1. CALL TO ORDER. Mayor Durso called the meeting to order at 6:00
p.m.
2. OPENING INVOCATION. Elder Cynthia Jackson with Mt. Olive
Missionary Baptist Church gave the invocation.
3. THE PLEDGE OF ALLEGIANCE
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcement.
A. Senior Matinee Movie will be held on Wednesday, May 17,
2017 from 1:30 p.m. until 3:30 p.m., Longwood City Hall
(Chambers), 175 West Warren Avenue. This month's feature
is La La Land
5. PROCLAMATIONS / RECOGNITIONS
A. District #4 Presentation of the Business Person of the Month
Award for May 2017 to Michael L. Dodane, PE, President of

MiGre Engineers, LLC, located at 1200 West State Road 434,
Suite 301.
Commissioner Weller read a brief biography on Mr. Michael L.
Dodane and then presented him with the Business person of the
Month Award for May 2017. Photographs were then taken.
6. BOARD APPOINTMENTS
A. City Commission Nomination of resident to the Board of
Trustees for the City of Longwood Police Officers' and
Firefighters' Pension Trust Fund.
Nomination was deferred to the next meeting.
7. PUBLIC INPUT
A. Presentation: McDirmit, Davis & Company, LLC will be
giving a presentation on the Annual Audit for the Fiscal Year
Ended September 30, 2016.
Kelly Legg with McDirmit, Davis & Company, LLC gave a
presentation on the highlights of the audit. She noted the
management letter states there are no current year
recommendations which management needs to implement, and the
City received the Certificate of Achievement for their 2015 audit
report. She said the City maintained good controls, and there
weren't any recommendations.
Questions were asked and answered.
B. Public Participation.
Kathryn Townsend, Seminole County GOP said in December she
was elected Chairman of the GOP, and we have not stopped since.
She said we are growing and would like to see all the
Commissioners come to our meetings. She said your Mayor
comes from time to time, and Commissioner Paris is very active
with the Young Republicans. She said we meet on the third
Thursday of each month and Senator David Simmons will be there
to give our legislative update on what is going on in Tallahassee;
and our new Sheriff, Dennis Lemma will be there also to give us
an overview of the Sheriff's office. She said the Seminole County
GOP is now a certified third party voter registration organization.
She said the statutes changed a few years ago, and you cannot just
put up a table and start registering people. You have to be certified
and on record with Tallahassee. She said we will be at a lot of
events in Longwood and throughout the County with our table to
register all parties and training people as we move forward to our
victory next year in 2018. She said locally, we have had a lot of

separation and division between neighbors and families, but we are
all about the unity of our party and our people. She said we are
about moving forward and working together to keep Seminole
County and Florida "red" in 2018. She asked for everyone's
support to do that.
Rex Anderson, Longwood said he had a packet to pass out. He
said the packet he passed out contains a little history of what the
voters of this City have acted on as far as the Public Safety
Director position. He said he noticed that one of the requests in the
budget is that this position is still there. He stated he thought this
position was on a trial basis and would be over by now. He said
the voters, by 84%, voted to eliminate that position, then the City
re -instituted that position. He said that is beyond him as far as cost
goes. He has not seen any cost savings, which what it was
intended to do. He asked how many residents there are now in the
City.
Mayor Durso said it is close to 15,000 now.
Mr. Anderson said, according to the Charter we should have 2.2
police officers per 1,000 people. He asked how many officers we
have now.
Mayor Durso said it is 40 police officers.
Mr. Anderson mentioned Item 12B on the agenda, that there might
be a conflict of interest regarding contributions from Mr. Towers
as far as Mayor Durso' s anticipation on running for County
Commission.
Mr. Langley said there are at least two Commission on Ethics
opinions directly on that point. He said in regard to the receipt of a
campaign contribution, which is disclosed on campaign finance
reports, the Commission on Ethics has found in the 1970s has
found such a contribution does not create a voting conflict because
the campaign contribution is not considered a special private
benefit of gain to the elected official. He said one who sits on the
Commission that votes must vote on the matter they don't have a
voting conflict or for which they don't have a perceived bias where
they could not be fair to the applicant. He said if you receive a
campaign contribution that does not result in a voting conflict as a
matter of law.
Mayor Durso said there are a number of people in this City who
have been supportive of me of the past ten (10) years. He said he
has voted with them and voted against them on multiple occasions.
He is not going to shy away from a vote because someone gave

him a campaign contribution which is public record and not
hidden, and it is not used for anything other than what the
regulated purpose of a campaign account is for. He said the
second thing is that most of us, and most elected officials, if you
did not vote on every single issue that came before you where
someone was opposed to you or supportive of you, you would not
be able to discharge your duties. He said he is not an owner and
not receiving any benefit and not receiving any inurement from
anything that Mr. Towers is doing. He stated he is happy to talk to
anyone including the press. He is willing to answer anyone's
question about this or any other situation related to it.
Mr. Langley gave the citations, Commission on Ethics Opinion 75
-181 and 78-20.
Patti Choate, 118 Sheridan Court, Longwood said she has been a
member of Christ Church for thirty (30) years, and we have been
involved with the Longwood Craft Festival for over forty (40)
years. She said it is our only fundraiser that helps our Church
because our Church is small, so we depend on that money. She
said if they move the festival to another area, it is going to hurt us.
She said we put on a Bar-B-Q and vendors pay to park in our
parking lot and all of that goes back into our Church. It helps to
pay for maintenance and lighting, and any type of maintenance.
She said she is concerned that this will hurt us if you move it to
another location.
Mayor Durso suggested she get with the City Manager to talk
about the bigger plans the City is looking into with the Historic
Society to develop a plan to determine who is running the festival,
but how it should operate. The goal is to expand it to draw more
people into the area.
Sandra V. Erickson, 410 Santa Maria Way, Longwood said in'
order to stay afloat, we depend on the fall festival for our Church.
All the food is donated by the parishioners, as well as crafts that
are made. She said everything sold there goes back into the
Church.
Dr. Flora Pinder, 218 Slade Drive, Longwood said this is in regard
to the Church and the festival. She said the Historic Society
worked with us over the years. They allowed us to have the only
Bar-B-Q at the fall festival, which gave us very good income. She
said we don't know if this new group will give us any
consideration or not. She read the agreement, and there is nothing
in there about our Church. She said we want to be included in the
arrangements and be given consideration. We are a special,

Historic Church in Seminole County. She said we were given
short notice regarding this change.
Donna Bundy, 505 Seminole Avenue, Longwood said she is here
representing the Central Florida Society for Historic Preservation,
and wanted to say thank you for our recently negotiated agreement,
and we are in favor of the City doing this. She said it was our
understanding the festival is staying in the District if the City takes
it.
Elizabeth Saunders, 529 Westport Drive, Longwood said she
mimics everything everyone else has said regarding Christ Church,
and we are happy you are going to allow the festival to remain in
Longwood.
Andrea Elukovich, 164 Sheridan Avenue, Longwood said she had
some questions regarding grants for improvements.
Mayor Durso said the City Manager will be happy to get you that
information.
Ms. Elukovich asked about foliage on State Road 434.
Mayor Durso said we are working on that with the Florida
Department of Transportation.
Ms. Elukovich said we have been dealing with patched streets for a
long time in Winsor Manor. She said as you come into the
entrance, that is one of the first things you notice. She said we
have raised money for the upgrade at the entrance, but we are now
concerned about the streets that haven't been repaved for a long
time.
Mr. Williams said we have a stormwater project ongoing in
Winsor Manor, so you will see from the entrance back to Dellwood
repaved and then the entire eastern section of the subdivision will
be repaved as a result of that project.
Ms. Elukovich asked about adding a line item to the utility bill
asking people to donate an amount for the beautification of
Longwood.
Mayor Durso said we would certainly entertain that. He said if the
citizens would be willing to give us a dollar ($1.00), we would be
happy to take it and use it to improve many things throughout the
City. He thanked her for the suggestion.

8. MAYOR AND COMMISSIONERS' REPORT
District #2. Mayor Durso said he wanted to commend city staff and our
partners at Cathcart for their tremendous work on the sewer project that is
happening in Wildmere Sub Plat. He said they are a month and a half
ahead of schedule and under budget. He said they have minimized
disruptions in traffic and to the road. He said there was a community
meeting related to the sewer project that is happening off of North Street,
the new development that was annexed. He said there were approximately
120 people who attended, and the conversation revolved around two major
issues. The first was annexation and the second issue was sewer. He said
the general tone of the room was opposed to City annexation, but was very
much pro sewer. He said that benefits the citizens of Longwood because it
expands our sewer system, which allows us the opportunity to create
revenue and build a package plan so we can stop sending our stuff to
Seminole County. He said we will be able to treat it and to control the
cost of treating it which is ultimately the goal. He said we want to control
the cost of treating sewage and right now we are at the whim of Seminole
County and whatever they want to charge us. This is a good, long-term
goal for the City. He said as a result of that meeting we will be sending a
ballot to those affected homes in that area, asking two questions: "Do you
want sewer — Yes or No" and "Are you interested in annexation — Yes or
No". He said those two answers will determine the forward path of that
project. He said it has been suggested by folks at Wendover and the
Apartments that we consider a public bicycle program similar to the one
downtown where you can rent the bikes and cruise around the area. He
said there is a lot of technology infrastructure that goes into the project
that makes it safe and cost effective for the City. He said there is very
little investment on our end. He said a lot of the cost is borne on people
who rent the bicycles. He said they have to provide a credit card, so if
bikes are damaged or don't get returned, their credit cards would be
charged to replace the bikes, holding the City harmless. He would like to
look into this and see if the City can do this and perhaps operate it from
Reiter Park or the Apartment Community.
Deputy Mayor Sackett said the bicycle idea was in the original plans after
the completion -of Church Avenue.
Mayor Durso commented on the program FUEL (Fueling Understanding
of Energy Locally), which is a pipeline program he is working with
teachers at Milwee Middle School and Lyman High School. He said it
will create a program that will give students access to businesses in the
STEM field in middle school. He said it will help them get internships in
high school, help them get apprenticeships when they go to either
Seminole State, Valencia or University of Central Florida. He said
hopefully it will keep them here working at those companies in Longwood
after they graduate from school. The point is to start them early. He said
there has been a focus on female students because females are generally
underrepresented in STEM fields, (STEM being science technology,

engineering and math fields). He said one of the projects that has come
from this, is we have started taking a series of trips with students. On May
19t', we have a group of young ladies leaving from Milwee Middle School
and taking a tour of several businesses, including the Duke Energy facility
next to the school, having lunch. He said Marie Regan, who works in our
Planning Department, will be talking to them as well.
District #3. Commissioner Paris said he visited the Longwood Food
Truck event last Thursday, which was very well attended. He also
attended our last Farmer's Market for the summer, which is shutting down
for a few months and coming back when the weather gets more
reasonable. He said we need more support for this event.
District #4. Commissioner Weller said he attended the Island Lake Septic
and Sewer Meeting, and when it was explained to the residents how much
it cost to replace a septic tank and the issues that were going to start
happening with permitting, he felt the attitude in the room change. He
said between replacing the septic tanks cost or when you pump out a
septic tank, it is very expensive. He wanted to make sure the City goes
after grants in other parts of the City and keep an eye on areas that we
could get additional growth and tax revenues by providing sewer. He said
a resident contacted him about Reiter Park and the lake expansion and
being concerned it would be stagnant water. He said he talked with the
City Manager about it, and found out there will be four fountains in that
area (A drawing of this area was displayed). He said during the one cent
sales tax debate in 2015, he read Longwood Hills Road was on the list to
get sidewalks installed.
Mr. Williams said Seminole County advised it is under design right now
and going under construction in 2018 and finishing in 2019.
District #5. Deputy Mayor Sackett said Woodlands Elementary is going
to be converted into a STEM school. He said this year he is teaching
forty-five (45) kids the STEM Projects. He said girls are quite involved in
the program. He took seventy-five (75) kids to the University of Central
Florida (UCF) for their STEM Project. He said science and engineering is
big in Longwood, and is going to be big at Longwood Elementary as well.
He mentioned the Honor Flight Program where a lot of the volunteers fly
with Vets to Washington D.C. to see that the Country cares about them.
He would like some recognition to appear in some way in a future meeting
and asked if we can coordinate with them. He thinks they are doing a
superior job.
Mayor Durso asked him if he would like to coordinate this.
Deputy Mayor Sackett said he would.

District #1. Commissioner Maingot spoke in agreement with Mayor
Durso about donations and speaking for and against people on certain
issues. He noted we vote for and against the situation as it is in the best
interests of the City. He said regarding the Wayman Project, there are
four portables brought from Seminole County Schools being installed on
Wayman and will provide accommodation for many people in our City.
He said Citizens on Patrol and others, who were formerly housed in the
Longwood Elementary School. He is involved, along with Public Works,
in doing the landscaping at those locations, as well as the Fire Station. He
said regarding comments about landscaping on State Road 434, that
project has been dealt with for almost a year. He said we keep
discovering many obstacles we have to deal with and Florida Department
of Transportation has made many changes all along. He said, regarding
the sewer project, he will not support any installation of a sewer project
there without coming into the City. He said charity begins at home, and
those who pay our taxes are the ones we look for first. Those who want us
to overreach and extend a hand to help, we will help you and go through
the investment, but you will come into the City like many others have
done. He said let us expand wisely where the investment is worth the
return on the investment.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA
Mayor Durso stated the City Manager requests that Item 1 OH be added to
the Consent Agenda. He went over the Item stating it is a proposal from
the City of Longwood to the Central Florida Society for Historical
Preservation (CFSHP) regarding the Arts and Crafts Festival. He stated
the Item includes the following:
The City estimates that there will be approximately 200 vendors which
will generate an estimated $30,000 in booth fees.
Term of Initial Agreement — 7 years with an option to extend for an
additional 5 years.
Payment — provide a onetime fixed payment of $10,000 in the first year.
CFSHP agrees to refund or work with the City in providing a transfer of
preregistered exhibitors, sponsors and or vendors. Years 2 -7 profit sharing
of 50% on booth fees for a maximum payment of $15,000 per year.
If the City decides to not continue with the festival, then all things related
to the festival including coordination, execution, etc. will revert back to
the CFSHP on the allotted annual date for this particular event.
Mayor Durso stated the above is a proposal and any agreement concerning
this matter would need City Commission review and approval. He stated
the proposal is subject to the drafting and execution of a contract with

terms and conditions acceptable to the City of Longwood and the Central
Florida Society of Historical Preservation.
Mayor Durso moved to add Item 1 OH to the Consent Agenda.
Seconded by Deputy Mayor Sacket and Item 1 OH was added by a
four -to -one (4-1) voice vote with Commissioner Maingot voting
nay.
10. CONSENT AGENDA
A. Approve Minutes of the May 1, 2017 Regular Meeting.
B. Approve the Monthly Expenditures for April 2017.
C. Approve the Monthly Financial Report for April 2017.
D. Approve a change order in the amount of $60,000 to purchase
order #170256 for Sunstate Meter & Supply Inc. as suppliers
of citywide meters and related materials.
E. Approve a contract with WTDI, LLC to solicit and register
arts and crafts vendors for an event to be held on Saturday
November 18, 2017 and Sunday November 19, 2017.
F. Approve a Letter of Intent with Potapas Concessions Inc. to
provide carnival rides and carnival food concessions for an
event to be held on Saturday November 18, 2017 and Sunday
November 19, 2017.
G. Approve a purchase order in the amount of $27,250 to Public
Resource Management Group (PRMG) to provide utility
financial consulting services for the State Revolving Fund
(SRF) Loan Procurement Assistance for the City's Phase 2
Wastewater System Expansion and Improvements Project.
Added on. H. Proposal from the City of Longwood to the Central Florida
Society for Historical Preservation (CFSHP) regarding the
Arts and Crafts Festival.
Deputy Mayor Sackett moved to approve Items I OA
through 1 OH as presented. Seconded by Commissioner
Paris and carried by a four -to -one (4-1) roll call vote with
Commissioner Maingot voting nay.
11. PUBLIC HEARINGS. None.
12. REGULAR BUSINESS
A. Read by title only, set June 5, 2017 as the public hearing date,
approve the Annexation Agreement and first reading of

Ordinance No. 17-2114, a Voluntary Annexation of Properties
at 1015 U.S. Highway 17-92, 904 Lake Irene Road and 898
Lake Irene Road.
Mr. Langley read Ordinance No. 17-2114 by title only.
Mr. Kintner presented the Item.
Deputy Mayor Sackett moved to approve the annexation
agreement and first reading of Ordinance No. 17-2114 and
set June 5, 2017 as the public hearing date. Seconded by
Commissioner Maingot and carried by a unanimous roll
call vote.
B. Hear a request from Oakwood Construction for a lot split
application (SD 04-17) at 163 West Bay Avenue (Historic
District).
Mr. Kintner presented the Item and answered questions.
Commissioner Paris moved to approve Item 12B as
presented. Seconded by Commissioner Maingot and
carried by a unanimous roll call vote.
C. Read by title only, set June 5, 2017 as the public hearing date,
approve the Annexation Agreement and first reading of
Ordinance No. 17-2118, a Voluntary Annexation of 450
Longwood Hills Road.
Mr. Langley read Ordinance No. 17-2118 by title only.
Mr. Kintner presented the Item.
Commissioner Maingot moved to approve the annexation
agreement and first reading of Ordinance No. 17-2118 and
set June 5, 2017 as the public hearing date. Seconded by
Deputy Mayor Sackett and Commissioner Paris and carried
by a unanimous roll call vote.
13. CITY MANAGER'S REPORT
Mr. Williams said he has been asked to solicit proposals for solid waste
collection services. He wanted to bring that to the Commission's attention
to get your permission to begin that process and provide the necessary
notifications to our service providers, which will include residential and
commercial non-exclusive. He said we will look into converting that to an
exclusive franchise agreement and bid that as one package.
