water pipe, both cast iron & transite~, bids to be in city hall
by 7SQ0 p.m. Cctober 28, Motion carried. The City Clerk anno cell
that the locks to the clerk_'s office, Vault and the door leading
~to the council chambers, also the combination to the safe wer
changed October 9, 1965, and that only two sets of keys were
made. Iyloved by. John Deaton seconded by rercy ~~hite that prioll
to October 9, 1Q65, the city clerk would not be held response le
fcr any thing that might have disappeared from the Qity Hall, and
that the-extra set of keys and a combination to the safe be p aced

P4eeting called to order by the president Fills on the water pipe
opened and tabulated. .Firms submitting bids were as follows:

Helms moved to turn the various bids over to the water dept..
co~mittee chairman and the. city superintendent for study and

The proposed millageand budget was opened for discussion.
B.H. Ferrell at a budget meeting held on Cctaber 25th agreed
on 34 mills, but stated at this meeting that he had changed
his mind and would go no higher than 22 mills.. Mr. Ferrell
stated that the council could not set any millage that suited
them, but that the budget determined the millage~, and 2~ mil
!would be sufficient. Mayor Flack stated that he ~,rould veto
22 m~l~s,because in his opinion that would not brir_g in

sufficient revenue to run the city in the way the people of
Lor~c~rood wanted it operated.
N1r. Deaton suggested that since many items had been left out
of the budget that each department head submit another budge
by Tuesday November 2, and this time make a complete one.
