Williams, City Manager Michelle Longo, City Clerk Troy Hickson, Director of Public Safety Chris Capizzi, Leasure Services Director Lisa Snead, Financial Services Director David Dowda, Interim Police Chief Chris Kintner, Community Development Director Chris Capizzi, Leisure Services Director Lee Ricci, Human Resources Director CALL TO ORDER. Mayor Durso called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION. Chaplin Edward Benore gave the invocation. 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The Mid -Florida Mustang Club's 30th Annual Mustang and Ford Roundup will be held on Saturday, February 25, 2017 from 9:00 a.m. until 3:00 p.m. in the Historic District of Longwood located off of Church Avenue. B. The City of Longwood will host the Historic Longwood Farmers & Artisans Market weekly on Saturday from 9:00 a.m. until 1:00 p.m., in the Historic District of Longwood CC 02-20-17/1 out a form developed for use by Mr. Black, our Supervisor, which shows by week everything that is going to be done by location. He said at the end of the week, copies go to Mr. Capizzi, and at the end of the month the copies go to who the company hired to do the job. He said this will help to keep production going for the money we are spending on maintenance. He said this form will also be used for the maintenance of assessed properties. He also spoke of his son being the K9 Officer for the City of Winter Park for eight years and was recently awarded the Officer of the Year Award. He said he went with the City Clerk today to check on the cemetery and see what could be done to improve that area. District #2. Mayor Durso said he wanted to talk about the Utilities, Inc. increases that are taking place across Florida. He thinks it is time we develop some form of resolution and support for the cause against what is about to happen. He said there are residents in Longwood and Seminole County that are residents under the Utilities, Inc. umbrella that could see as much as 110% increase in their bill, going from $35 to over $75, not to mention that with their 60,000 customers in Florida, 29,000 of which are in Central Florida. He said they are trying to put everybody under one umbrella, meaning people from Pasco County could call here to deal with any kind of issues, and vice versa, when they should have some kind of local reach. He said we need to do more research and get on board with whatever opposition the County and other municipalities are presenting. He would like to put that on the next Commission agenda, and have staff bring back what our options are to get on board. He said a lot of our residents are directly affected and we have indicated several times that we would love to take over that system because we are accountable to the people, and we could easily control those rates. He said to have profit - making companies based in Illinois going to the Public Service Commission getting approvals for a tremendous increase in those rates is absolutely criminal. He said there are other ways to do that and not hit someone with 110% increase in one year. District #3. No report. He pointed out that Mr. Ed Young, with the Seminole Soil & Water Conservation District is here tonight. Mayor Durso allowed Ed Young to address the Commission since he arrived after Public Participation had ended. Ed Young, Board Member on Seminole Soil & Water Conservation District, thanked the Commission for allowing them to use their Chambers for their monthly meetings. He asked if the Commission would allow them to post a notice of their public meetings in the board outside City Hall. Deputy Mayor Sackett moved to allow the Seminole Soil & Water Conservation District to post a notice of their meeting dates in the board outside City Hall. Seconded by CC 02-20-17/3 Commissioner Weller and carried by a unanimous roll call vote. B. Read by title only and adopt Resolution No. 17-1419, regarding the transfer of two (2) properties located at 1450 West State Road 434 and Powell Street from the Florida Department of Transportation (FDOT) to the City of Longwood. Mr. Langley read Resolution No. 17-1419 by title only. Mr. Kintner presented the Item. Commissioner Maingot moved to adopt Resolution No. 17- 1419 as presented Item 12B. Seconded by Deputy Mayor Sackett and carried by a unanimous roll call vote. C. Read by title only and adopt Resolution No.17-1420, establishing a mechanism for the financing of energy conservation and efficiency improvements; renewable energy improvements and wind resistance improvements; authorizing the execution of a Non -Exclusive Interlocal Subscription Agreement with the Florida Green Finance Authority. Mr. Langley read Resolution No. 17-1420 by title only. Ms. Snead presented the Item. Mayor Durso explained the program and how it allows residents to pay for improvements to their home by a tax assessment as is the same for Items 12D and 12E. Commissioner Maingot moved to adopt Resolution No. 17- 1420 as presented Item 12B. Seconded by Commissioner Paris and carried by a unanimous roll call vote. D. Read by title only and adopt Resolution No. 17.--1421, establishing a mechanism for the financing of energy conservation and efficiency improvements; renewable energy improvements and wind resistance improvements; authorizing the execution of a Non -Exclusive Interlocal Subscription Agreement with the Florida Resiliency and Energy District. Mr. Langley read Resolution No. 17-1421 by title only. Commissioner Maingot moved to adopt Resolution No. 17- 1421 as presented Item 12D.
