CCMtg11-28-72189 Regular Session, November 28, 19J2 The Longwood City Council met in regular ses s,on Nnvember 28th. at J:30 P. M. Present: Eugene Jaques. E.E. Williamson, William Klos ky, Bi ck Crenshaw. Ci ty Attorney. Absent: Mrs. Agnes Weber, Mayor Kenneth H. Brawn, Jr. Meeting opened with Drayer by the chairman, followed by Salute to the Flag. Correspondence: An invitation to attend Fi ag 8 0edi cati on Ceremony at 10:30 A. M. on December 11, for the Seminole Ca un ty Courthouse. Filled with city records. Mr. Harold Radcliffe, from Glace 8 Radcliffe, Inc. Re: Sanitary Sewerage System. Mr, Radcliffe explained fn detail the resvl is of the meeting recently held in Atlanta, Ga. with Officials of the Environmental Protection Agency. Five alternatives are available in order to get Federal Assistance. The engineer stated that his firm would suMnit data to the E.P.A. in order to determine the most feasible plan for this area. Me. Radcliffe stated that he came away con tinted that the E.P.A. desires to help Longwood 8 Altamonte Springs. The Agency must tlesci de the best method for along range program. The Council was urged to adopt a Resolution to file apPli cati on with the Oept. of Housing 8 Orban Oeve lopment for a loan. Moved by Mr. Kl osky seconded by Mr. Crenshaw authorizing the Attorney to draft a Resolution apPl Yi ng for Federal Fvntls Motion carried. A letter from Florida Security Dogs, Inc. requesting the property located at 900 Wilma Street to be used as a Dog Kennel. Moved by Mr. Williamson seconded by Mr. Crenshaw to deny the request. Motion carded. A letter from Mrs. Betty R. Widdis requesting property on Hwy 42J in the Bradley's Addition to be re-zoned from its present R-2 2oni ng to a if 9ht intlus tri al zone. The request was referred to the zoning board. Mr. Wade Nargatlon, President LAM Corporation, stated that the County is now ~n charge of the road from Skylark 5/D to Hwy ]J-92 and'. the County Engineer reconmended that Longwood annex the road. Moved by Mr. Williamson seconded by Mr. Kl os ky authorizing the City Attorney to 190 correspond with Seminole County to annex the road into Longwood. Motion carried. Mr. Ha rgadon requested wuncil to approve the Plat of Units 2 & 3 of Skylark S/D _ subject to the engineers re<omnended rev~s~ons being made. Moved by Mr. Klosky I seconded by Mr. Crenshaw to approve vni is 2 & 3 of Skylark 5/D subject to the engineers 1 report of November 16th. 19]2, bet nq met. Motion carried. Mr. Al Clark of Cal bert Construction Lo. 0.e: Highland Hills S/D. Moved by Mr. Klosky to reject the Plat of Highland Hills 5/D. Motion died for lack of a second. Moved by Mr. Crenshaw seconded by Mr. Williamson to turn the plans of Highland Hills 3/0 over to the engi neer for study 8 reconmendati on. Motion carried. Moved by Mr. Williamson seconded by Mr. Crenshaw to approve the final Plat of Highl and Hills S/D subject to approval by the engineer, authorizing the Mayor to sign the Plat svb$ect to a donation by Mr. Clark of 5 5,000.00 in lieu of a playground area. Roll tall Vote: Mr. Crenshaw, Williamson, Jaques- yes Mr. Klosky- no. Motion carried. Moved by Mr. Kl soky seconded by Mr. Williamson to table the request of Mr. James 0 Hill to be annexed into Longwood, for the present Motion carried. Moved by Mr. Crenshaw seconded by Mr, Klosky to place Ordinance # 314 on second reading tq be read by title only. Roll Call Va te: Mr. Crenshaw, Klosky, Jaques- yes Mr. Williamson- No. Motion carried. the Attorney read the Ordinance by title only. Moved by Mr. Kl soky seconded by Mr. Crenshaw to adopt Ordinance # 314 on second and final reading. Roll Call Vote: Mr. Crenshaw, Klosky, Jaques- yes, Mr. Williamson- No. Motion ca rrietl, Ordinance A 314 was passed & adopted. (MH-1 Mobile Nome Park District) Moved by Mr. Klosky seconded by Mr. Williamson to place Ordinance # 315 on first reading. Roll Call Vote: Unarm noun, motion carried, the Attorney read the Ordinance in full. (An Ordinance "changing the zoning classification on Hwy 434) Moved by Mr. Kl soky seconded by Mr. Crenshaw to adopt Ordinance # 315 on first reading. Roll Call Vote: Mr. Crenshaw, Mr. Kl os ky -yes, Mr. Williamson, Mr. Jaques- No. Motion failed. Moved by Mr. Crenshaw seconded by Mr. Kl os ky to employ a dog catcher for $ 2.25 per Hr. Roit Call Vote: Mr. Crenshaw, Klos ky. Jaques- yes, Mr. Williamson-NO. Carried. Moved by Mr. Williamson seconded by Mr. Crenshaw that from this day forward no one fs to be emp7 Dyed by the City unless Co until is made aware at a Public meeting. Carried. Movetl by Mr. Kl osky secgndetl by Mr. Crenshaw to table the request of Mr. Tam Radloff for property to be annexed fnto the City. Motion carried. Mr. ftadlpff requested to 6e placed on the agenda far the next council meeting. Moved by Mr. Willi amsan seconded by Mr. Klos ky instructing the Attorney t0 write to Mr. Johnny Shubert infonnf ng him that the ditch, which he has filled, is a natural stream from Wil dmere Ave. to Fairy Lake.
