelms to pay Lhe approved bills. Carried.
21. Motion by Mr. Helms <onded by Mr. Crenshaw to approve the minutes of the
previous council meeting. sMOti on carried.
22. Motion by Mr. Williamson seconded by Mr. Crenshaw authorizing the Attorney to
draft the following Ordinances: Fence, Swimming Poois. Sign, Weight limit of trucks
on City Streets, also to adopt Seminole Loun ty schedule of Building, Electrical 8
P7 umbf ng fees. Motion carried. -~
Motion by Mr. Williamson seconded by Mr. Helms to adjourn the meeting. Carried

Present: Mr. Kl os ky, Mr. Ferrell, Mr. Helms, Mr. Crenshaw, Mayor Jaques and City
Attorney.
Absent: Mr. Wf l li amson
Mr. Bo Simpson gave a ummary of the Industrial Project on the land located on
S.R. 427, he had requested to be taken into the City of Longwood. Ne Presented
pictures of the project, and stated that it would be a planned Industrial Park.
No action was taken on the matter at this time. Council members needs more time
to check into the matter.
Meeting ad3ourned at 10:50 p. m.
Public Hearing. June 14, 1973
The Longwood City Council held a Public hearing on the question of permi ttinq a
setback variance on Lots 7 & 8 B1 ock D, Maine Addition, to Longwood, to ai low
25 ft. front setback instead of the 5 ft. as required in C-Commercial zone.
Present: Bick Crenshaw, B.L. Helms, E.E. Williamson. B.H. Ferrell, Mayor Jaques,
City Attorney, 5. Joseph Oavi s. Jr.
Absent: Council Lhai nnan, William J. Klos ky
Meeting called to order by Vice Chairman, Dick Crenshaw.
Notice of Public hearing was read by the City Clerk.
Mr. John Oill spoke in favor of the variance.
Mr. Roy LaBossi ere, resident on Lake Ave. stated ha was in favor of the setback.
Motion by Mr, Ferrell seconded by Mr. Nelms to grant the variance, provided the
drainage is to Che street, and not On the property owner in the rear.
Roll Lall Vote: Mr. Helms, Mr. Williamson- no. Mr. Ferrell, Mr. Crenshaw-yes
Motion failed.
