CALL TO ORDER Mayor Durso called the meeting to order at 6:00
p.m.
2. OPENING INVOCATION. Reverend David Judd from St. Mark's
Presbyterian Church in Altamonte Springs Church gave the invocation.
3. THE PLEDGE OF ALLEGIANCE
11. PUBLIC HEARINGS (PART 1)
A. Read by title only, set September 18, 2017 as the public hearing
date and approve the first reading of Ordinance No. 17-2123,
which fixes the tentative rate of ad valorem taxation for the
fiscal year commencing October 1, 2017 and ending
September 30, 2018.

Mayor Durso opened the public hearing. No one spoke in favor or
in opposition of Ordinance No. 17-2123.
Commissioner Maingot moved to close the public hearing.
Seconded by Commissioner Weller and carried by a
unanimous voice vote.
Commissioner Maingot moved to approve Ordinance No.
17-2123 and set September 18, 2017 as the public hearing
date. Seconded by Commissioner Weller and carried by a
unanimous roll call vote.
Mr. Langley read the following statement:
The City of Longwood hereby proposes for Fiscal Year 2017/2018
a millage rate of 5.500 per $1,000 of non-exempt assessed
valuation. Said rate is 5.38% higher than the rolled back rate of
5.2191 per $1,000 of non-exempt assessed valuation as computed
by Florida Statue 200.065.
B. Read by title only, set September 18, 2017 as the public hearing
date and approve the first reading of Ordinance No. 17-2124,
which adopts tentative revenues, expenditures and fund
balances for the City's fiscal year budget commencing October
1, 2017 and ending September 30, 2018.

recommended changes:

Mayor Durso opened the public hearing. No one spoke in favor or
in opposition of Ordinance No. 17-2124.
Commissioner Paris moved to close the public hearing.
Seconded by Commissioner Maingot and carried by a
unanimous voice vote.

Commissioner Maingot moved to approve Ordinance No.
17-2124 and set September 18, 2017 as the public hearing
date. Seconded by Commissioner Maingot.
Deputy Mayor Sackett made comments related to the City
Manager letter that was included in the Budget and said it was well
written and thorough. He noted in the City Manager's budget it
goes from $167,000 to $174,000 and he didn't see the Assistant
City Manager within that budget. He said he did find it
somewhere else in the budget. He noted the increases in both the
Police and Fire budgets. He said he did not feel the Commissions'
salary needed to be increased. He noted some of the changes in
position and stated it is hard to track where everything moved to.
He stated the Assistant City Manager is under the Police
Department yet we have no Fire or Police Chief, and he has some
trouble with this. He stated he never did agree with the Assistant
City Manager or Public Safety Director position and said we do
have an Economic Development Manager position that can help
out in that area. He also noted, as he looks at all the other staffing
positions, he does not see a need for the Assistant City Manager
and it is costing almost $200,000 a year. He said he would like to
see this position deleted from the budget and will not support this
budget as it stands.
Motion carried by a three -to -two (3-2) roll call vote with
Mayor Durso and Deputy Mayor Sackett voting nay.
4. COMMUNITY ANNOUNCEMENTS
A. The "Downtown Longwood Cruise -In" Car Show will be held
on Saturday, September 9, 2017 from 5:00 p.m. until 8:00 p.m.
in the Historic District of Longwood located off of Church
Avenue.
Mr. Williams announced all City Recreation Events, Programs and
Meetings through Tuesday, September 12, 2017 were cancelled
due to Hurricane Irma.
5. PROCLAMATIONS / RECOGNITIONS
A. District #1 Presentation of the Business Person of the Month
Award for September 2017 to Olenin Martinez & Elijah
Ramsay, Co -Owners of Back to Basics Barber Shop located at
321 North Ronald Reagan Boulevard.
Commissioner Maingot read a brief biography on Olenin Martinez
and Elijah Ramsay and then presented Mr. Ramsay with the
Business person of the Month Award for September 2017.
Photographs were then taken.

B. Presentation of the 2017 Key to the City Award to the late
John "Jack" Caldwell; presented to his wife, Carole Culpepper
Caldwell.
Deputy Mayor Sackett read a Proclamation that outlined a
biography on Mr. Caldwell. He then presented Mrs. Caldwell with
the Proclamation and Key to the City Award. Photographs were
then taken.

A. Public Participation. None.

Mr. Williams gave an overview of the preparations for Hurricane Irma.
He said based on current modeling, the City will activate the City
Emergency Operation Center (EOC) approximately twelve (12) to twenty-
four (24) hours before the storm.
Questions from the Commission were answered.
Mayor Durso encouraged everyone to take the appropriate steps to protect
themselves and property. He also stated the City is taking all the
necessary steps to prepare for the storm.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA
Mayor Durso stated the City Manager requests that Item 12B Ordinance
No. 17-2128 be added to the agenda. He read the Item into the record.
An Emergency Ordinance declaring a state of emergency within the City
of Longwood.
Item 12B added by a unanimous voice vote.

Mayor Durso stated the City Manager requests that Item 12C Resolution
No. 17-1442 be added to the agenda. He read the Item into the record.
A Resolution adopting a policy for pay for employees during a declared
emergency.
Item 12C added by a unanimous voice vote.
10. CONSENT AGENDA
A. Approve Minutes of the August 14, 2017 Special Assessment
Workshop and August 21, 2017 Regular Meeting.
B. Approve the Monthly Expenditures for August 2017.
C. Approve waiving the rental fees excluding the attendant fee at
the Longwood Community Building for Donna Alt -Bowes an
employee of the City of Longwood.
Commissioner Maingot moved to approve Items l0A
through 1 OC as presented. Seconded by Deputy Mayor
Sackett and carried by a unanimous roll call vote.
11. PUBLIC HEARINGS (PART II)
C. Read by title only and adopt Ordinance No. 17-2122, amending
Chapter 38 "Environment" of the Longwood Code of
Ordinances to create a new Article V regarding, "Proper use of
Fertilizers".
Mr. Langley read Ordinance No. 17-2122 by title only.
Mayor Durso opened the public hearing.
Pam Meharg, 637 Sable Lake Drive, Longwood said she is the
Conservation Chair for the Seminole Audubon Society. She spoke
in favor of the Ordinance. She stated this fertilizer ordinance is an
inexpensive way to deal with the nitrogen and phosphorous
leaching problems in the waterways.
No one else spoke in favor or opposition to Ordinance No. 17-
2122.
Deputy Mayor Sackett moved to close the public hearing.
Seconded by Commissioner Paris and carried by a
unanimous voice vote.
Commissioner Maingot moved to adopt Ordinance No. 17-
2122 presented as Item 11 C. Seconded by Commissioner
Paris and carried by a unanimous roll call vote.

12. REGULAR BUSINESS
A. Read by title only, set September 18, 2017 as a public hearing
date and approve the first reading of Ordinance No. 17-2127,
approving the extension of the Non -Exclusive Franchises for
the Collection of Commercial Solid Waste and/or Recovered
Materials for an additional six (6) months.
Mr. Langley read Ordinance No. 17-2127 by title only.
Mayor Durso stated he is going to bring back for discussion
limiting the number of franchises.
Commissioner Maingot moved to approve Ordinance No.
17-2127 and set September 18, 2017 as the public hearing
date. Seconded by Deputy Mayor Sackett and carried by a
unanimous roll call vote.
Added On B. Read by title only and adopt Emergency Ordinance No. 17-
2128, declaring a state of emergency within the City of
Longwood with the Declaration of Emergency by the
Governor; adopting emergency regulations to address
preparation for the aftermath of Hurricane Irma.
Mr. Langley read Ordinance No. 17-2127 by title only. He also
stated since this is an Emergency Ordinance it only requires one
reading and cannot last more than sixty (60) days.

Deputy Mayor Sackett moved to adopt Emergency
Ordinance No. 17-2128 as presented. Seconded by
Commissioner Maingot and carried by a unanimous roll
call vote.
Added On C. Read by title only and adopt Resolution No. 17-1442, adopting
a policy for pay for employees during a declared emergency.
