L (CALL TO ORDER. Mayor Sackett called the meeting to order at 7:01
p.m.
2. A moment of SILENT MEDITATION was followed by the PLEDG E
OF ALLEGIANCE.
3. COMMUNITY ANNOUNCEMENTS. Ms. Mirus read the following
announcements:
A. Celebrate the Season will he held on Friday, December 7, 2012
from 6 :00 p m . to 9.00 p.m. in the Downtown Historic District.
There will he performances, food from around the would,
crafts for the children to create, a chance to visit with Santa
and Mrs. Clause, and the lighting of the tree (6:15 p.m.).
Igo The "Downtown Longwood Cruise In" Car Show will be held
on Saturday, December l➢, 2012 from J,.00 P.m. un'dl 7.00 p.m.
in the Historic District of Longwood located off of Church
Avenue.

i. 1VII -YOR AND COMMISSIONERS' SPORT.
District Deputy Mayor Maingot asked everyone to pay attention to a
commercial he showed on the screen. After showing the commercial, he
said that was for the Florida Lottery and there was absolutely no mention
or recognition or credit given to the City of Longwood where it was
filmed. He noted the signs were removed prior to the filming of the
commercial. He knows they went through the process of geeing the
permit in order to do this, but he said it really irked him that they have a
large moneymaking organization that makes millions of dollars with their
lottery, and they were being like Santa Claus providing our location to
shoot that commercial without one (l) credit being given to the historic
area in the City. He said they .night have other opportunities with the
advent of the Transient Oriented Development (TOD), Leiter Park, Car
Show, Candyland Park or wherever it was. He stated he would like to
strongly suggest in the future that they do not provide "freeness" to any
people that want to use any of the locations and /or facilities to promote
Anything other than giving the City credit. He said that should be carefully
documented in the permit agreement, and wherever possible, they should
approve of whatever credit was going to be given and not leaving it up to
the production people to do that. Thirdly, they should seek an opportunity
at a later date if they wish to use any part of the commercial in any
promotion they want to make to a business group or anyone else, and with
proper concurrence, we should be able to make use of that. He said he
feels they lost a tremendous opportunity for getting some real good
exposure for the Historic District. The more people they have coming into
the City, the more it will benefit everybody. He thanked the City Cleric for
showing it to the other Commissioners because he feels it was too
important to let it go by.
Deputy Mayor Maingot also thanked Commissioner Durso for substituting
for him at the Council of Local Governments in Seminole County
(CALNO) Meeting. He said each of them was given a schedule of the
Longwood Caroling Group. He said this year it was on Saturday,
December 8 meeting at City Hall at 8:30 a.m. and singing at 9:00 a.m.
He invited everyone to come and sing with them.
Deputy Mayor Maingot said to Commissioner Bundy that since their last
meeting, he checked on the entranceway to the Barrington subdivision,
and said that lady has every reason to be annoyed because regardless of
what grass was there, the maintenance was horrible. He noted it was full
of weeds and it had been mowed when vet, and had left a lot of track
.narks. He said those things can be cured. He said the same Argentine
Bahia that was there was the same that the former Public Works

Director /City Engineer, Mr. John Peters put down in back, and looks very
good. He stated when the weed program was finished, there was specific
fertilizer for Bahia grass to put down. He noted they cannot use the salve
fertilizer that they use for Floratam grasses.
Deputy Mayor Maingot said lastly, regarding Rangeline Road area they
call Mudd Lake, the brush on the right hand side was about to take over
the entire right -of -way. He said it needed severe cutting back to the power
pole.
District 42. Commissioner Durso said he would like to know who the
culprit was on staff that thought it would be funny to leave these particular
candies in his mailbox after the beating they took from the University of
Florida a couple of weeks ago. He said he wanted to thank the City
Administrator and the Police Chief for their cooperation with the traffic
calming in his neighborhood. He said they put up a dozen stop signs, and
his neighbors could not be happier. Ike said lie has received telephone
calls and visits just to say "thank you" for the fact that the signs were up.
They seem to have had some effect because the people, who focused on
making him aware of this issue, were very satisfied. He stated that
regarding the Tri- County League of Cities, they had their Board of
Directors meeting and adopted their legislative agenda. Ife said it mirrors
the legislative agenda of the Florida League of Cities. He noted the only
difference was that they added Neighborhood Improvement Districts
because that piece of legislation was missing, so they added it. He said
when he gets the comprehensive electronic mail from Ms. Marilyn Crotty;
he will get it to the Administrator to be disseminated to everyone else. He
said they have adopted eleven (11) priorities that mirror those of the
Florida League of Cities.
District M, Commissioner Cortes said to the Administrator that he
noticed since construction had begun on the double tracking and they were
slowing down the trains along the different stops, he asked if it was
affecting their response: times. He asked if there was a timetable to endure
this because it was affecting his business. He noted then; trains were going
real slow and the cargo trains were taking forever to pass.
Chief Gulbrandsen said the Amtrak train that hit the dump truck in Grange
County not long ago was going through the community at a slower rate
that same day. He said those kinds of incidents were very much a
potential. He said that incident with the dump truck could have occurred
here at Ronald Reagan (County Road 427) or State Road 434
easily. As soon as they earl, they update that on a daily basis because it
was not always following the schedule that has been released.
Mayor Sackett asked if it was close to the schedule.

Chief Gulbrandsen said so far, with just,a few weeks into that schedule, it
appeals to be, but if they brow of any changes, they will let the
Administrator know so there can be follow -up to the Board.
Mayor Sackett said it seems to be pretty proactive.
Commissioner Bundy said he thinks they were running slow, but he said
they were running a lot more cars hooked up to those trains. He said they
may be losing time on their schedules, so they were lengthening those
trains.
Chief Gulbrandsen said Battalion Chief Leonard Turner was on duty
tomorrow. He said within the last week, he contacted him and Iet him
know he had contacted the CSX Corporation directly because of the two
(2) train issues and the fact that one (1) was blocking. He did get it to be
moved. He said he would be meeting with him tomorrow and he will
assign him as the Liaison with the CSX.
Commissioner Durso said he wanted to add to his report about the quiet
zones. He said Chairman Bob Dallari of Seminole County Government
and he were planning on making a few presentations on a number of the
legislative committees in an attempt to get Congressman John Mica and
the local MFO and some other funding sources to step up. He said not
only will the funding be covered for,the planning of those particular items,
but they were looking for the actual funding for develop, rolling it into the
bigger cost so that it was cheaper now. He said it was very much akin to
building a house and then deciding if they want to add on, as opposed to
knowing they were going to need an add -on and drawing the plans
accordingly. He said so they were trying to move that as quickly as they
can and acquire something that will become like a little pet project for him
at MletroPlan. It was something that he talks about with them on a regular
basis, so as those things move forward, he will let them know.
District i Commissioner Bundy said he, wanted to thank everyone for
all the well wishes he. and his wife have received over the last couple of
.weeks. He said everything was going well, and the encouraging thing the
Oncologist told them was the cancer was very treatable, so they were both
in very ,good spirits. He said the other thing was regarding the Tri- County
League, they have a. pilot project to build more intensive relationships with
the legislative delegation and with the staff in Tallahassee. He said the
first meeting will be December 12 ", and he and Commissioner Durso will
keep their posted on that.
ILD7striet ;V o Mayor Sackett said being Mayor was fun at this time of year
because he was invited to a lot of Christmas parties going on. He said
there have been quite a few, and it has been nice to meet all the people.
He said there was one (1) thing coming up, and it was Winsor Manor who
was looki ng at possibly coming under an assessment. It was in the infancy

stage. He said Boy Scouts had their Wolves Become Tigers Event, and he
was invited for the celebration at Longwood Elementary School. He said
it was wonderful to see the School being used like that.
Mayor Sackett said good input on that commercial. He stated everyone he
saw knew that the commercial was Longwood's Community Building, and
he appreciated the comments on that. Mayor Sackett said he would bring
fifteen (15) adults to the caroling. He said breakfast was on December
12 "'. He said this time of year there were some families at Woodlands
Elementary School that would like a bicycle for Christmas. I-To said he
called on the Police Chief, and lie came through with those children's
needs for a bicycle. He asked Commissioner Bundy if lie was on the
School Rezoning Group.
Commissioner Bundy responded in the negative. He stated he was on the
School Public Facilities Committee.
Mayor Sackett said regarding the rezoning that was happening now, he
thinks they have to be very aware of what was happening. He said for
instance, Sable Point was not on the map for a rezone. But all of a sudden
Woodlands Elementary School was and also Winter Springs Elementary
School. He said here go those Longwood children again, and he said he
thinks they need to roar and say these children have already been uprooted
one (1) time, and see what they can do to protect them. He said it was in
the early stages of rezoning, but not that early, because it was supposed to
be done by springtime. He said they have to step -up and. say they have
already been affected once, and lost Longwood Elementary School. So,
stop playing around with their children.
Commissioner Fundy said this was something that he stresses quite a bit
because the facilities go hand -in -hand with the rezoning, and that was
before they make their final decision. He stated they were going to
prepare a report that will address some of those things. He said their next
meeting was December 20 t11
Mayor Sackett said there was a compassion for a Longwood child who
lives here that was routed there, and that was not right and educationally
sound or not right for the families.
Deputy Mayor Maingot said he thinks they ought to jump on that
immediately because if they wait until they make their decision, they
would be barking, but will not get results from that.
Mayor Sackett said he would be willing,to go to meetings on this, but they
seem to have them in clusters.
Commissioner Bundy said there were schedules out last week but lie was
confused abort them all.

Mayor Sackett said he would be willing to go to the one that belongs to
the Woodlands and Winter Springs..
Commissioner Cortes said if he can, they needed to remind thorn they
made a promise that they would not rezone students from Longwood. He
noted it was on record that they did promise hat.

9. CONSENT AGENDA.
A. Approve Minutes of the November 5, 20112 Regular- Meeting.
B. Approve the Monthly Expenditures for November 2012.
Commissioner Durso moved to approve the Consent
Agenda. Seconded by Commissioner Cortes and carried by
a unanimous roll call vote.
10. PUBLIC HEARINGS.
A. Lead by title only, Get December 17, 2012 as the public hearing
date, and approve the first reading of Ordinance No. 122000,
annending the Longwood Development Code Article 111,
Development Design Standards and the Longwood Design
Guidebook.
Mr. Langley announced having proof of publication for this Item.
He then read Ordinance No. 12 -2000 by title only.
Mayor Sackett opened the public hearing. No one spoke in faVOr
or in opposition to the Ordinance.
Commissioner Cortes moved to close the public hearing.
Seconded by Commissioner Bundy and carried by a
unanimous voice vote.
Commissioner Coates moved to accept the reading of
Ordinance No. 12 -2000 and set December 17, 2012 for the
second reading. Seconded by Deputy Mayor Maingot and
carried by a unanimous roll call - vote.
11. REGULAR BUSINESS.
A. Dead by title only and adopt lPesoluntion No. 12 -1326,
approving a Sustainable Communities Regional Planning
Grant Program Sub-Recipient Agreement for the Departrnnent
of Housing and Urban Development (HUD) Snstah - 1 ble
Communities Regional Planning Grant and quthornze the
Mayor to erecua:e any .required documents i°elated to this
Agreem -ent.

Mr. Langley read Resolution No. 121326 by title only.
Commissioner Durso moved to .adopt Resolution No. 12-
1326 to approve Sub- Recipient Agreement and authorize
the Mayor to execute any required documents related to the
Agreement. Seconded by Commissioner Cortes and carried
by a unanimous roll call vote.
B. Comm6sion acknowledgement and confirmatFon of a Citywide
Accident Review HGar d Policy.
Mr. Wi- lliams said he would'turn this over to the Human Resources
Manager, Ms. Wanda Broadway, who led the of - lorts in developing
the Citywide Accident Review Policy for presentation.
Mayor Sackett opened this up for questions.
Commissioner Bundy asked if this was going to be incorporated
into all the contract language with the Unions.
Ms. Broadway said she would give their some background on this.
She said the Accident Review Board Policy was modeled after the
one the Police Department uses. She said the Safety Committee
has representation from each of the tree (3) Unions, and they have
been working on this since May. She said they met in May, June,
July and September where they discussed this thoroughly, and they
all agreed to the Policy on September 7"', and then she contacted
the Unions on October l I to see if they had any input, and she
had no response. So, according to what she was told, everybody
was on board with this.
Commissioner Durso asked about Section E, Loss of Damage to
City Property pines, where it states: "If the loss /damage is the first
occurrence with a two (2) year period, the percentage assessed
shall be twenty five (25 %) percent of -'the cost of repair or
replacement, not to exceed fifty dollars ($50)." He asked why they
were doing this since the insurance picks up the tab for the
damage.
Ms. Broadway said they have a $1,000 deductible.
Commissioner Durso said that $50 would be assigned to the
deductible:.
Ms. Broadway responded in the affirmative.
Commissioner Durso said he understands the City has $1,000
deductible, so let's say the damage was $1,50.0. He stated. they

were only doing up to $50 as a penalty. He said if it was an honest
accident. But if sorneone was faulty on the job or was drunk, that
was a separate deal and they terminate there. He said honest
accidents do happen, so he was curious as to why was it so the
employee has some skin in the game. He asked was that the idea.
Ms. Broadway said it was for accountability. They will have gone
before the Review Board, consisting of the Supervisor and the
police officer involved, so they will go before their directors and
their peers.
Commissioner Durso said so there was a possibility that they will
not be assessed.
Ms. Broadway responded in the affirmative. If it was an honest
accident, it will not be their fault.
Mayor Sackett asked if she modeled this after the Police
Department, how many tunes have they had to fine someone $50
or something like that and does it happen often.
Chief I3ickson said to his knowledge he does not recall any
assessments that have gone above $125. So after a couple of
times, it seems to have gotten the message across.
Mr. Williams said if there was carelessness that was exhibited on
multiple occasions, they have the ability to assess the fees, plus
other progressive disciplinary measures.
Commissioner Bundy said he would hope that after the second or
third time, they might suggest they seek gainful employment
elsewhere because they obviously were having problems here.
Commissioner Cortes said he does not see anything where they
find there guilty and they fine them, was there any re- training
factor. He asked if that was incorporated in the Personnel Policy.
Ms. Broadway responded in the affirmative. She said they have
online training classes. If someone has had an automobile
accident, they have a drivers' safety class they put them through.
It was all online.
Mayor Sackett said under recommendations they have that, he
would like to see that maybe come through as the motion.
Commissioner Durso moved to confirm and acknowledge
[his Accident Review Policy with the effective date of

today. Seconded by Commissioner Cortes and carried by
unanimous roll call vote.
C. Read by title only, set December 17, 2012 as the public hearing
date, and approve the first reading of 0rdirnance No. 12 -1999,
irnpleuaendng changes to Chapter 1 - Section 1.A.01(G)(5)(1),
Section 1.A.02(A)(1)9 Chapter 3 - Section 3.04(B.3), Section
3.12(G), Section 3.15(li)(J)(1I-)(L), Chapter 4 - Section 4.19,
Chapters 9 and 10 Disciplinary Action and Gr°ievarnee
Procedure of the City of Longwood Personnel Policies and
Procedures.
Mr. Langley read Ordinance No. 12 -1999 by title only.
Commissioner Durso moved - to adopt Ordinance No. 12-
1999 and set December 17, 2012 as the public hearing date.
Seconded by Deputy Mayor Maingot.
Mr. Williams pointed out in reading the title, he noticed that
Chapter 3 was not referenced in the title, which provides for the
revision to the drug free workplace.
Mr. Langley said if they would allow hire to re -read it tonight with
those Chapters, then they can address it tonight instead of re -doing
it. He asked would it be for Chapters 3 and 4
Mr. Williams said it would be Chapter 3- Section. 3.04 (B.3),
Chapters 9 and l0A and B and Chapter 4.
Mr. Langley said he would make it Chapters 3 and 4- with no sub-
sections to make it easier, as well as Chapters 9, 10 and 11.
Mr. Langley re -read Ordinance No. 124999 by title only and
incorporated the noted changes to the title.
Commissioner Durso withdrew his motion. Second was
withdrawn by Deputy Mayor Maingot.
Commissioner Durso moved to adopt Ordinance No. 12-
1999 as correctly amended by the City Attorney and set
December 17, 2012 as the public hearing date. Seconded
by Deputy Mayor Maingot and carried by a unanimous roll
call vote.
12. CLTY ATi�MMNJISTRATOR'S IRE PO T.
Mr. Williams said he would like to request authority to reimburse those
campaigns and candidates from the most recent: election that they withheld

for political sign deposits. From an intergovernmental relations
perspective, he said lie thinks it was beneficial for the City to consider
doing that, and he requests the City give him the authority to do so tonight.
Mayor Sackett inquired how many political sign permits were issued.
Mr. Williams deferred that inquiry to the City Clerk.
Commissioner Cortes said just having gone through this, he would like to
amend this somehow because there were some complaints that came from
a lot of people that the Administrator was asking them to return the $300,
and it was actually going to go to charity more than likely. He said the
issue was that a lot of campaigns were having a problem with the big
deposit because they cannot do anything with that money at the end of the
campaign other than donate it. He suggested in the future, trying to
recoup it more as an administrative fee up front and somehow balance it
better and use it campaign -wise somehow.
Mayor Sackett said there was probably a happy middle to it, but he said
there were a lot of people who did comply with it.
It was the consensus of the Commission to refund the $300 political sign
deposits.
Mr. Williams said they have received a request to extend the timeframe
for the Car Show for one (1) hour from 7:00 p.m. to 8:00 p.m.
Commissioner Bundy moved to extend the timeframe of
the Car Show. Seconded by Commissioner Cones and
carried by a unanimous voice vote.
113. CITY ATTORNEY'S REPORT. No report.
14. (CITY CLf,1,Rlia'S REPORT.
Mr. Mirus said to answer their question, from the August and November
Elections there were twenty -three (23) political sign permits issued.
Commissioner Fundy confessed to putting the special candy in
Commissioner Durso's mailbox.
