and moved that the rules be waived and the said Ordinance be
passed to its first reading by title only, which motion was

Councilman Frain then m®ved that the rules be waived
a second time and the said Ordinance be passed to its second
reading and be read by tit~.e only, .which motion tgas duly
seconded bg Councilmah Gray. The Pres, then called for a vote
whi ch resulted, for the motion, four; against t~ motion, nox

a third time and the' said Ordinance be passed to its .third
and final reading, be read in full anal be passed and adopted
