MINUTES
August 14, 2017

CALL TO ORDER. Mayor Durso called the meeting to order at 6:00
p.m.
Mr. Williams reminded everyone this is a workshop and no formal votes
will take place only consensus with respect to the special assessments. He
said special assessments are adopted by an initial and final resolution,
which defines the assessment. He said residents are notified by mail of
intent. He explained the City has established a policy that 60%resident
consensus is needed for proceeding to levying the assessment. Residents
are notified throughout this process. He said our intent is to give as much
autonomy to the residents as to what services they will receive. He said
the assessments program has been managed in the rears the same as
property taxes,which are paid in the rear-January 1st through December
31'. He said upon acceptance of the annual audit expenses,they are
compared to actual revenues and adjustments are made. He explained
they are here as well to discuss how staff should manage these
assessments moving forward. He said the City has to recoup the cost
increases for fiscal year 2015/2016. He said they may want to put in
mechanisms to control those costs. He said staff will be meeting quarterly
with the neighborhood point of contact to compare actual versus budgeted

expenses and hopefully control these cost. He noted the primary increase
is water consumption and they need to discuss what type of oversight we
want for this. Currently,we do not charge the assessment neighborhoods
for staff time,we have contemplated doing that because of the amount of
time that is being spent.
Mayor Durso took a roll call of the neighborhoods and their
representatives that were present.
Shadow Hill:
Ms. Snead gave a brief summary of the Special Assessment for the
Shadow Hill Subdivision.
Discussion ensued and one resident spoke voicing their concerns.
No objections from the Commission regarding the proposed rate.
Longwood Groves:
Ms. Snead gave a brief summary of the Special Assessment for Longwood
Groves Subdivision.
Discussion ensued and several residents spoke voicing their concerns.
No objections from the Commission regarding the proposed rate.
Golden Groves:
Ms. Snead gave a brief summary of the Special Assessment for Golden
Groves Subdivision.
Discussion ensued and Commissioner Maingot spoke voicing their
concerns.
No objections from the Commission regarding the proposed rate.
Sleepy Hollow:
Ms. Snead gave a brief summary of the Special Assessment for Sleepy
Hollow Subdivision.
Discussion ensued and a resident spoke voicing their concerns.
No objections from the Commission regarding the proposed rate.
Barrington:

Ms. Snead gave a brief summary of the Special Assessment for Barrington
Subdivision.
Discussion ensued and several residents spoke voicing their concerns.
Mayor Durso moved to decrease the amount from $12,404 to
$10,404 and change the rate from$11.25 per month to $15 48 per
month. Seconded by Deputy Mayor Sackett and carried by a
unanimous roll call vote.
Tiberon Cove:
Ms. Snead gave a brief summary of the Special Assessment for Tiberon
Cove Subdivision.
Discussion ensued and several residents spoke voicing their concerns.
Mayor Durso moved to reduce the annual rate of$17,120 to
$14,463 which reduces the monthly rate from$17.05 to $13.54.
Seconded by Deputy Mayor Sackett and carried by a unanimous
roll call vote.
Markham Hills:
Ms. Snead gave a brief summary of the Special Assessment for Markham
Hills Subdivision.
Discussion ensued and one resident spoke voicing their concerns.
Mayor Durso moved to reduce the monthly rate from$13.12 to
$11.74. Seconded by Deputy Mayor Sackett and carried by a
unanimous roll call vote.
Longwood Hills:
Ms. Snead gave a brief summary of the Special Assessment for Longwood
Hills Subdivision.
Discussion ensued no residents were present.
No objections from the Commission regarding the proposed rate.
ADJOURN. Mayor Durso adjourned the meeting at 8:34 p.m.
