She ,said it was basically the same as the Cure Plan the Cominissiarl approved. She reviewed the revisions and said they were requesting a waiver to the setback requirements which are the same as the Cure Plan. She stated staff had a couple of conditions they would like to have placed if the Commission approves it. She said the sight triangle .should be indicated correctly on the plan. The plan should identify the proposed sign and meet the current standards in the Longwood Development Code. Mayor Maingot inquired if this plan has been discussed with FDOT. Felecia Ziegler, Esquire, Law Firm of Harris, Harris, Bauerle and' Sharma, 1201 East Robinson S treat, Orlando, said she represents Dr. Richard Marrinson, Owner of the Longwood Veterinary Clinic. She stated this was the last-item they were working on with FDOT to get resolved. She said they felt their sign location was~a better location than that proposed by FDOT. She advised their drawing was scaled by using one of the surveys and their distances are more accurate. She affirmed if this plan. is approved, they can go forward with their. settlement with FDOT. Corrunissioner Bundy inquired if this was going to result in any higher or lower settlement with FDOT if going with the Proposed Plan. Ms. Zie ler said there was no additional compensation being claimed as the result of one Clue versus the Alternate Cure prepared and sought by the property owner., She stated she was here to protect the property owner so he can get the Cure Plan that works best for restoring the utility to his. site and provide a safe and appropriate plan for his business. She advised the waiver they are seeking is specifically to the landscape buffer from 10 feet to 7.1 feet and 7.7 feet across Parcel 13~. 1VIr. Langley advised the Ordinance does provide for the process for the property owner to come in and aslc for an alternative cure plan to be approved vy the Commission. , Colmnissioner Bundy moved to approve the Proposed Ciue Plan with staff conditions: 1) the sight triangle should be indicated correctly on the plan, and 2) plan should identify that proposed sign shall meet all current standards of tfie Land Development Code. He said there were one hundred twenty five (125) teachers in Seminole County that were classified within the Teacher's of Excellence category and they scored number one (#1) throughout the entire United States. Mayor Maingot said the City has frozen as much.as they could in ternls of overtime expenses and salaries. He stated he would. like to extend that further and as of now would like a complete freeze on any further hiring. He said the City Administrator could bring a position before the Commission to collectively determine if that position is required. ~Mr. Langley inquired if there were any current positions that were budgeted to be filled. Ms. Powell advised there were one Police Officer position, and one Public Works position to be filled. Mr. Langley suggested if that way the direction of the Commission that the motion would ve to .give direction to the,Administrator~to bring back a budget amendment that would impose a Luring freeze. Mayor Maingot moved for the City Administrator to'bru~.g back to the Conunission at the next Commission Meeting a budget amendment which will indicate a freeze on any further hiring with immediate effect. in the City of Longwood. Also to incorporate that if someflung happens and the CC 02-01-10/32 Administrator can convince tb_e Cornmissio:n t11e position is a deimite requirement, the Commission can address it. Ms. Powell inquired if she wou:(d be bringing back a:n ordinance that would state these is a hiring freeze. Mr. Langley said if there were line items in the Budget for positions t11a~i effi~ctively will be eliminated because oE'this hiring i'reeze, she would modif-~~ the Budget to take out the salaries for those positions. Ms. Powell said if there was a need to fill those positions in the future, then she would need to bring back another budge;t amendment in order to reiristat:e those positions. Mr. Langley responded in the affirmative. He advised the other way woulc(be the City Administrator as the Chief Executive ®fficer could on :(ter own decide not to fill those positions.
