Call to Order: Ms. Bower welcomed everyone at 10:00 a.m. and thanked them for
being here.

Presentation: Dr. Clifford R. Bragdon said he was very excited to see a community that
is concerned about its history and also about its future. IIe stated that he would be talking
about a new approach for enhancing planning, mobility and economic development. He
said the City of Longwood could become a national model. He reviewed his credentials
and affirmed he has brought in about $60 million in grants in his lifetime. He said he
would like to work on a grant here.
Dr. Bragdon said we are a drive thru society. He stated we are spending almost $1 billion
a year on gridlock in this country. He said congestion was costing us six (6 %) percent of
this nation's Gross Domestic Product (GDP). He affirmed congestion needs to be
addressed. We are reaching what.hecalls spatial pollution and he reviewed the population
per square mile in various countries. ,He said fifty (50%) percent of the world was now in
cities and approximately ninety (90%) percent of the people in the United States were
now in cities. He stated the South Florida corridor, Interstate 95 from Palm Beach to
Miami was the sixth largest urban area in the United States. The average house size in
1970 was 1,645 square feet and this has increased thirty -two (32%) percent since 1970. .
He predicted we will have electro- hydrogen power by 2020. He said that spatial
management was going to be the key. He stated we are supersizing the environment we
are living in and we can't afford to do that. ,

Dr. Bragdon said we need neoteric planning. We need global resilience which includes
four principals of safety, security, health, and sustainability. He advised he had a meeting
scheduled with Mr. Ted Turner next week who has a $300 million green bank he is using
to do projects of significance. He said his motto was "Historic Futurism ", which is
merging the past with the future. He declared this was the position in Longwood. His
principal is to take a new approach to planning. It first has to be three - dimensional,
secondly it has to be 24/7, and thirdly, we need five senses. He stated we have been doing
• titanic planning which is two- dimensional planning. He said planners were not doing
much spatial planning in this area. He stated space is a finite resource. We have
urbanized sprawl as we build for single land uses and single purposes. He armed every
state has adopted this program. He showed a slide of a multiple use water tower that has
an observatory, museum, restaurant, microwave relay, and is an existing water tower with
gothic architecture. He reviewed various multiple uses of space. I=Ie discussed rooftop
master planning and various uses for rooftops such as hydroponics gardening. He
declared this was an area that needed to be examined. IIe discussed parking garages and
mixed -use that could be utilized to make the space unique. He reiterated we need to look
at all five senses when designing.
Dr. Bragdon said we need to develop an intermodal plan. The five modes are land, rail,
waterborne, aviation, and electronic. He said Central Florida was doing their job well in .
one area. He stated urban mobility was the key to economic development. He said this
was where Longwood could influence Winter Springs, and many other communities that
are partnered in this corridor with ideas that could stimulate Longwood. He said we need
to be integrated with safe, secure, sustainable, efficient movement of people, goods,
resources, and information. He stated he was suggesting a diet cities solution with
smarter vehicles and infrastructure, interoperability integrated logistics, energy
efficiency, spatial sensory temporal planning, enhanced cost - benefit, intermodal
transport, and resilience. He stated if done properly, Longwood could set the pace.
Dr. Bragdon reviewed an Intermodal Transportation Simulation System (ITSS) that he
developed, invented, and had the patent on. He said you can't work with one mode; they
all have to be linked together. He showed projects he worked on for total modal
integration. He reviewed a total modal station concept he worked on for Tri -Rail. He was
the first person to develop three - dimensional simulations for cities. He discussed multi -
sensory master planning and showed a slide for a proposed fusion theater for global
preparedness to be built on Merritt Island. This facility will be a multi- sensory stimuli for
sound, taste; touch, visual, and vibration. It will have a 360° screen and fully rotational.
He created a Dimensional Reality Envisioning and Multi- Sensory (DREAMS) Suite that
is a state -of -the -art four - simulation facility that could be used in dealing with issues like
strategic planning, economic development, and what -if scenarios. He declared we need
out -of -box thinking to make things happen. We need to create an integrated system of
mobility that is called interoperability. He stated that mixed -use development of
transportation and space use is exciting_ He said thirty-three (33%) percent of the United
States population want to live in mixed -use development communities, but only one (1 %)
percent of our residential areas have these characteristics. He stated what the Cityof •
Longwood was doing for this station site was representation of what people want to have.
He said Longwood was ahead of the curve because they are looking at integrating these

things together. He commended the community and consultants for looking into the
future, but integrating the past.

Dr. Bragdon said we have either spatial consumers who are fat and inefficient, or we
have spatial conservers who are lean and efficient. He declared we need to get rid of the
overweight and get into spatial conservation.
Dr. Bragdon reviewed various urban spatial growth and spatial conservation
recommendations such as: create a more balanced and integrated transportation system of
movement including infrastructure and equipment, and to incorporate virtual technology
in the planning /zoning process demonstrating best practices in three and four- dimensional.
He said there were some technologies. available that can be incorporated such as solar roof
shingles. He said franchise cities were happening all over the country and stated these are
faceless cities with no difference.
Dr. Bragdon said how to make Longwood a city of vision that makes people excited to
live in and visit was a challenge, but it could be done.
Dr. Brandon said that Florida Institute of Technology (FIT) has set up a global center for
preparedness and resilience. They have all kinds of corporations working with them on
natural disasters, human disasters that are accidental and intentional, and sustainable and
resilient infrastructure. He reviewed a slide for new terms to use as follows:

Dr. Bragdon said the goal is to preserve and enhance the economic and social integrity of
the United States by air, land, sea, and space.
Mayor Maingot shared a formula of 400 cars = 8 buses = 1 commuter train with regards
to the transportation element. He stated Longwood was very visionary and he works with
four other great Commissioners with whom they can have discussions and at the end they
come together to move forward. He said he was speaking with Mayor Buddy Dyer earlier
today who said in all of his talks regarding SunRail he uses Longwood as an example for
the way to go. He declared you have to have passion, conviction of your courage, and
havethe vision to move forward. He stated that Longwood's Charter prohibits the City

from borrowing money or going out for bonds without a referendum. This forces
Longwood to live on a diet with the funds we have to work with. He said the other
alternative is public and private partnerships. He stated Longwood saw our commuter rail
station as being a unique opportunity to take something and lead the way.
Dr. Bragdon said there were some public funds and there may be some foundations that
• he would be looking into. He reviewed various clips from simulations they had prepared.
Ms. Bower asked Dr. Bragdon to talk about his ideas on partnering.
Dr. Bragdon said he was Vice President of FIT and they have Florida Technology
Consulting where they can bring in people with certain skills to work on a project and go
after a proposal of grant.
Ryan von Weller, Orange. Crown Holdings, thanked everyone for coming and thanked
Dr. Bragdon for driving over. He said they looked at a multitude of universities within
the region, both private and public, that had a good grasp of what they were trying to
accomplish. He said that FIT was a great fit, He stated it was their goal to have FIT with
a lasting presence in the City of Longwood that is beyond consulting, with an education
component comprised in the development. He said the federal government was now
creating initiatives and huge sums of money for communities that are exemplifying
sustainability and resiliency in their planning for not only transportation, but also within
their master planning. He stated with regards to intermodal transportation and Longwood,
the Orlando Sanford Airport was well within distance of Longwood's station. He said
with all of the work they have all done with SunRail and the mixed -use development, that
it will come down to the next six months to a year to get this plan finalized. He stated
they still had so much creative flexibility in a way to make this work, and they are very
excited about all coming together.

Mayor Maingot thanked everyone for coming and for this presentation. He said they were
all hungry for increasing their knowledge as to how to come to the best decision as to
what should be done in terms of sustainability. He stated after collectively making the
investment, how should it continue on in moving into the future. He said the City of
Longwood has an open mind and they need to move toward the future.
