She asked Ms. Douglas to explain how the sheets should be done and address questions. She stated they have provided the Commissioners with their old sheer: as well as a new sheet in the event they need to change something. Ms. Douglas explained at this point they have completed, or were about to complete, the initial proposal cyaluation form. She reviewred the scoring process for the criteria and said the criteria would be .multiplied by the weight of those . particular criteria providing the, total far those criteria. Once she has the totals, she will come up with a cumulative total for each firm. She explained t11e only oize i:hat will be different is the fee proposal. She said the Purchasing Policy requires if priciiz g~was included as oiie of the eta uation criteria, the lowest price proposal receives the maximum points. She advised it was each Conunissioner's judgment oiz what they feel was the best price being provided and they will rank the pricing structure in that manner for each proposal. CC 12-10-09/651 Mayor Maingot inquired if when scoring across could they use two of the same scoring numbers. Ms. Powell said they could do that for everything except the pricing. Ms. Douglas said once the cumulative totals are established, the cumulative totals are averaged and the average determines the rai~lcing. Mayor Maingot inquired if they should turn in both forms. Ms. Douglas requested t11ey place both forms back in the envelope and turn it in ~ ~ to her. She asked that they initial the new form. Mayor Maingot said once they leave turfed in the forms the City Commission will recess for fifteen (15) minutes to allow Ms. Douglas time to total the forms. The Commission recessed at 5:1'2 p.m. and reconvened at 5:33 p.m. Ms. Douglas announced based on the average score, the final ranking is: 1. Fishbaclc, Dominick, Bennett, Stepter, Andaman, Ahlers & Langley LLP -average score 44.1.6 2. Gray-Robinson, P.A. -average score 433.E 3. Fowler, O'~uinn, Feeney ~ Sneed, P.A. -average score 4.11.2 4. Chase /.Freeman, P.A. -average score 32.2 Commissioner Sackett moved to bring forth the -firm of Fishbaclc, Domiiuclc, Sennett, Stepter, Andaman, Ahlers ~c Langley LLP to open a dialogue to take the necessary steps to bring them forward. as our next City Attorney. Seconded by Coinlnssioner Cortes. Conunissioner Cortes said he thought Mr. Andaman was going to be the City Attorney, or was that not determined. Ms. Powell said she believed~they discussed both of them would first attend the meetings and then they would make a determination as to who would be the City Attorney. Deputy Mayor Durso said he was going to oppose the motion and stated it was no reflection on any of the attorneys as they were all highly qualified in representing the City. He affirmed he was doing this solely on his belief that relationships within the County were what the City needs at this point. He said we compete in Seminole County, not in Orange County and we need. folks who are connected to . not only the attorneys, but the politicians in Seminole County in order to help the City get things accomplished.
