1. CALL TO ORDER Mayor Sackett called the special meeting to order at
5:00 p.m.
2. SPECIAL MEETING FOR THE PURPOSE OF DISCUSSING THE
SENIINOLE COUNTY TRANSPORTATION AND EDUCATION
INFRASTRUCTURE PLAN INTERLOCAL AGREEMENT, THE
2014 INFRASTRUCTURE SALES TAX AND PROPOSED
CAPITAL PROJECTS.
Mayor Sackett indicated there was one person present that wished to speak
in favor of the item.
Mr. John Horvath, 1004 Bradford Drive, Winter Park, Florida, said
remembered when Seminole County consisted of only 25,000 residents,
and now there are 430,000. He said that means a lot of cars and other
vehicles are on the road. He said the infrastructure has always been
important, and if they don't keep up with the infrastructure, it can go clown
in a hurry and will cost more to fix. He said the first tax issued in 1991
and some of those roads are already twenty-five (25) years old and ready
for some re -work. He said he remembers when County Road 427 was
only two lanes as well as some others which had bad curves on them. Be
said the first two tax cycles eliminated some of those bad situations. He
said they need to maintain their infrastructures. He pointed out how well
all the cities, the School Board and Seminole County work well together,
�— and they need to make sure all their citizens can travel safely. He said

SunRail has nothing to do with this, it is just for the roads and other
infrastructure needs in the various cities, the County and.the School
Board..
Mayor Sackett asked for a motion and then will open it for discussion.
Commissioner Cortes moved to approve the Seminole County
Transportation and Education Infrastructure Plan Interlocal
Agreement, the 2014 Infrastructure Sales Tax, and.Proposed
Capital Projects. Seconded by Commissioner Maingot.
Mr. Williams gave a background on the agreement and the projects that
have been identified.

Discussion ensued on the item.
Mayor Sackett said he had no problem with the sales tax going from six
(6%) to seven (7%) percent. He said it is in an effort for all of them
working together to improve this infrastructure. He said he would vote for
approval of the six (6%) percent rate increase to seven (7%) percent.
Commissioner Cortes asked Mr. Williams if any other cities have not
passed this Interlocal Agreement.
Mr.; Williams said all other cities have passed the agreement and they are the. last to pass it. He said the Chairman of the Board of County
Commissioners called and asked them to consider this in a Special
Meeting specifically so they could address all the cities passage of the
Interlocal Agreement at tomorrow's Board of County Commissioners
Meeting.
Deputy Mayor Durso commented that while he recognizes the importance
of the projects on this list and recognizes the fairness of a sales tax over a
millage increase, he has some general concerns about the split. He feels
there has been a lack of recognition that fifty (50%) percent of the people
that live in this county live in cities, and fifty (50%) percent live in the
county. He said while this is going for roads and taking care of county
roads within their City's boundaries, there are still significant projects
within the cities that are city responsibilities that will not,be addressed
with some of this money. He said he will support it because he recognizes
the importance of the overall projects and because the sales tax is
fairer than a millage increase. He .said he wanted to go on the record to
say he has some concerns about the fact that the cities continue to be on
the short end of the stick when it comes to dealing with the county or the
school board.
Commissioner Maingot agreed with Deputy Mayor Durso,

Mayor Sackett agreed as well. He said since they had that Mayors and
Managers Meeting where they had the first presentation, he praised Mr.
Williams and his team for trying to get it to a higher amount.
Mr. Williams said all the cities came to the table and expressed concerns
that time was of the essence. He thinks that as they get the; reauthorization
and moving forward for subsequent renewals, then they can try to increase
those percentages, but collectively, the cities met with the county and the
School Board, and all agreed that the nineteen point four (19.4%) percent
was something they would bring back to their respective Commissioners
and governing Board to get their recommended approval.
Motion carried with a unanimous roll call vote.
3. ADJOURN. Mayor Sackett adjourned the meeting at 5:13 p.m.
