Ferrell Jsmes A, Brown.,: Mayor Kenneth H. Brown, 3r. .S. Joseph Davis, Jr. Attorney. I~teeting called to order by the chairman, meetings of previous meetings read and apgroved as read. Mr. Cene R. Stephenson was present and introduced }fir. Roger Hebard & Mr. Joe ~. Bryan , institutional Consultants, ins,, who spoke to the Council regarding a f easibilitq study showing the need for a Hospital & Medical .center in the South end of Seminole County, possibility in Longwood. The plan calls fvr a I00 bed general hospital & Medical facility estimated to cast in excess of a Enillion dollars. Longwood. would be under no obligation except to float a Bond issue. The hospital would be a self sustaining facility. I~fayor Brown stated that. the Council was' interested and expresseatl$ desire to meet with Mr, Stephenson and'the Consultants to further disease-the matter. _ A request from the Zoning Board on changes to the ,City Zoning ,ordinance upgrading the area in each gone, allowing 2 story or split-level homes was read, changes as follows; -R-1, Residential-Miminum Bldg, site area l00 x 100 or.~10,000 Sq. Ft, Mimin~.m width at front°bldg, line l00 ft. Min. floor area required 1,250 sq. f t. Building of two story or split level houses; first floor to contain at Least 1,200 sq, ft. building to be no higher than 2$ ft, The fee for septic tank permits shall be $ S.OQ for each septic `tank, provided on residential `lots only one fee of $ 5,30 shall be `charged for each dwelling unit, and the fee schedule be amended accordingly. Seott to authorize the City Attorney to advertise a public hearing to consider these proposed changes, meeting to be held in City Ha11 on December .5th at 7:30 P,M, Motion carried. The Election Proclamation calling fora the Municipal election to be bald IIDecember 3rd. F,~as read by the Chairman. Moved by Mr. Jaques seconded by Mr, Scott to read the Criminal Code ordin~nee. Motion carried. An ordinance of the City of .Longwood, Florida Entitled" Criminal Code & creating the criminal code, designating offences, penalty .provisions repeal of Ordinance No. 190, conflicts & effective date, was read in full. Moved by Mr, Ferrell seconded by Mr, Brown to adopt the ordinance. Roll ca"LL Mote: Unaminous, motion carried. Moved by Mr, Scott seconded by Mr. Jaques that since the vote. .was unaminous, to suspend rules & regulations, piss the ordinance to second reading to be read by title only. Roll call vote: Unaminous, motion carried & the ordinance was read by title only. Moved by Mr. Jaques seconded by A~Ir. Brown authorizing Mr, Fisher City Supt. to pick up large domestic articles from the streets for a minimun fee of $ 1.00. Motion carried. The street paving project was tabled for further discussion. A letter from Intr. F.J. Zartman's Attorney regarding the opening of Credo Street across their land, requesting the,saf isfaction of the paving lien against their propertq on Grant Street, also payment of ., the Attorney's fee in the amount of $ 2.50.00 was read in full. The Council instructed Mr. t3avis, City Attorney to offer the Zart~aan's payment in. t~.e amount of ~ 25t?.00 The council authorized the City Supt, to install a drop slot in the City hall for convienee in paying water bills. Moved by Mr. Brown seconded by Mr, Ferrell to pay City employees -. salaries as adoptedin ahe 1968-69 budget, recreative to Nov. 1, 1968 Rall call vote";~ Uanminous, motion carried. The City Clerk stated that she had been. given permission by the water dept. committeeto allow extentions on~d-elinquent water bills due~to sickness or causes rev~elant to sickness and reQuested the council to take action on the matter in order. that it become a matter of record. Mr. Jaques stated that he was opposed to anyone being allowed an extension for any reason what-so-ever. Mr, Scott ~ Mr, Williamson agreed with Mr. Ferrell~Fx Mr. Brown, the water dept. committee axrd stated that exte~itions should be granted in "hard luck" cases. Moved by Mr. Scott seconded by Mr. Brown giving the Longwood City Glerk permission to allow extentions in payment of water. bills due to hard-ship cases, ' Roll Cali Vote: Unaminous, motion carried. ° Moved by Mr. Scott seconded by Mr. Brown to collect an additional°fee of~$ 2.00 to cut water 'on after regular working hours at the customer's request, Roll call vote: Ueamincus, motion carried. Moved by Mr. Ferrell seconded by Mr. Brown to paq the bills and accept the finincial ,.statement, also to` transfer $ 4,000,00 from the E.T°,R,I. Fund and $ 4,000.00 from the water dept.-fund into the general fund. Motion carried. Council authorised the City Supt, to purchase 24 water meters. Moved by Mr. Brown seconded by I+~x. Scott authorizing the City AttorneyL~ action for joint participation by the. County & City in the paving of Marvin Ase, from Hwy 427 test to the Railroad, each to bear ~ of the cost. Motion carried. Mayor Brown was authorized to obtain estimates. on a tape'recorde'~ to be used in taping the minutes. Moved by Mr. Scott seconded by Mr. Brown to'adjQurn the meeting.
