1. CALL TO ORDER. Mayor Durso called the meeting to order at 7:00
p.m.
2. OPENING INVOCATION. Mr. Loren Kahle of Central Florida
Freethought Community gave the invocation.
3. THE PLEDGE OF ALLEGIANCE
11. PUBLIC HEARINGS. (PART 1)
A. Read by title only,set September 21,2015 as the public hearing
date, and approve the first reading of Ordinance No. 15-2068,
which fixes the tentative rate of ad valorem taxation for the
fiscal year commencing October 1,2015 and ending September
30,2016.

Mayor Durso read the following statement:
The City of Longwood hereby proposes for Fiscal Year 2015/2016
a millage rate of 5.500 per$1,000 of non-exempt assessed
valuation. Said rate is 2.26%higher than the rolled back rate of
5.3787 per$1,000 of non-exempt assessed valuation as computed
by Florida Statue 200.065.
Mayor Durso opened the public hearing. No one spoke in favor or
in opposition of Ordinance No. 15-2068.
Commissioner Sackett moved to close the public hearing.
Seconded by Commissioner Maingot and carried by a
unanimous voice vote.
Deputy Mayor Paris moved to approve Ordinance No. 15-
2068 as presented item 11A and set September 21, 2015 as
the public hearing date. Seconded by Commissioner
Weller and carried by a unanimous roll call vote.
B. Read by title only,set September 21,2015 as the public hearing
date,and approve the first reading of Ordinance No. 15-2069,
which adopts tentative revenues,expenditures and fund
balances for the City's fiscal year budget commencing October
1,2015 and ending September 30,2016.

Mayor Durso read the following amounts that reflect the
recommended changes:
General Fund: $19,510,023
Public Utilities $7,264,905
Public Facilities Improvement Fund: $3,631,211
Capital Projects $2,149,213
Stormwater Management $2,420,065
Other Funds $2,312,577
Total Resources $37,287,693
Mayor Durso opened the public hearing. No,one spoke in favor or
in opposition of Ordinance No. 15-2069.
Commissioner Sackett moved to close the public hearing.
Seconded by Commissioner Maingot and carried by a
unanimous voice vote.

Commissioner Maingot moved to approve the first reading
of Ordinance No. 15-2069 and set September 21, 2015 as
the public hearing date. Seconded by Deputy Mayor Paris
and carried by a unanimous roll call vote.
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcements.
A. The "Downtown Longwood Cruise-In" Car Show will be held
on Saturday, September 12, 2015 from 5:00 p.m. until 8:00
p.m. in the Historic District of Longwood located off of Church
Avenue.
B. Senior Matinee will be held on Wednesday, September 16,
2015 from 1:30 p.m. until 3:30 p.m., Longwood Community
Building, 200 West Warren Avenue. This month's feature is
"The Age of Adeline".
5. PROCLAMATIONS/RECOGNITIONS
A. District#4 Nomination of the Business Person of the Month
Award for September 2015.
Commissioner Weller nominated Discount Carpet&Tile, Inc. for
Business Person of the Month for September 2015. Seconded by
Commissioner Maingot and the nomination carried by a
unanimous voice vote.
6. BOARD APPOINTMENTS. None.
7. PUBLIC INPUT
A. Public Participation.
Ms. Trina Miah, 517 Seasons Court, Winter Springs,Florida. She said she
was there on behalf of her father who was shot on August 19th in
Longwood on Warren Avenue in his driveway. She said it has been three
weeks and they have no answers. She said she was there to ask for help
for her family to gather answers. She said they have been helping the
Detective and the Police Chief, gather information to find the suspect. Her
father lived in Longwood for ten years. She is asking the Commissioners
to help find an answer. She is also talking on behalf of the Longwood
residents to insure their safety because no one should die in front of their
house. She asked for help in finding justice for her family.
Mayor Durso expressed his condolences on behalf of the City to her and
her family. He assured her the Commission has been in constant contact
with their Police Chief and City Manager; and he knows they are doing
everything they can to follow up on leads in the investigation to try and
get her family justice.

8. MAYOR AND COMMISSIONERS' REPORT
District#1. Commissioner Maingot congratulated K-9 Corporal Ryan
Short,their new Public Information&Community Relations Officer.
He said this afternoon the new Seminole County Tourism logo was
approved by the County Commission,which is Orlando North Seminole
County. He said a while ago they discussed the question of inappropriate
action being taken regarding Cure Plans on State Road 434. He said they
requested follow up action to be taken.
Ms. Bower, Community Development Director said their Economic
Development Manager, Tom Krueger met with all the people who have
not brought their cure plans into compliance. She said of those only two
(2) are not moving forward, and they are in the process of turning those
two (2) over to Code Enforcement. She said everybody else is making
efforts to bring their properties into compliance and they should be done
relatively quickly.
Commissioner Maingot asked Ms. Bower about a number of State Road
434 businesses that have let their landscaping lapse.
Ms. Bower said she will turn his request over to Code Enforcement.
Commissioner Maingot said he has been working on signage for the City
and distributed a copy to the Commission. He explained his newest
sample. He said he will continue to work on a better presentation and
costing it out. He noted the Police Chief has been helping him a lot.
District#2. Mayor Durso congratulated Ryan Short. He said they had a
great event at the Habitat for Humanity new housing development and a
really good turnout. He said it is an unbelievably worthwhile project that
is expected to have a$4.7 million dollar economic impact to the City,with
job creations and a few new families that are going to be able to realize the
American dream. He announced he has been made Vice Chairman of the
Federal Action Strike Team,which is the body that lobbies Congress on
behalf of the Florida League of Cities. He thanked the City Manager and
staff for their efforts with Lyman High School regarding their speakers
and a few other issues.
District#3. Deputy Mayor Paris said two (2)weeks ago he was filling
sand bags at Public Works with the employees and gave them a thumbs up
and a big thank you. He said there is a stop sign at the train tracks,by the
Weston Project on Church Avenue and it is hard to see. He said it might
be a good idea to have a blinking light on the stop sign to bring attention
to that sign.
District#4. Commissioner Weller said he was told there was tree
trimming going on in Skylark and it was brought to his attention that there
are trees branches hanging over the sidewalk on Skylark Circle. He said

during the last budget meeting, it became apparent to him the City needs
to investigate a cost saving to the citizens from a merger of their Fire
Department and Seminole County's. He said their costs are going to go up
to maintain their Fire Department. He said shortly,they are going to have
to consider building a new fire station on Longwood Hills Road. This
would cost the City more money in taxes due to increased calls in support
of Seminole County because of the location of the station. He said this is
not including the new equipment having to be purchased due to their
recent and future economic development. He said Altamonte Springs,
Casselberry, and Winter Springs use Seminole County for their fire
service. Each of these cities is larger and has more tax revenue than
Longwood,but they have consolidated their Fire Department with
Seminole County. He stated what do they know, and we don't.
Longwood is the smallest city in Seminole County. He said they owe their
citizens to at least look at the possibility of consolidating their Fire
Department. He has spoken with fellow elected officials regarding
consolidation of their cities fire department with their county's fire
departments. He said from speaking with other City Commissioners he
said no drop in service has been seen from these mergers. Casselberry
also recently consolidated with Seminole County, and when they look at
the financial savings to their citizens, it was a no-brainer. He said it is
time to give their City Manager the authority to begin to have a
conversation with Seminole County to find out if consolidation would still
give their City an excellent Fire Department to depend on, eliminate
duplicate services,and save citizens tax dollars.
Commissioner Weller made a motion have their City Manager
begin discussions with Seminole County to see if there is a benefit
to have the City of Longwood's Fire Department consolidate
services with the Seminole County Fire Department. Seconded by
Commissioner Maingot.
Commissioner Sackett said they did this about eight(8) or nine (9) years
ago, and it was an overwhelming no from the City residents.
Motion failed by a two to three (2-3)roll call vote with Mayor
Durso,Deputy Mayor Paris and Commissioner Sackett voting nay.
District#5. Commissioner Sackett also congratulated Ryan Short. He
thanked the City Manager for getting the work done at Shadow Hill. He
also thanked city staff for checking on his father in-law,who is eighty-six
(86)years old. He takes a bicycle to the bus stop to pick up his
granddaughter and arrived early one day and they stopped to be sure he
was okay. He stated they have wonderful people working for the City. He
said the owner of Bike &Boards reminded him the equipment at the skate
park is starting to show its age. He asked that someone follow up with
him and maybe discuss ways to get grants and find other options to get
new equipment. He asked if they were doing anything for 9-11.

Mr. Williams said there will be a wreath and flags placed at the Heroes
Memorial.
Commissioner Sackett said he was biking around the City, and mentioned
the paint on the crossings looks worn out and asked if they could re-paint.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA
Mayor Durso stated at the recommendation of the City Manager, Item 1 lE
and 12C will be removed from the agenda.
It was the consensus from the Commission to removed Items 11E
and 12C from the agenda.
10. CONSENT AGENDA
A. Approve Minutes of the August 17,2015 Regular Meeting.
B. Approve the Monthly Expenditures for August 2015.
C. Approve a request for maintenance and disposal of
construction debris located at Air-Vac Station, 915 Longdale
Avenue.
D. Approval of an increase to purchase order#015628 in the
amount of$10,040 to Helping Hand Lawn Care,Inc. for
landscape maintenance work as well as estimated future work
on the assessed properties for Fiscal Year 2014/2015.
E. Approval of an increase to purchase order#015629 in the
amount of$4,831 to Helping Hand Lawn Care, Inc. for
mowing services as well as estimated future work on City
property for Fiscal Year 2014/2015.
Commissioner Maingot moved to approve Items 10A
through 10E. Seconded by Deputy Mayor Paris and carried
by a unanimous roll call vote.
11. PUBLIC HEARINGS
C. Read by title only and adopt Ordinance No. 15-2067,which
proposes an amendment to the Special Service Fees.
Mr. Langley read Ordinance 15-2067 by title only.
Mayor Durso opened the public hearing. No one spoke in favor or
opposition to Ordinance.

Seconded by Commissioner Maingot and carried by a
unanimous voice vote.
Deputy Mayor Paris moved to adopt Ordinance No. 15-
2067 as presented Item 11 C. Seconded by Commissioner
Maingot and carried by a unanimous roll call vote.
D. Read by title only and adopt Resolution No. 15-1382,which
confirms the annual non-ad valorem rolls for various
wastewater, road and neighborhood beautification
assessments.
Mr. Langley read Resolution No. 15-1382 by title only.
Mayor Durso opened the public hearing. No one spoke in favor or
opposition to the Ordinance.
Commissioner Maingot moved to close the public hearing.
Seconded by Deputy Mayor Paris and carried by a
unanimous voice vote.
Commissioner Maingot moved to adopt Resolution No. 15-
1382 as presented Item 11D. Seconded by Deputy Mayor
Paris and carried by a unanimous roll call vote.
Removed: E. City Commission to hear a public request and consider a
Historic District Demolition Application (#HD01-15) from
Oakwood Construction and Development to demolish a
"Contributing" Structure as Defined by the Longwood
Historic District Codebook at 116 West Bay Avenue.
12. REGULAR BUSINESS
A. Read by title only,set September 21,2015 as the public hearing
date,and approve the first reading of Ordinance No. 15-2070,
approving the extension of the Non-Exclusive Franchises for
the Collection of Commercial Solid Waste and/or Recovered
Materials for an additional twelve(12) months.

Deputy Mayor Paris moved to approve Ordinance No. 15-
2070 and set September 21, 2015 as the public hearing
date. Seconded by Commissioner Sackett and carried by a
unanimous roll call vote.

B. Read by title only and adopt Resolution No. 15-1384,adopting
Title VI/Non-Discrimination Policy and Plan which is required
for federal fund recipients.

1384. Seconded by Commissioner Maingot and carried by
a unanimous roll call vote.
Removed: C. Approval of a Wholesale Wastewater,Interconnect and Land
Purchase Agreement with the Florida Government Utility
Authority(FGUA).
D. Read by title only,set September 21,2015 as the public hearing
date and approve the first reading of Ordinance No. 15-2072,
which proposes an amendment to the City Charter concerning
Article III, Section 3.01(d)to change the term of City
Commission office from three years to four years and
amending such provision to establish term limits.

Deputy Mayor Paris moved to approve the first reading of
Ordinance No. 15-2072 and set September 21,2015 as the
public hearing date. Seconded by Commissioner Sackett.
Commissioner Maingot asked Mr. Langley if it is customary for
such things to be amended in the Ordinance and approved prior to
going to the public.
Mr. Langley said yes,under a state law,the only way to get a
Charter amendment to the ballot is through Commission action on
an Ordinance.
Commissioner Maingot asked if it is not approved by the
electorate,then this Ordinance becomes null and void.
Mr. Langley said it has no effect other than it provided a
mechanism to get it on the ballot.
Motion carried by a unanimous roll call vote.
