Ma. Bower said staff was in the process of looking at the Comprehensive Plan and
will be bringing l:orth amendments to it. She stated they wanted to have a Work
Sc,ssion for feedback and input :from th.e City Commission. She said they came up
with some ideas on how they can change the Comprehensive :Plan to implement
the Longwood Design Guidebook and make it more flexible, in light o:Fthe fact
that >sl the future there may be a possibility that any kind of change to the
Comprehensive Plan will have to go for referendum. She stated they wanted to
make the Comprehensive Plan more o1.'a general document: and create the actual
regulations and rules in the planning d:'.stricts. She affirmed Comprehensive Plans
were supposed to provide an overall look at the City and the details go within the
L,:cnd Development Regulations. In the Comprehensive Plan now t:Lzere are a
number of mixed-use districts that coincide with the different plaruiing districts
that were adopted in the Design Guidebook. She said these were pretty similar
and the implementation will come at the Land Development Regulation stage. She
stated they thought a better way of talc~.ng those districts and implementuig them
would be to have one overall Ini'ill Mi:ced-Use District that they can apply to the
major corridors of the City, the Transit: District area, and the Gateways. She said
th.e way it is now leaves iiiLlexibility and if they desire to change it in the future,
they may have to go to referendum. Sl:e stated they were trying to find ways to be
more flexible. They took all of these different categories and. combined them into
one. She explained an Infill Mixed=Us~~ category would have definitions of how to

obtain t11e upper limits and the only way to get up to that limit would be tluough a
bonus provision. Anything that goes through the bonus provision would come to
the Coinznssion for approval. Ville said they will have to adopt a plan
development type~dstriet in the Longwood Development Code so that there will
be a process in place. She stated from what they hear from the Department of
Conununity Affairs (DCA), they want to get rid of sprawl and one way to do this
is to concentrate development in existing cities. They want development that is
supportive of different types of transportation. She said this was not typically the
way it was done, but from a planning standpoint it makes sense. She stated it
builds in a lot of flexibility and attracts the kind of development the City would
want. She said it will encompass all of the mixed-uses except for the Artisan
District. It will reduce the need for fixture land use map amendments and will
allow for full implementation of the Design Guidebook. She stated it provides
incentive for good development and the bonus language can, also provide the City
Commmission the ability to waive and reduce requirements.
Commissioner Sackett questioned the verbiage use of "bonus". He suggested
providing language that would allow the City Coirunission the ability to waive. or
reduce. He said if the Commission Izas the ability to provide language to create
different criteria then they could do that.
Ms. Bower said she was differentiating that one could only get the bonus when
the project fiu-thers the goals aiid vision of the City and it could not be just
anywhere. Slie stated this was something DCA would look for.
Commissioner Bundy said he has talked with some people that do commercial
• development and they did not have a problem with the bonus or going above and
beyond. He stated he didn't envision Longwood ever having the density of a
twelve-story building, but the opportunities for mid-rise type buildings was
perfectly within range of their achievements.
Conunssioner Cortes said.DCA was in the process of receiving Comprehensive
Plan amendments from most municipalities in the State. He inquired if Ms. Bower
had seen anything that was coming back as either accepted or rejected or what
most cities or counties were doing for preparation.
Ms. Bower said most were on the same schedule as we were, but they were all
.looking to do as much as possible prior to November.
Commissioner Cortes inquired if the Guidebook would become Code.
Ms. Bower said it was really implementing the vision. She stated they would have
to loop at each of those districts and work with the Commission to determine what
would apply where, when and how.
Gomrnissioner Bundy inquired if the City would be able to get some assistance in
getting it through bCA.

Ms. Bower said at this point she;Ceels confident they can g,et it tluough 11ie
process. She stated State Statute does have a numbed of criteria as far as the
review periods. She stated sornetliing tl:~.at was in the Comprehensive Plan. that
will be removed was the end to the single map approach. Sloe said once the
Couvnission adopted the Design Guidebook, they really did a~~ay with the single
map approach. She affirmed they would keep the single snap approach to strictly
residential districts: She said with this proposal they would get more density and
intensity than they get now, even withouf a bonus. However, if a developer goes
into the banus provision, or desires to get things waived, they tiyill go in with
some uncertainty of whether the Commission will a gree with w17.at they are doing.
Commissioner Bundy said when goingalu~ough to achieve the bonus provision,
they will not be required to have all of their fiill engineered drawings an:d be able ,
to come to the Commission with a concept for approval with a proviso. He stated
this way they will not have to spend the money it costs to have engineered plans
done.
Mayor Maingot said the City also has the Citizen Awareness and Participation
Program (CAPP) in place. He stated what they would have, to present would be
similar to what tlze;y prepare iiutially for it.
Cominissioiier Cortes said this was encouraging acid attracting good development.
He stated they needed to be more proactive with Sur~Rail coming.
Ms. Bower said they were creating an e:avirorunent where a lot of flexibility was
bui Lt-in and you can get-the higher density and intensity.
Mayor Maingot suggested once this wa ;done using the City's webs:ite as a selling
tool to potential investors of what this City has to offer by way of faciaitatirlg their
development process and the flexibility to promote i:nteresi: for development
within t:he City.
Ms. Bower reviewed the lndustrial category. She said they now have the Artisan
Mixed=Use category and on the n:rap the-re is a big h~dustrial Area. She stated
instead of c:hanging the map, they were thinlci.ng fhe best way to approach adding
the Artisan type uses into the Industrial area would be to tweak existing Industrial
Land-Use category language by adding the Artisan uses, allowing retail, of:Eice,
and residential when it is in conjunction with an Industrial use. She said this was a
very important area to the City aiid they felt it would be better to tweak the
language rather than changing the name. 51.ie gave some examples o:i :Industrial
mixed with other types of uses.
- Commissioner Bundy said the City's strong industrial base lids kept the City in
goad shape. He stated they need to be careful so not to allow the Industrial area to
be overtaken by retail or residential development. PIF; stated hP thought they were
moving in the right direction with this in that any residential, retail, or office use
would have to be ancillary to Industrial. He said U~uted Parcel Service (UPS) and

Federal Express (FedEx)11ave not been significantly negatively :impacted by the
economy and Lozlgwood was extremely lucky to have them here:. He declared this
was going in the right direction.
Mayor Maingot inquired how Adult Entertainment would~fit.
Ms. Bower said the Comprehensive Plan does not provide for that type of use in
the Industrial Area and that was a conflict. She stated she would assume the
Commission would want to leave it in that Area, so they will zieed to tweak the
language.
Corrunissioner Bundy said he would want any changes to Adult Entertainment to
be fully vetted by the City Attorizey prior to coming to the City Commission.
Deputy Mayor Durso inquired if there was a way to. grandfather current
businesses in, but when they go away, that property gets turned into something
else.
Ms. Bower said one of the things they took away from the Work Session on the
Code was to make changes to the non-conforming sections of the Code. She
stated because of those changes, they may be grandfathering adult uses that they
don't want to. She said they were looking at some new language that would
actually have the 360 day grace period not apply to adult uses.
Deputy Mayor Durso said if the. new language doesn't allow for any growth in
that industry and they grandfather what is cul~•ently in the City boundaries, once
they go out of business, then that property would automatically fall back into the
new rules.
Commissioner Bundy said they currently do not have any adult entertainment in
the City. He stated by law they have to have an area designated that allows that
type of business.
Commissioner Sacleett inquired about the Island Lake District.
Ms. Bower said the Island Lalce District really doesn't envision itself as being
Industrial or Artisan, but it has an Industrial future land-use category. She stated
they could take the Infill Mixed-Use or leave it Industrial with t ie provision they
could do Industrial or Artisan. .
Discussion was held regarding a large parcel of Land in this area.. and the access to
the property.
Ms. Bower said she would.need direction from the Commission. regarding the
land-use. for this area. ,

Deputy Mayor Durso said they all have had individual conversations at: on.e point
or another with people concerrlirig this land. He suggested staff meet with
appropriate people to try and get direction regarding this area before they set-up
the district or la~.id-use for this area.
Ms.:Bower said the enhanced I~idustri.a.l provides th.e most :flexibility to maintain
the Inchistrial uses and to bring in othej~ types of usES snore so than t;he Infill
Mixed.-Use. She suggested since they don't. lalow ~n~hat the future will hold and so
not to .pinpoint any particular use that they leave it as enhanced. hidustrial.
Mayor Maingot agreed that prior to locking themselves in that there should be
some homework done on this ~uea. He ..said Phis area provides for a tremendous
opportunity aiicl the research needs to be done.
Vl:s. Bower said sie did riot know how much inforniatiorr they would be able to
gather within the next couple of weeks and they were working with a tight
timeline.
Commissioner Bundy suggested a brief conversation with the property o~~rlers as
to w11at they would prefer iiutially in r~;gards to the availability for uses.
Commissioner Cortes said he agreed with Commissioner Bundy. He stated part of
the eight steps of comprehensive plam::ing was stating the goals, collection of the
data,. and using the data to get what the City wants.
NJ:ayor Maingot said he agreed with th~~ consensus, but asked staff to review the
documents and do the revitalized homework on it.
N1:s. Bower reviewed the timeline. She said they had the City Conmzission VJor1c
Session in January, it will go to Land Planning Agency (Ll?A) in February, and
they Hope to take it to the second Com~nissiorl Meeting in :Cebruary with a late
February or early March transmittal to:DCA. She stated Dt?A will have until the
middle of May to provide their report, the City will respond and the adoption.
hearing should be sometime in June. She said DCA. will review in Auo;ust and
make their cornrrlents. She advised they were looking at the changes being
effective in mid-September.
Corrunissioner Cortes inquired if the City was doing anything regarding Senate
B:i.ll 360 in the concui-~~ency of our Comprehensive Plan.
1Va. Bower said the way Senate Bill 3E;0 was set up, the City qualifies to be
:Transportation Exception Area. She stated the only way we can. do that is by
amending our Comprehensive P1a,1 to take out all of the concurrency
requirements for transportation and ac-~:ually designate ourselves a Transportation
Concur7•ency Exception Area (TCEA). She said they also plan on placing that
language in this adoption. Slie stated tl.~.ere was still. the issue of mobility fees acid
those have to be coordinated with the ~~ounty. She said they would put in all of
the language the City needs to be a TCEA and she will include policy language
that we will coordinate with the Cowlty on implementation of n~.ohility fees.
Commissioner Cortes said several counties and municipalities were looking to get
Senate Bill 360 repealed. He inquired how that might affect this after going
through these changes.
Ms. Bower.said they were planning oil removing the concurrency on
transportation and adding a Transportation Exception Area which was a good
thing for the City. the stated even if Senate Bi11360 is repealed, we still can
designate parts of our City as TCEA. ,
Commissioner Bundy said he leas talked with a couple of the legislatures and the
legislature is not going to repeal it. He stated they have heard some of the
complaints and will tweak it. He said they are. hearing that in some cormnunities it
is a good thing. He stated some parts are good for us and others are not. He said if
it is struck down by the courts, then it would automatically remove that front the
Comprehensive Plan.
Mayor Maingot said in doing what has been proposed .gives the City a better
marketable flexibility and opportunity to encourage developers to the City.
Commissioner Buiidy said whether or not Amendment ITT passes, this will place
the. City in a good position overall from a marketability standpoint. He stated if it
does pass, any City that does not do this will be behind the curve once the
economy improves.
