Diu•ing the latter part of 2009, most of the focus was on whether: or not SurlRail was going to pass and it finally passed in December. She stated at their February 2atl' Meeting of MetroPlan, she gave a presentation of the City of Longwood's plan for their SuriRail Station and the suerounding area. S11e was approached by MetroPlan about rnakir:ig this presentation as Longwood has the most advanced plan in the area. She said they hoped this would encourage other cities along the route to step up their plans for their respective stations and encourage more cormriurucation and understanding between their citizens, local officials, and MetroPlan. She advised a large part of Metroi'larl's focus this year is going to be on pedestrian safety. She. stated MetroPlan was considering requiring a pedestrian impact statement for all fiiture transportation projects. She said MetroPlan encourages input from citizens and officials on this subject and was happy to meet with conununity groups; homeowner associations, business groups, or other local groups interested in knowing more about this. He stated after being very involved with the City, serving on City boards over the last twenty five (25) years, it was an extremely hard decision to make. He said tonight he wanted to come before the Conunssion and say thank you. He staled he lias come before the City Commission over the years with many questions and complaints. Every Limo the question was answered quickly or the problem fixed. He said he has also come to Ms. Mires and Ms. Powell many Times and received nothing but the utmost respect and he thaz~l{ed them. He stated Chief 3ackson lias always answered his questions in the most professional manner possible. Ike said if it was not for the City on Christmas two years ago, his children would not have had Christmas. He thai~lced City staff who has been very helpful to his family. Seconded by Deputy Mayor Dllr S O. Mr. Langley said he reviewed the Agreement and had some suggestions to go back to FDOT and aslc if they would be agreeable to these changes. He suggested on Page 2, Paragraph 3 was the indemnification and hold harrriless provision where the City indelrlnifies the. Department for negli~;enee. He suggested establishing a maximum limitation on our liability to. be $100,000/$200,000 cap under the sovereign iminuluty statute so it is clear the City doesn't have any obligation above those soverf>ign ilmnlu~ity caps. On Paragraph 11, he .suggested adding a subsection "(C)" to allow the City to have the right to terminate the Agreement upon its notice to FDOT. He pointed out that FDOT does have the option to terminate, but the City was locked into tluee years. He said if the C<~mmission was inclined to approve the contract, they could approve it subject to these changes if the Commission sees them fit. He stated if for some .reason FDOT does not agree to That, then the Colnlnission could allow the Mayor and City Administrator to sign it as is. Commissioner Cortes moved to amend the motion with the provisions as stated by the City Attorney. Seconded by Commissioner Bundy and carried by a unallilnotls roll call vote. Due to the rain, they have not been able to get final restoration on the project. Colnlnissioner Sacl~ett reported the stop sign at `T1laines Circle in Tylers Cove Subdivision seems to be working. Commissioner Sackett reported Relay for Life will beheld this next weekend at Lyman High School. He said if people can, stop by and colliribute to the American Cancer Society. He stated he was at Candyland this past weekend algid Babe Ruth had a pseudo grand opening and it was much better than the rained out CC 03-15-10/6 event. He said Fifty (5.0) Days ofTitiiess just ended and there were 2,200 people. participating in this area at Lyman High School every Sunday. Con~xnissoner ~Sacleett inquired if there was going to be a Budget V~Zork Session in IVlay and said he had a lot of questions. Ms. Powell responded in the affirmative. She said they were available if lie would like to meet. She stated in May they would be providing the Commission with the financial updates on this year's Budget that the Commission has requested. She said Budget VJorlc Sessions will begin in June to discuss next year's Budget. Conunissioner Sackett referenced a letter from Mr. Raybtii-~i retarding Publix and the Pic-n-Save lot. Ike said he had other contact people from Publix. Commissioner Sackett. said the multi-comprehensive documents on the. Request for Proposal (RFP) for Professional Consulting Services was what he had wished they had seen at the last Meeting. He stated the City Commission tools this action because they didn't have this nfoi7nation. He suggested the next tiizie that these were the attachments he would like to see. If~n~4~°Iet Mlle Mayor Maintot reported he attended the Relay For Life Meeting on March btl' by the Longwood Area Chamber of Commerce. Ide said he was away the last couple of days and he was very concei-~led about the rain they were having Here in Longwood. He spoke with the City Administrator who asstued him everything was being taken care of and was under control. He thar~k~ed all those concerned for taping appropriate action. ~gstli apt ~~o Deputy Mayor Durso reported he has heard from a number of constituents in his neighborhood recently with regards to school buses. I-Ie requested the City Administrator contact the School Board with regards to school buses cutting through the neighborhood and they were not going the speed limit. He said at the recent MetroPlan Mmucipal Advisory Committee, he was appointed to the Train Transportation Issue Sub-Coirunittee. He stated this was a Committee that has been created to deal with safety and quality of life issues relating to Commuter Rail. He said he traveled through the City to see how well we were fairing. He stated one area at Reider Avenue where the .retention pond is that belongs to the County concerned l~im as it was high and.flowing from the pond into the canal. He suggested the City Commission aslc the County to address that retention pond. He said throughout the City he saw City staff working and they did a great job. CC 03-15-10/69 Cormnissioner Cortes welcomed the Poy Scouts in attendance at the Commission Meeting. He: said he was concenied regarding the Red Light Camera Legislation. FIe stated no one has mentioned who was going to pay for the installation and maintenance of the cameras. Ms. Powell said at the next. He said the storrnwater system was flowing well to handle the amount of rain we had i.il a short period of time. He stated Mr. Peters was looking at the possibility of adding a swahe in the Candyland Park area and it went away. He said every time we have a significant rain the ball fields get saturated and all of that water runs out towards .Grant Street. He inquired about. the Health Fair and if it was for everybody.
