Deputy Mayor Bundy called the meeting to order at 5:30 p.m. CC 06 -12- 12/157 ]Vote: Due to the City of Longwood's audio system malfunctioning, there was not any audio recording of the Joint Work Session. 2. DISCUSSION ON ESTABLISHING AN EMPLOYEE HEALTH CLINIC. Deputy Mayor Bundy welcomed the officials from the City of Lake Mary and thanked them for agreeing to attend a Joint Work Session with the City of Longwood to discuss an Employee Health Center Program. Mayor Mealor said he welcomed the opportunity to meet tonight and thanked the City of Longwood for hosting. Mr. Williams introduced the attendees from CareHere! and gave a brief overview of the purpose of the Joint Work Session. Ms. Sova spoke and presented a brief update on the City of Lake Mary's position regarding an Employee Health Center Program. Mr. Sandberg, Account Manager with CareHere! introduced himself and his Associates, Mr. Brian Branham, Vice President with CareHere! and Mr. John Watson, Director of Strategic Development CareHere!. Mr. Sandberg presented a PowerPoint presentation entitled "Employee Health Center Program Overview ". Commissioner Maingot noted that the City of Oviedo's set -up cost was $200,000. Mr. Sandberg said the average set -up cost could be anywhere from $25,000 on up. He recommended having two (2) separate facilities and to stagger schedules at each facility having one facility available at all times. Commissioner Durso asked Ms. Sova if they had done a bid for an Employee Health Center Program. Ms. Sova responded in the negative. Deputy Mayor Bundy asked if they had looked at Longwood's former Fire Administration building as a location. Mr. Williams responded in the affirmative. Commissioner Maingot stated that it made sense to consolidate to one (1) location instead of two (2) facilities. Mr. Sandberg responded that CareHere! would do a GeoMap by the employees' zip code to determine the best location. Commissioner Durso left the meeting at 6:16 p.m. and returned at 6:18 p.m. Commissioner Maingot asked if they could enter into an Interlocal Agreement with other cities where CareHere! had facilities. Mr. Sandberg stated that may be an option. Commissioner Maingot said he wanted a detailed listing of what type of physicals the City provides to the City's Fire and Police personnel. Ms. Sova said they do not provide physicals for their Fire and Police personnel. Ms. Broadway asked how much the initial cost would be to set -up a medical prescription inventory. Ms. Sandberg stated it would be $6,000. Commissioner Cortes asked who pays for the medical malpractice insurance. Mr. Sandberg said the City would not be liable; the doctors would carry their own malpractice insurance. Commissioner Cortes asked if they would stock controlled substances. Mr. Sandberg responded in the negative. He stated that employees at the medical facility could be contracted employees and not city employees. He said the lab did all the blood draws on -site and they have a deal with Laboratory Corporation of America (LabCorp) who does the results. Commissioner Lucarelli inquired how the doctors were recruited. Mr. Sandberg responded; they were hired according to their experience and qualifications. He noted they do background checks on all their hires. Commissioner Plank asked where the savings was if the employees use this Program. Mr. Sandberg stated in the lab and prescription costs. Commissioner Durso asked if the Program replaces their regular insurance plan. I Mr. Sandberg responded in the negative and stated the Program was a supplement. Commissioner Cortes asked if the program was mandatory. Mr. Sandberg responded they would not recommend it to be mandatory, and participation should be voluntary. Commissioner Cortes stated they would pay $23 per employee weather they participate or not. Deputy Mayor Bundy stated there were incentives to participate and noted they could tweak the benefits if they participate versus non - participate. Commissioner Maingot stated in -house visits bring the costs down. Deputy Mayor Bundy stated that the City Administrator, Mr. Williams, was looking for a consensus from the Commission. Ms. Sova said she had a Request for Proposal (RF -P) from the City of Leesburg. Mayor Mealor noted their next Commission Meeting was on June 21, 2012 and they needed to move forward. Deputy Mayor Bundy said for Mr. Williams to go forward with working with the City of Lake Mary and piggyback using CareHere! 3. ADJOURN.
