~.. Regular Session February 3, 1966 The Longwood City Council met in regular session February 3, 1'966 at 7;00 P.M. Present:`Paul Maloney, John Deaton, Percy White, Eugene Jaques, E.E..~~illiamson, Mayor B.E, Black. l+~eeting called to order by B.E. Black, Chairman pro-tem. The invocation was riven by Father Stewart of Christ Episcopal Church. Minutes of previous meetings read and approved .as read. The City Attorney was asked to give his ruling as to the legality of the Mayor presiding over the council as Chairman pro-tem. "Mr. Stephenson stated that according to the Charter the Mayor could nat be Chairman pro-tam, however another member of the council could be elected Chairman pro-tem. The Chairman of the council could be assigned on the various committee's, Followimg this --- ruling the Mayor relinqueshed the chair to Chairman Percy White, who called the°meeting to order. Mr, Jaques requested that the committee's appointed by the Mayor at the'January session be changed, Moved by Maloney seconded by Williamson to gable the request until the chairman. could study the matter.Motion carried. Reports from the various committees were given at this time. The - fire department requested permission to hold their annual chicken ~~~~+}@~i.~o1't March 19th beginning at 4:00 p.m. Moved by John Deaton seconded by Eugene Jaques to grant. this request. Motion carried. A letter of resignation from Charles O'Dell from the police Dept. stating his reason for resigning also requesting S 200.00 per. Month from October 1, LB65 until January 2b, 1966 for Mrs, O'Dell ' answering the telephone and operating the police radio, was read in.full by the chairman. .Moved by Paul Maloney seconded by John '-~ Deaton to accept the resignation. Motion carried. No action was taken on the request of Mrs. O'Dell. A patrolman had taken the oath of office and was sworn in the police department on Monday January 31, without confirmation by the council. I+~oved by John Deaton to accept Robert Bailey as a patrolman in the. police dept. Motion died for lack of a second. .'this resulted in a 15 minute recess-od the eouncil to resolve the disagreement.. After the executive session the following,motion as made. Moved by Paul Malaney seconded by Eugene Jaques to accept Robert Bailey as patrolman in the police department and staffed that furthermore anyone hiring an employee without council's approval will personally pay the salary. Jack Bushor presented a budget increasing the expendatures in the pQiice dept. from $ 19,000.00 to $ 24,000.00 in order to employ another patrolman and telephone & radio operators. moved by Eugene Jaques seconded by E.E. Mr. Robert Rattaway, representing the South Seminole-Jaycees, was present for the answer. to their request to use the building of ~'Ir. J.R. Grant as a meeting .place for the orginazition. Snodgrass stating that his name did appear on the petition that had been sent to Governor iiayden ,Burns requesting a complete Audit of the. City of Longwood. Mr. Snodgrass stated that he never saw the petition and did not sign it, he further stated that his name had been fa~+ged. Moved by~Jonn ~Deaton seconded by Eugene Jaques to turn the matter overto the Attorney to take the necessary steps to investigate the matter. Roll Call; ESE. Moved by Eugene Jaques seconded by Paul Maloney to give the Clerk permission to purchase name plates for the Council members, Mayor, Attorney & Clerk. Motion carried, Moved by Paul Maloney seconded by E,E. ~tilliamson to write .letters of appreciation to Carl Lo~mnler, B.L. ~ielms, B.H. Ferrell for their service as Councilmen. Motion. carried.. The subject of employees picking up their checks from .the Clerk was discussed. It Baas descided that each employee should .have t'ne priviledge of pidking up his check after it was properly signed. Moved by Eugene Jaques seconded by John Deacon to pay the various bills & accept the financial statement. Motion carried. Mrs, Bobbie Joe Hunt ~ Mr, ~iarvey ~ps~ler were present to express _, their oppositi®n to a ditch across their property by t'ne State Road department. Mr, Mossier stated that if the ditch was moved over ~~ l0 ft, it would soave the problem. Mrs. Hunt stated,tha t she was in complete agreement with Mr. Mossier. :.Moved by Eugene Jaques ~. seconded by E,E. Chair?r~an stated that a franci~ise cold "- be had with Davis Garbage Service, and that this would result in r~o increase in rates. Ma~ved by Eugene Jaques seconded by John~Beaton to invite Mr. llavis to come to the Council meeting on February kith regarding a Franchise. ?~oti~on carried. The Chairman requested ths.t Bids be sent out vn the following pipe & fittings:23dd ft.-bin. Cast Iron-16dd ft. b in. cast iron-2$dd ft. 4 in. cast iron also; 22d0 ft, 4 in. 'Transits pipe, Bids to be in Clerks office by 4;30 p.m. March 3, 1966 Council Chairman announced. that a meeting with Glace Engineering Firm will be held February 17th regarding water & sewerage inforrflation. Meeting called to order by Chairman Percy T~'hite, The request for an increase in th~:~pol~ce dept, budget was discussed at~sone length, ~o desision was made at phis time until the matter can be taken up with the Attorney. Mr, John J, Broderick was presented to.ths Council by acting Chief, Jack Bushor. Moved by Paul Nlalor_ey seconded by Eugene Jaques t® accept Mr, Broderick .as a patrolman far a salary of ~ 3dd.dd per month. retrocative to February 1, 1966. Motion carried.
